About this file

This document is a Questions and Answers (Q&A) document for Request for Lease Proposal #36C24425R0039 for the Emergency Response Engineering Center (EREC) in Pittsburgh, PA. The Q&A covers critical lease requirements including facility specifications, security levels, and government expectations. Key details include a 10-year lease term (5 years firm, 5 years soft), rent based on Net Usable Square Feet (NUSF), and a Facility Security Level II requirement. The VA intends to award a firm-fixed price lease and plans to pay Tenant Improvements (TI) in a lump sum upon completion and acceptance, though they reserve the right to amortize TI.

Specific facility requirements include a mandatory 11' W x 9' H loading dock door, 10 surface parking spaces (2 dedicated ADA spaces), and compliance with VA publications PG-18-10 and select portions of PG-18-15. The space will require specific shell elements including HVAC, drainage, plumbing, electrical systems, security infrastructure, and back-up power for emergency evacuation. The government specifies that certain systems like access control must integrate with existing VA controls, specifically using an "Access It!" system by Acre, which is the system used by VA Pittsburgh. Offerors are advised that any exceptions to the solicitation requirements may result in proposal disqualification.
