Solicitation #36C24624R0064, Project: 652-24-108 Replace Roofs and Flashing

1. How many plies is required? I’ve read in one section 2 with cap sheet and saw one area with 2 base sheets and one cap sheet.

Response: The roofing system consists of two plies. Base flashing and areas subject to additional load/strain will consist of three plies in accordance with specification 07 52 16.11.

2. The VA is talking about achieving r33 value on insulation as well as tapered ISO:

a. One question is if tapered insulation is required at all locations and second question is what happens to all roof curbs, facias and any other equipment that may have to be raised to meet the guidelines?

Response: The new insulation and roofing system shall not be taller than the existing roofing system. The contractor shall meet a minimum R-9 value at any location. The average overall R value of R-33 is waived to allow for proper insulation tapering.

b. Some of the wall panels, siding and windows may be already too close to the roof surface, so additional layers of insulation could be too high in some areas. Has the VA considered this?

Response: As stated above, the new insulation and roofing system shall not be taller than the existing roofing system.

c. Does existing roof have tapered insulation or is the roof deck slopped? Did anyone take a core sample from the existing roof and if they did, can we have those reports?

Response: The existing roof has tapered insulation; the roof deck is NOT sloped. No core samples of the existing roofs associated with this project have been taken. However, core samples from previous roof replacement projects on Building 500 have been taken.

Building 500 Roofing System:

Deck Type: Concrete

Roof Insulation: Tapered Asphalt Thermal Setting Insulation

Roof Membrane: 4 – Ply Built-Up Roof w/ Aggregate Surfacing

Building 509 Roofing System:

Deck Type: Concrete

Roof Insulation: Tapered board insulation

Roof Membrane: Single Ply membrane w/ aggregate ballast

3. Are all decks concrete or are there any other type decks?

Response: All roof decks in this project are concrete.

4. There's a section about wall and roofing metal panels, are they being replaced? if so please provide more information if possible.

Response: There are no metal wall or roofing panels being replaced in this project.

5. Total system warranty is 20 years, please confirm?

Response: The total system warranty is 20 years.

6. Specs called out for white water based coating to be applied, is this over the entire new roof? Can we use a cap sheet with white granules to achieve white reflecting surface?

Response: Yes.

7. How many drains get replaced?

Response: In accordance with General Notes on the drawings, ALL roof drains are to be replaced.

8. There’s a section with drain systems, I’m not sure if they want to clean them out or replaced?

Response: See response to Question 7. All roof drains are being replaced.

9. Crane work- can we use cranes during normal working hours?

Response: No. The use of cranes to place materials on roofs must be conducted after normal business hour and on weekends. The VA shall approve all crane safety and lift plans prior to execution.

10. For a couple of sections that are difficult to reach, can we use upper roof to store and move material and debris for hoisting down to and from lower roofs?

Response: Material and debris can only be moved across roofs designated as part of this contract.

The contractor is not authorized to access or use any other roofs, outside of this contract, for any purpose.

11. Dumpster locations- will we have multiple spots for dumpster locations according to the areas where we’re working or all dumpsters will only be allowed in one area?

Response: Dumpsters may be placed in the designated access areas for the different roof areas.

12. Material delivery and storage. Will there be designated storage areas for material and equipment?

Response: A material laydown area will be designated after contract award.

13. When is the projected start date? Is it possible to have shut downs due to cold weather seasons?

Response: Projected start date will be sometime around July 15th. Shutdowns during cold weather that prevents proper installation of the roofing materials is allowed.

14. Do we have an existing roofing condition report in order to know the current thickness of roof?

Response: See answer to question 2c. The thickness of the roof with insulation can vary from 2 inches at the roof drain up to 6 inches at the edges of the roof.

15. Will there be an adverse weather issues allowance?

Response: Contract clauses allow for excusable time delay due to adverse weather conditions where additional contract completion time can be granted.

16. Is temporary lightning protection needed?

Response: Yes.

17. Are there restricted construction hours?

Response: Only for crane lifts. See answer to question 9.

18. Do you require additional training for sensitive areas below the building?

Response: No.

19. Provide clarification for if the RTU's need to be wrapped?

Response: Yes. Replace all flashing on the RTU (and all other roof top equipment) to incorporate the new flashing properly into the new roof.

20. What guidelines are there for the usage of a crane on the building?

Response: See answer to question 9

21. Can detail drawings be provided of the roofing?

Response: No. The construction contractor is responsible for submitting shop drawings detailing items installed as part of the roofing system. These shall include, but are not limited to roof drains, expansion joint flashing, roof penetration flashing, roof mounted equipment flashing, shear wall flashing, roof edge details and so forth.

22. Are there noise restrictions to adhere to?

Response: No.

23. Verify that no gasoline powered equipment is allowed on the roof?

Response: Verified. No gasoline powered equipment on roof.

24. From specs: Installing of a new lightning protection system in accordance with contract drawings and specifications, to include, but not limited to all aerials, wiring, bonding to equipment and grounding in order to have a complete and certified lightning protection system. What certification is required?

Response: UL Master Labeled (see specification 26 41 00)

25. Documents state to install 10 fall protection anchors. Is that for the entire project?

Response: The documents call for inspection and replacement of any defective anchors. There are approximately a total of 90 anchors on all the roof sections and we are pricing the replacement of 10.

26. Verify that a Warning Line System can be used per Section 01 35 26 1.16 Fall Protection A.3

Response: Verified.

27. Specs state minimum insulation R-value is R-10, with a minimum overall average of R-33. Verify that the specified R-values are correct.

Response: See response to question 2a above.

28. Provide spec info for cover board.

Response: In this application, the cover board is not required.

29. Spec section 07 4000 Is for Roofing and Siding Panels. Where is the work going to be utilized?

Response: See response to question 4. There is no metal panel roofing or siding in this project.

30. Is a coating required if we can meet the solar reflective requirements with the cap sheet?

Response: If the cap sheet meets the color and reflective requirements, a coating is not necessary.

31. Provide spec info for new guardrail system.

Response: See uploaded document Specification New Guardrail System_SECTION 05 52 13
