About this file
This is a Request for Information (RFI) document issued by the Department of Veterans Affairs for Building 114 Roof Repair at the Hampton VA Health Care System in Hampton, Virginia. The RFI was issued on January 11, 2026, as Amendment 0004 to solicitation 36C24626B0009, with replies compiled by January 29, 2026.
The RFI addresses four key clarifications regarding the roof repair project: (1) Site Visit attendance requirements—the VA confirmed that being listed on the site visit log is not required for responsiveness and all offerors may submit bids until the proposal due date; (2) Undiscovered Damage pricing—contractors must submit actual receipts for materials purchased and certified wage documentation, with a pre-disclosed percentage markup applied on top of actual costs to provide the contractor reasonable profit while the VA pays only a reasonable sum; differing site conditions must be reported immediately to the Contracting Office and Contracting Officer's Representative and will be handled separately without adding a not-to-exceed CLIN; (3) Roof Access and Work Restrictions—closure of the main entrance is permissible with advance notice to provide contractor access, but the entrance up the ramp from the left of the photo (highlighted in yellow) used for palliative care can never be blocked, pedestrian protection above this entrance must be maintained at all times, and the side ramp entrance to patient areas can never be blocked though the front access may be blocked with prior arrangements; and (4) Photos and Measurements—the VA directed contractors to obtain measurements from a Google Earth site link provided rather than requesting additional government-provided photos or quantities. The document includes aerial and detail photos of the building showing the restricted access areas and roof sections marked as REM 1 and REM 2.

3. Roof Access / Staging / Work Restrictions
Please confirm any restrictions for staging materials, dumpster placement, roof access points, and working hours coordination for patient care areas.
4. Photos / Measurements If available, could the Government provide additional photos and any approximate quantities (flat roof square footage, linear feet of edge metal, and approximate area of standing seam panel replacement) to support consistent pricing?

The SOW requests unburdened hourly rates for Carpenter, Roofer, and Laborer plus a standard materials markup for undiscovered damage repairs.

• Please confirm whether there is any cap or not-to-exceed threshold expected for these potential repairs.

The differing site condition will be handled separately. A not-to-exceed CLIN will not be added.
3. Roof Access / Staging / Work Restrictions
