About this file
This document is a Request for Information (RFI) for contract number 36C24626B0009 concerning roof repair work at Building 114 of the Department of Veterans Affairs Hampton VA Health Care System located at 100 Emancipation Drive, Hampton, VA 23667. The RFI consists of two amended submissions (RFI 002 Updated and RFI 006 Updated) with replies provided by Todd Hagmaier on 01/27/2026, copied to Gina Moriarty.
RFI 002 Updated (dated 1/12/26, reply deadline 01/22/2026) addressed two questions: the manufacturer of existing roof and panels to facilitate warranty renewal and color matching in Slate Gray, and whether a satellite takeoff could determine the exact quantity of panels requiring replacement. The VA responded that the original roofing panel manufacturer is Englert 2500 Series Standing Seam and identified two specific panel areas enclosed with yellow lines (labeled REM 1 and REM 2) that require replacement due to compromised valleys.
RFI 006 Updated (dated 01/13/2026, reply deadline 01/22/2026) posed four technical questions regarding verified quantities and exact limits of flat TPO roof area, standing seam metal, and cornice/metal work; assumptions for concealed damage pricing; site constraints affecting productivity; and manufacturer certification or testing requirements for the 20-year TPO warranty. The VA's responses clarified that roof areas would be identified in photographs with yellow outlines for standing seam, blue outlines for TPO, and red outlines for cornice metal; undiscovered damages would be handled through submittal of actual material receipts and certified wages with pre-disclosed standard markup; access through the side ramp entrance must never be blocked and pedestrian protections must remain in place; and manufacturer warranty restrictions must be disclosed to the Contracting Officer Representative before installation, with no third-party inspection requirements mandated.

VA: The original Manufacturer of roofing panel is Englert 2500 Series Standing Seam.
2) Is it possible to do a satellite takeoff to get the correct quantity of panels to be removed and replaced.
VA: Panels enclosed with yellow lines are to be replaced because the valleys they empty into are compromised. See photo below.

INFORMATION NEEDED: One form can contain multiple questions.
1 What is the verified quantity and exact limits of each roof area involved (flat TPO area, standing seam metal, cornice/metal work?
2 What level of concealed damage should be assumed for pricing (deck, Nailers, insulation), and how should undiscovered repairs be handled in the bid?
3 What site constraints will affect productivity (working hours, patient-care restrictions, access, staging, weather protection requirements)?
4 Are there any additional requirements for manufacturer certification, inspections, or third-party testing needed to issue the 20-year TPO warranty (including pre-installation, in-progress, or final inspections)?

REPLY:
1. What is the verified quantity and exact limits of each roof area involved (flat TPO area, standing seam metal, cornice/metal work?
VA: The Standing Seam roof is outlined in yellow. The TPO roof is outlined in blue and the Cornice metal to be replaced is outlined in red. See photos below.
2. What level of concealed damage should be assumed for pricing (deck, Nailers, insulation), and how should undiscovered repairs be handled in the bid?
VA: Undiscovered Damages are handled by a submittal of actual receipts for the materials purchased and the actual wages paid to wages paid employee by certified wages. Then the total has a pre-disclosed standard markup applied. Contractor receives a reasonable profit, and the VA pays only a reasonable sum.
3. What site constraints will affect productivity (working hours, patient-care restrictions, access, staging, weather protection requirements)?
VA: Question NOT understood. Access to the patient area through the side ramp entrance can NEVER be blocked and the front access can be blocked with prior arrangements. Pedestrian protections above this entrance must be in place for the duration of the project.
4. Are there any additional requirements for manufacturer certification, inspections, or third-party testing needed to issue the 20-year TPO warranty (including pre-installation, in-progress, or final inspections)?
VA: If the manufacturer has restrictions that void their warranties, they must be disclosed with the COR representative before installation begins so he can ensure they are followed by the contractor. No third-party inspection requirements.
