Division 27 52 23, Section 1.5.B states "The Contractor shall submit certified documentation that they have been an authorized distributor and service organization for the OEM for a minimum of three (3) years." We are also in receipt of another prior memo from Jeron dated May 18, 2021 announcing the newly formed partnership with the above mentioned distributor/service provider. As a result of Jeron's acknowledged exclusive partnership, it appears that there is not a valid supplier of the Provider 790 that can fully meet the tenure requirements of this specification as written. (Both memos attached).

a. Jeron is the current nurse call provider and equipment for 4H must be compatible with Jeron systems. If contractor provides a system that meets specs and confirmed compatibility, then it is acceptable.

58. Specifications: Division 27 52 23 does not sole source or name Jeron, however the plans as demonstrated by the riser diagram on sheet EY501 does. Which should take precedence?

a. See above for answer

59. Considering the above, would the VA consider an alternate nurse call system meeting the performance specs outlined in Division 27 52 23 on the basis that existing areas of the hospital currently have dissimilar systems from the Provider 790. Such an alternate system could be integrated for common staff workflow via the Vocera platform currently employed by the Salem VAMC and would provide contractors with other sources improving competitiveness of project pricing. If an alternate system is acceptable, please confirm any elements that must be provided outside of the project area for acceptance such as annunciation points parallel to the Jeron 790 in the switchboard and police department, integration to the Vocera system, a reporting engine, etc.

a. Jeron is the current nurse call provider and equipment for 4H must be compatible with

60. If an alternative system is not acceptable, and in light of the lack of a qualified authorized distributor under Section 1.5.B, could the contractor elect to maintain/protect the existing Provider 790 equipment during construction? Given that the rooms are moving from multiple occupancy to single occupancy, the existing equipment within the rooms is sufficient in type and design as to the new work plans.

a. Jeron is the current nurse call provider and equipment for 4H must be compatible with

61. There are no drawings showing location of the ESWBD-C3 and ESWBD-E3, which are located in the basement. Panels 4EMCPD and 4ECLB are fed from these switchboards. Need drawing with switchboard locations.

62. Regarding Volume II Past Performance Factor, can you clarify what are the submission requirements for this Volume and how they differ from Volume I, Subfactor 2 Experience?

63. Will the VA be pulling CPARS ratings based on the information submitted in Volume I, Subfactor 2 or is the VA looking for vendors to pull our CPARS and submit in Volume II Past Performance Factor? If it’s the former, what information does the VA want the vendor to submit in Volume II?

a. Past Performance will be obtained from CPARS through the Past Performance Information Retrieval System

64. Will the VA be providing a Past Performance Questionnaire for use in Volume II Past Performance?

a. No Past Performance Questionnaire (PPQ) will not be provided

65. The existing ACT ceiling in the elevator corridor drops before entering the space; showing there are two levels of ceiling heights. If the step-down condition is expected to remain, please provide a detail for this condition. If it is not expected to remain, please confirm the lower of the two ceiling heights is to be maintained and not the 8’-6” height shown on plan since we are assuming there is a reason for this drop ceiling condition.

a. Unless otherwise indicated on the drawings, ceiling heights shall match existing.

66. In order to provide the best possible pricing will the government extend the proposal due date by 2-weeks?

a. No extend will be provide for this solicitation

67. Are there page limits to any of the volumes? If so, how many pages per volume?

a. No restricted to 10MB files

a. None specified

69. On page 22 of the solicitation, the submission requirements for Sub-Factor 2 Experience state a minimum threshold value of $1M. However, the minimum standard of acceptability for this sub-factor states a minimum threshold value of $500k. Can you please confirm which value is the minimum threshold value for experience?

a. $1,000,000.00

70. Can the government provide more detail on the submission requirements for the Past Performance Volume? As currently written, it is unclear whether the Past Performance is a separate volume or is the Experience section of the Technical Volume.

a. Past Performance will be obtained from CPARS through the Past Performance Information Retrieval System

71. How many projects would the government like the contractor to submit for Past

Performance?

a. None

80. On page 25 of the solicitation, paragraph A., it states that “offers that are deemed technically acceptable shall be ranked according to price”. In Paragraph E. it states that “offers that are not technically acceptable cannot be selected, regardless of price”. Can you provide clarification on what adjectival rating of the Technical Volume is considered “technically acceptable”? This language also suggests that offers will come down to price if deemed technically acceptable which contradicts the best value trade-off language found on page 20.

Can you clarify if this is a best value trade-off or a lowest price technically acceptable award decision?

a. Best Value

81. On page 25 of the solicitation, paragraph B., it states that the “price proposal shall include the completed BASE BID ITEM I only”. Can you confirm that the SF-1442, acknowledged amendments, and any other contract documents should not be included in this volume?

a. Include in pricing

a. Hardware model numbers are not generally specified. What's shown is a general listing of the minimum hardware requirements. The specific model number purchased should meet or exceed the requirements listed.

101. Per specification 087100, it indicates hardware set HW-4E is to have an auto door bottom. However, the door schedule on sheet AE-601 indicates those with abbreviation A are to have auto door bottoms. Please confirm if door 118 is to have an auto door bottom even though it is not marked in the remarks on the door schedule.

a. Yes. Door 118 is to have an auto door bottom.

102. There is no specification section provided for access controls. Please provide proper specifications and basis of design.

a. As all med gas piping is to be demolished and replaced, valves will be needed in more than the one area as listed. The intent of isolation valves is to prevent a single issue in the system requiring the entire floor to be without medical gasses. Not every tie-in point will require a valve, but more than the one in note 1 will be required.

113. The enlarged domestic water plan does not align with the new work plan PL-101, there are runs of pipe missing, the page label is in the center of the space covering some of the work, and the areas seem to be misaligned. Please provide an updated enlarged plan as there are items shown on the enlarged plan not shown on the new work plan.
