REQUEST FOR INFORMATION

1) Please include specifications for Pass Thru Window 08 56 19 See attached specification 08 56 19 Pass Windows.

2) Has a Hazardous Materials survey been done on the subject area?

There are no known or anticipated hazardous materials in the areas of construction.

3) Sheet S100 and S101 – Please clarify what is existing and what will be new. 2nd Floor Roof Framing Plan and 1st Floor Framing Plan seem to show new structural steel beams.

However, Section 1 and Section 3 details show as existing construction to remain. Will the contractor just be adding the new WT4x12 reinforcement along column line A and the exterior edge of the building?

Yes, the only new steel is the WT4x12.

4) Sheet S100 – Foundation Plan: what work will be required? Or is this detail just showing existing conditions?

None, the latter. This plan is for reference only.

5) Sheet S101 - Please furnish a specification for the epoxy coating that will be required on the Air Handler AHU1 concrete pad.

See attached specification 09 67 23.60 Resinous Urethane & Epoxy Mortar Flooring. See revised sheet A122.

6) Will Contractor have a designated lay-down area?

It is unlikely that a designated lay-down area will be available.

VA will provide further information at the time of Construction Award and Notice to Proceed.

7) Part II of the proposal requirements (Past Performance, RFP page 3) indicates Past Performance Questionnaires should be requested. Several of our references have recently retired or changed employment; they are no longer reachable. May offerors use CPARS for projects in lieu of questionnaires?

Yes, CPARS is acceptable in lieu of Past Performance Questionnaires.

8) The Past Performance Questionnaire included with the RFP does not indicate a due date for references, and the proposal requirements do not provide a deadline. Please clarify when questionnaires are due to the VA.

VA requires that Bidders submit the questionnaires by the response due date.

9) Will asbestos abatement be required. If so please provide ACM reports.

There is no abatement anticipated. Any abatement necessary will be performed in accordance with VA’s TIL Division 2 requirements.

10) Please clarify the “patch to match” products for the existing floor and base. (VCT, SV, 4” or 6” Base or Flash Cove SV)

11) Several rooms call for “accent at door” in the rubber sheet. Is this intended to be a 6” piece to fill the door jamb?

No, this is an area of demarcation. Size varies. See note 10 on revised drawing sheets

12) Offices F1217B & C show Carpet but the spec says Armstrong Mediton SV.

Provide sheet vinyl flooring as specified in the offices.

13) Sheet A121 - To the immediate right of the Hazardous compounding room as well as the

Non Hazardous compounding areas are shown in white on the plans. Are these two areas to receive flooring? If so what material is intended.

Yes, patch to match the existing Pharmacy flooring per revised drawing sheet A121A.

14) Please clarify the extent of the 4” Cove with the Rubber Flooring.

The 4” cove is to be continuous all around.

15) Please provide the basis of design for the ball in the wall visual pressure indictor - Detail

M701

Please see revised drawing sheet M701 with basis of design indicated as ADI-69-V-P &

ADI-69-V-N.

16) Note 1 – M001 - CONTRACTOR SHALL REVIEW THE PHASING REQUIREMENTS AND NOTES

INDICATED ON PHASING SHEET A051. SOME EXISTING AREAS SHALL REMAIN OCCUPIED

MONDAY-SUNDAY ? COORDINATE PHASING, DEMOLITION, NEW WORK, AND ANY SHUT-

DOWN OF EXISTING SYSTEMS WITH THE VA COR. Please identify which areas will remain occupied as they are not indicated on Sheet A051.

Please see revised Note 1 on Sheet M001 as well as revised drawing sheet A051.

17) Note 4- M001 - THE CONTRACTOR SHALL PROVIDE TEMPORARY HEATING & COOLING AS

REQUIRED TO ALLOW THE AREAS INDICATED ON PHASING SHEET A051 TO REMAIN

OCCUPIED DURING CONSTRUCTION. PORTABLE HVAC UNITS SHALL BE PROVIDED AS

REQUIRED. Please identify which areas will remain occupied as they are not indicated on

Sheet A051.

Please see revised Note 4 on Sheet M001 as well as revised drawing sheet A051.

18) Note 6 – M001 - THE CONTRACTOR SHALL RELOCATE, RE-SIZE, AND/OR RE-ROUTE

EQUIPMENT, DUCTWORK, AND PIPING (INCLUDING EXISTING TO REMAIN) AS REQUIRED

FOR THE NEW WORK AND TO MAINTAIN THE ARCHITECT'S CEILING HEIGHTS. Please identify the existing equipment needed to be relocated for bidding purposes.

Please see revised Note 6 on Sheet M001.

19) Note 8 - MH101 - CLEAN AND REPAIR EXISTING DUCTWORK & INSULATION WITHIN THE

SCOPE OF PROJECT TO LIKE-NEW CONDITION. Please identify the extent of this repair work for bidding purposes.

Please see revised Note 8 on Sheet M001 and all other revised mechanical drawings.

20) Note 9 – MH101 CLEAN AND REPAIR EXISTING PIPING & INSULATION WITHIN THE SCOPE

OFPROJECT TO LIKE-NEW CONDITION. Please identify the extent of this repair work for bidding purposes.

Please see revised Note 9 on Sheet M001.

21) Note 2 - DISCREPANCIES BETWEEN THE CONTRACT DOCUMENTS AND EXISTING

CONDITIONS SHALL BE BROUGHT TO THE ATTENTION OF THE VA COR, ARCHITECT, AND

ENGINEER AT LEAST ONE WEEK PRIOR TO THE BID DATE. The cutoff for questions is 3 ½ weeks before the bid date and doesn’t allow enough time to review the contract documents and existing condition for discrepancies.

This note is no longer applicable, as it should have been addressed during the RFI period.

22) What is going to be the phasing plan for this project? It was mentioned at the site visit that the current plan on the solicitation may change.

Please see revised Sheet A051.

23) Will the pharmacy and staff be relocated during construction?

VA staff that currently occupy the spaces within the defined construction areas will be relocated prior to each phase of work. All other areas of the Pharmacy and hospital not included in this renovation will be occupied.

24) Do the windows in the N1004 renovation need to be removed an infilled?

No, both the Hazardous Compounding (N1004C) and Storage (N1006A) rooms will have existing windows to remain. The Storage room (N1006A) will need to have a tinted film applied to the existing windows to match other unused windows along this floor.

Hazardous Compounding (N1004C) is already sealed off and will remain sealed. Touch up any area of wall that needs to be resealed to keep western wall enclosed.

25) What is the required route to install the new AHU in F wing interstitial space?

The Contractor must submit an access and installation plan to VA that outlines the approach and installation method and includes the design plans described. VA must approve the proposed access plan before the Contractor begins ANY work in this area.

The Contractor has the option to access this construction area to install the AHU through the south façade of the building that faces Erwin Street.

26) Can you please provide the floor plan of the entire interstitial space to show all entrances to this space?

See attached sheet, “Interstitial 2nd Floor.pdf”. Please note, area is restricted by access control card readers and all work on floor will need to be coordinated in advance per specifications. You shall not use this area in the interstitial space where the floor is rated at 25 pounds per square foot for work or storage. If you decide to move materials, labor, and equipment across any portion of that floor area, the route must be included in the access and installation plan. You will be required to submit drawings and calculations sealed by a licensed professional engineer that show how the floor will be reinforced and protected.

27) What is the rating of the ground floor roof below the south face of the interstitial outside air inlets?

The capacity and condition of the existing roof at grade level on the south façade of the F

Wing is unknown and shall not be used or relied upon for access to the 2nd floor interstitial space or for transporting labor, material, and equipment.

If you choose to install the F1204 AHU through the south façade, the Contractor must submit a scaffolding plan that crosses over the roof below and includes drawings and calculations sealed by a licensed professional engineer. The design must include measures to protect the roof during construction.
