QUICK REFERENCE GUIDE

FOR HAZARDOUS WASTE SPILL RESPONSE

Veterans Affairs Medical Center Perry Point, Maryland

Prepared by:

Quick Reference Guide September 2021 Perry Point VAMC

P a g e | 1

Introduction

The Perry Point Veteran’s Affairs Medical Center (VAMC) located in Perryville, Cecil County, Maryland, is pleased to provide you with this Quick Reference Guide (QRG) for our facility’s Integrated Contingency Plan (ICP) pursuant to 40 CFR 262.262(a), (b), and (c). As an entity with which the Perry Point VAMC currently has a Mutual Aid Agreement, you are being provided with this document as a reference to be used in the event your agency responds to a spill, release, fire, explosion, or other type of emergency occurring at the VAMC.

Recent revisions to the Resource Conservation and Recovery Act (RCRA) promulgated by the U.S.

Environmental Protection Agency (EPA) have impacted the way in which certain generators of hazardous waste inform local first responders and other emergency personnel about the hazards presented onsite as a result of hazardous waste generation and storage.

Background

Large quantity generators (LQGs) of hazardous waste have always been required to have a RCRA Contingency Plan for hazardous waste spills, fires, and other emergencies. The plan must be made available to local hospitals, fire departments, police departments, and state and local emergency response teams that might be called upon to provide emergency services.

Because of all the information required in the Plan, it can be cumbersome to quickly find essential information when it is needed in the event of an emergency. EPA has addressed this issue by establishing a new requirement for contingency plans that went into effect at the federal level on May 30, 2017 and will become effective in Maryland on or before July 1, 2019. The new regulations require the Perry Point VAMC to prepare this QRG, which shall act as an “Executive Summary” of the ICP currently in effect at the facility. The QRG is intended to summarize the most critical aspects of the facility for quick review in the event of an emergency, when time is of the essence.

Quick Reference Guide Elements

40 CFR 262.262(b) lists eight essential elements which must be included in the QRG. These items are summarized below and in the attached figures.

1.0 TYPES AND/OR NAMES OF HAZARDOUS WASTE AND ASSOCIATED HAZARDS

A summary of the types of hazardous wastes generated onsite as well as their corresponding hazard(s) are presented in Table 1.

2.0 ESTIMATED MAXIMUM AMOUNTS OF HAZARDOUS WASTES ONSITE AT ANY ONE TIME

Table 1 also provides a reasonable estimate of the maximum amount of each hazardous waste type which would be expected to be present onsite at any one time. As an LQG, there is no regulatory time limit for the storage of hazardous waste in satellite accumulation areas (SAAs); however, there is a volume limit of 55 gallons for most types of hazardous waste (1 quart for others). Hazardous waste is periodically moved from the SAAs to the facility’s central accumulation area (CAA) when the volumes limits are reached. There is no regulatory limit for the volume of hazardous waste stored at the CAA;

however, there is a time limit of 90 days. Due to these two factors, making an accurate determination of the “maximum” amount of hazardous waste onsite at any one time is complicated. The estimates in Table 1 were made by determining the typical monthly generation rates for each waste stream. Then, a

P a g e | 2 one-years’ worth of generation volumes was assumed, while also taking into account the volume and time limits enforced at the SAAs and CAA, respectively. For waste streams with variable or sporadic generation rates, a conservatively high monthly generation volume was used.

Hazardous waste SAAs are located throughout the campus. Long-term storage at the CAA (up to 90 days) occurs at the hazardous waste storage shed located adjacent to the REMRO Garage. Refer to attached Figure A-1.

3.0 HAZARDOUS WASTE REQUIRING UNIQUE/SPECIAL TREATMENT

Hazardous waste generated at the Perry Point VAMC runs the gambit of flammable, corrosive, reactive, and toxic hazardous waste, including P- and U-listed wastes.

P-listed wastes are the most toxic and therefore are the most regulated. However, in the event of a fire or spill, the flammable and/or corrosive wastes present the greatest risk to emergency responders.

In the event of a fire, wastes containing mercury (Engineering 18H, Dental PP) and barium (Radiology) can create toxic air hazards.

4.0 LOCATION OF HAZARDOUS WASTES GENERATED, ACCUMULATED, STORED, OR TREATED ONSITE

Hazardous waste is generated and accumulated in SAAs located throughout the campus. Long-term storage (up to 90 days) occurs at the hazardous waste storage shed located adjacent to the REMRO Garage. No hazardous waste treatment is performed at the Perry Point VAMC.

Figure A-1 depicts the location of the hazardous waste storage shed as well as all the hazardous waste SAAs onsite, identified by the SAA ID listed in Table 1.

5.0 ROUTES OF ACCESS AND EVACUATION

The Perry Point VAMC is located on a peninsula in the Susquehanna River on the south side of Perryville, Maryland. Due to its location, there are essentially three ways of ingress/egress by motor vehicle.

These include:

Avenue G to Aiken Avenue 1st Street/Avenue A to Broad Street Marion Tapp Parkway to Ikea Road

Additional evacuation on foot could occur through the wooded areas on the north side of the campus, while a water-borne evacuation could occur on the south and west sides.

Figure A-2 depicts the primary routes of access and evacuation at the Perry Point VAMC.

6.0 LOCATION OF ONSITE WATER SUPPLY

The location of Perry Point VAMC’s central water supply reservoir is depicted on Figure A-1. The Perry Point VA Fire Department (PPVAFD) currently maintains 78 fire hydrants located throughout the campus. In addition to an adequate water supply, 33 buildings onsite are equipped with either wet or dry fire suppression systems. The PPVAFD also maintains 447 fire extinguishers located across the campus.

7.0 ONSITE NOTIFICATION SYSTEM

The VAMC uses the VA-Personnel Accountability System (VA-PAS) to notify VA personnel in the event of an emergency. The primary functions of VA-PAS are:

1) Maintain contact information for all employees/contractors

2) Enable alert messages to be sent to employees/contractors during emergency events

3) Enable employees/contractors to report if they are in a safe or unsafe condition during an event

4) Capture employee/contractor responses to alerts, leveraging the VA Notification System (VANS)

5) Report individual and organization accountability status during and after emergency events

While there is a national component to tracking all VA personnel (to include reporting), the primary utility of VA-PAS will be at the local level. VA-PAS is intended to allow VISN and facility emergency managers to send alerts as local conditions require, and then conduct personnel accountability based upon employee/contractor responses.
