1.0 INTRODUCTION

Terracon Consultants, Inc. (Terracon) conducted limited asbestos and lead paint sampling on November 17, 2020 in the A, B, C, D, E and F Wing ground floor hallways of Building 1 at the VA Medical Center, located at 508 Fulton Street in Durham, North Carolina. The survey was performed in general accordance with Terracon Proposal No. P70207524, dated November 11, 2020.

Previous asbestos and lead paint surveys were performed by others and reports were provided to Terracon for review in anticipation of producing hazardous material abatement plans and specifications for the area. Terracon also previously performed sampling in other homogenous sections of the building. Due to inconsistencies of the sampling in the previous reports and the unknown renovation histories of the building, it was requested that Terracon visually verify, where possible, the findings of the previous reports and collect additional samples of materials, if deemed necessary. Some materials that appeared to be homogenous to areas previously sampled and did not contain asbestos (such as plaster, cove base, ceiling tiles, etc.) were sampled to verify that they were indeed homogenous in the proposed renovation areas and did not contain asbestos.

Samples of suspect asbestos containing materials (ACM) were collected in general accordance with the sampling protocols outlined in Environmental Protection Agency (EPA) regulation 40 CFR 763 (Asbestos Hazard Emergency Response Act, AHERA). Samples were delivered to an accredited laboratory for analysis by Polarized Light Microscopy (PLM). Paint chip samples were collected and delivered to an accredited laboratory to perform Flame Atomic Absorption Spectroscopy (AAS) analysis for lead content.

Previous sampling reports indicated that the following ACM were identified:

· 12”x12” beige floor tile/mastic - Approximately 3,500 square feet located throughout the A and B wing hallways;

· 9”x9” white floor tile/mastic – Approximately 150 square feet located in the D wing hallway

Additionally, previous sampling reports indicated that the following lead components were identified in the hallways:

· Yellow glazed block walls

1.1 Project Objective

We understand this sampling was requested to identify / document ACM and lead paint prior to renovation activities in the ground floor hallways of the A, B, C, D, E and F wings. EPA regulation 40 CFR 61, Subpart M, National Emission Standards for Hazardous Air Pollutants (NESHAP), prohibits the release of asbestos fibers to the atmosphere during renovation or demolition activities. The asbestos NESHAP requires that potentially regulated ACM be identified, classified and quantified prior to planned disturbances, renovation or demolition activities.

The Occupational Health and Safety Administration (OSHA) has promulgated a worker protection standard for the disturbance of lead-containing paints during demolition projects. The limited lead paint sampling was performed to meet informational needs to comply with the OSHA Lead in Construction Standard (29 CRF 1926.62). Currently, proposed renovations or demolition activities which may impact lead paint is subject to OSHA regulation 29 CFR 1926.62

– Lead Exposure in Construction.

2.0 BUILDING DESCRIPTION

The size of the renovation is approximately 7,000 to 8,000 square feet, and the construction date of the building and additions are not known. The exterior consists of a brick and block façade. Ceilings and walls are finished with block, drywall, or plaster. Flooring consists of ceramic tile and vinyl floor tile.

3.0 FIELD ACTIVITIES

3.1 Asbestos

The asbestos sampling was conducted by state of North Carolina Accredited Asbestos Building Inspector Anthony Scialdone (NC Accredited Asbestos Inspector Number 12284).

The sampling was conducted in general accordance with the sample collection protocols established in EPA regulation 40 CFR 763 (AHERA). A summary of sampling activities is provided below.

3.1.1 Visual Assessment

Our field activities began with visual observations of the renovation area to locate previously-identified homogeneous areas of confirmed ACM and to identify additional materials suspected to contain asbestos. A homogeneous area consists of building materials that appear similar throughout in terms of color, texture and date of application. The visual assessment was limited to accessible areas and did not include destructive measures to look

Responsive ■ Resourceful ■ Reliable 3 behind chases or fixed walls and ceilings. Building materials identified as concrete, glass, wood, masonry, metal or rubber were not considered suspect ACM.

3.1.2 Physical Assessment

A physical assessment of each homogeneous area of suspect ACM was conducted to assess the friability and condition of the materials. A friable material is defined by the EPA as a material, which can be crumbled, pulverized or reduced to powder by hand pressure when dry. Friability was assessed by physically touching suspect materials.

3.1.3 Sample Collection

Based on results of our visual observations, bulk samples of suspect ACM were collected in general accordance with AHERA sampling protocols. Random samples of suspect materials were collected in each homogeneous area. Samples were placed in sealable containers and labeled with unique sample numbers using an indelible marker.

Terracon collected 60 bulk samples from 20 homogeneous areas of suspect ACM. A summary of suspect ACM samples collected during the survey is included as Appendix A. A floor plan indicating Terracon’s sample locations is included in Appendix F.

3.1.4 Sample Analysis

Bulk samples were submitted under chain of custody to EMSL Analytical, Inc. (EMSL) of Morrisville, North Carolina for analysis by PLM with dispersion staining techniques per EPA’s Method for the Determination of Asbestos in Bulk Building Materials (600/R-93-116). The percentage of asbestos, where applicable, was determined by microscopic visual estimation.

EMSL is accredited under the National Voluntary Laboratory Accreditation Program NVLAP (Accreditation Number 200671-0). The asbestos laboratory analytical report is provided in Appendix C.

3.2 Lead Paint Sampling

The lead paint sampling was conducted by Anthony Scialdone of Terracon. Paint chip samples were collected to the substrate from homogenous painted surfaces identified to determine its lead content, measured by percent by weight. Suspect lead paint samples were collected in general accordance with the EPA’s work practice standards for conducting lead paint activities (40 CFR 745.227). Currently, proposed renovation and demolition activities that could potentially disturb lead paint are subject to the OSHA regulations (29 CFR 1926.62 – Lead).

The lead paint sampling began with the Terracon representative walking the structure, observing painted surfaces, and selecting sample locations. After the sampling strategy was determined, Terracon collected one to two paint chip samples from homogeneous surfaces.

It should be noted that our services are not intended for compliance with applicable Housing and Urban Development (HUD) requirements for child occupied facilities.

Nine paint chip samples were submitted under a chain of custody to Scientific Analytical Institute, Inc. (SAI) of Greensboro, North Carolina. Paint chip samples were analyzed by Flame Atomic Absorption Spectroscopy method SW846-3050B / 6010C / 7000B. SAI is an American Industrial Hygiene Association (AIHA) accredited laboratory (ELPAT, Lab Code 173190), to perform Flame Atomic Absorption analysis. A summary of the paint chip samples collected during the survey is presented in Appendix D. The lead paint laboratory analytical report is provided in Appendix E.

4.0 REGULATORY OVERVIEW

4.1 Asbestos

The following sections provide a general overview to the applicable asbestos regulations.

Please refer to the complete current regulation in order to verify compliance before any actions are initiated on an ACM.

4.1.1 NESHAP

The asbestos NESHAP (40 CFR Part 61, Subpart M) regulates asbestos fiber emissions and asbestos waste disposal practices. It also requires the identification and classification of existing building materials prior to demolition or renovation activities. Under NESHAP, asbestos-containing building materials are classified as either friable, Category I non-friable or Category II non-friable ACM. Friable materials are those that, when dry, may be crumbled, pulverized or reduced to powder by hand pressure. Category I non-friable ACM includes packings, gaskets, resilient floor coverings and asphalt roofing products containing more than 1% asbestos.

Category II non-friable ACM are any materials other than Category I materials that contain more than 1% asbestos.

Friable ACM, Category I and Category II non-friable ACM which is in poor condition and has become friable or which will be subjected to drilling, sanding, grinding, cutting or abrading and which could be crushed or pulverized during anticipated renovation or demolition activities are considered regulated ACM (RACM).

4.1.2 North Carolina State Regulations

In the state of North Carolina, asbestos activities are regulated by the North Carolina Department of Health and Human Services, Health Hazards Control Unit (HHCU) under 10A NCAC 41C Section .0600 – Asbestos Hazard Management Program (AHMP). The AHMP requires that any asbestos-related activity conducted in a public building be performed by personnel accredited by the HHCU.

November 23, 2020 ■ Terracon Project No. 70207524

Responsive ■ Resourceful ■ Reliable 5

Asbestos abatement must be conducted under the direct supervision of a North Carolina accredited supervisor, except that permitted removals of roofing products may be conducted under the direct supervision of a North Carolina accredited roofing supervisor. An asbestos abatement design must be prepared by a North Carolina accredited abatement designer for each individually permitted removal of more than 3000 square feet (281 square meters), 1500 linear feet (462 meters) or 656 cubic feet (18 cubic meters), of regulated asbestos containing materials conducted in public areas. Third-party air monitoring must be conducted during the abatement activities in accordance with AHMP requirements.

AHMP requires that no person remove more than 35 cubic feet (1 cubic meter), 160 square feet (15 square meters), or 260 linear feet (80 linear meters) of regulated asbestos containing material, without a permit issued by the HHCU. Applications must be postmarked or received by the HHCU at least 10 working days prior to the scheduled removal start date.

4.1.3 OSHA

OSHA’s general industry asbestos standard (29 CFR 1910.1001) requires employers to exercise due diligence in complying with the requirements to inform their employees and affected contractors working in the facility about the presence and location of both ACM and materials assumed to contain asbestos.

The OSHA Asbestos standard for construction (29 CFR 1926.1101) regulates workplace exposure to asbestos during construction and maintenance activities. The standard classifies construction and maintenance activities which could disturb ACM, and specifies work practices and precautions which employers must follow when engaging in each class of regulated work.

States which administer their own federally-approved state OSHA programs may require additional precautions.

A full copy of the OSHA asbestos standard for general and construction industry may be found at OSHA’s website (www.osha.gov) and should be referenced for specific information.

4.2 Lead Paint

Lead is regulated by OSHA. For the purpose of the OSHA lead standard, lead includes any detectable concentrations of metallic lead, all inorganic lead compounds, and organic lead soaps. A synopsis of the OSHA regulations (29 CFR 1926.62) and the applicability are as follows:

The OSHA Lead Standard for Construction (29 CFR 1926.62) applies to all construction work where an employee may be occupationally exposed to lead. All work related to construction, alteration, or repair (including painting and decorating) is included. The lead-in-construction standard applies to any detectable concentration of lead in paint, as even small concentrations

November 23, 2020 ■ Terracon Project No. 70207524

Responsive ■ Resourceful ■ Reliable 6 of lead can result in unacceptable employee exposures depending upon on the method of removal and other workplace conditions.

Under this standard, construction includes, but is not limited to, the following:

n Demolition or salvage of structures where lead or materials containing lead are present n Removal or encapsulation of materials containing lead n New construction, alteration, repair, or renovation of structures, substrates, or portions containing lead, or materials containing lead n Installation of products containing lead n Lead contamination/emergency clean-up n Transportation, disposal, storage, or containment of lead or materials containing lead on the site or location at which construction activities are performed n Maintenance operations associated with construction activities described above

5.0 FINDINGS AND RECOMMENDATIONS

5.1 Asbestos

In addition to the ACM previously identified and listed in Section 1.0 of this report, asbestos was identified at concentrations greater than 1% in the following materials:

§ 12”x12” Off-White/Grey Specks Floor Tile/Mastic – 2% Chrysotile (mastic) located in the B-wing hallway

5.1.1 Asbestos Recommendations

Based on the findings above, Terracon recommends that the ACM be removed and disposed of by a State of North Carolina licensed asbestos abatement contractor prior to renovation activities. Please refer to Appendix B for specific materials and locations of the identified ACM. A summary of suspect materials sampled is provided in Appendix A. Laboratory analytical reports are provided in Appendix C.

If additional suspect material is found during renovation activities, they should be assumed to contain asbestos until laboratory analysis can confirm or deny their asbestos content. If the renovation scope of work changes to include areas or materials other than those sampled during this sampling event, additional investigations will be necessary.

5.2 Lead Paint

In addition to the lead components previously identified and listed in Section 1.0 of this report, lead concentrations were detected in one of the nine paint chip samples collected. Analysis indicated that paint from the following components contained lead:

November 23, 2020 ■ Terracon Project No. 70207524

Responsive ■ Resourceful ■ Reliable 7

§ White plaster walls in the A and B wings

A summary of the paint chip samples collected during the survey is presented in Appendix D.

The lead paint laboratory analytical report is provided in Appendix E.

Disturbance of any of the lead coatings and/or components found to contain detectable levels of lead would require such activities be conducted in compliance with the requirements of the OSHA standard. As such, personnel disturbing materials/components would need to have the OSHA level required training, comply with the work practices, levels of potential exposure documented and compared to the Action and Permissible Levels of 30 µg/m3 and 50 µg/m3 respectively. In addition, disposal of the waste materials should be tested utilizing the Toxicity Characteristic Leaching Procedure (TCLP) analysis method to document lead content, compared to the EPA threshold of 5.0 mg/liter, and disposed of accordingly.

6.0 GENERAL COMMENTS

EMSL maintains liability limited to cost of analysis . Interpretation and use of test results are the responsibility of the client. This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations . The report reflects the samples as received.

Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA 600/M4-82-020 “Interim Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non- friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis . Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Estimation of uncertainty is available on request.

Samples analyzed by EMSL Analytical, Inc. Morrisville, NC NVLAP Lab Code 200671-0, VA 3333 000278, WVA LT000296
