Questions and Answers
Number Vendor Question Government Response
1 RLP Page 15, 3.02 A(1) references how to submit response if including multiple emails. Is there a MB limit to files or to the email? Will ShareFile be accepted?
Files must be emailed and sized under 25MB. Multiple emails are acceptable.
2 Should each Volume be a separate PDF?
Each Volume should be a separate document or if combined, must be separated by a divider page clearly marked with the Volume title. All document requirements within a Volume must be contained within that Volume and not submitted separately.
VA understands that due to the size of the Volume, this might result in two or more PDF documents for a Volume.
3 Exhibit M, Tenant Improvement Costs Summary (TICS table) is not included as an attachment. Is this required at this stage?
Exhibit M has been uploaded as part of RLP Amendment P0002
4 Exhibit D-1 GSA 3516, Addendum Solicitation Provisions is mentioned in the RLP (Page 6 - 1.07) but not provided. Will this be uploaded to SAM?
Exhibit D-1 has been uploaded as part of RLP Amendment P0002
5 RLP Page 13, 2.11 A - Is a Phase I Environmental Site Assessment (ESA) required at this time?
Phase 1 is not required at this time. The need would have to be identified and the expectation would be for it to be completed prior to award.
6 Where should forms not mentioned in the referenced volumes from section 4.07 be included? (ex. Exhibit A, B, D, E, J, O, Q, R ) Should these be included in Volume 1 in a "Section 6 - Additional Requirements"? Or should there be a "Volume 4 - Additional Requirements"?
Any documents not referenced in the Volumes can be submitted as Volume 4 – Additional Documents
7 RLP Page 21, 4.05 - States "Past performance information provided by Offeror and/or obtained by any other means determined reasonable by the Lease Contracting Officer (LCO) is considered." - Please confirm this means previously PPQ's are acceptable and new PPQ's are not required.
The VA will review all the PPQ’s submitted by the offeror.
8 Should the Exhibit I, Building Security Unit Price List be completed at this stage?
Yes, this should be part of the proposal.
9 Should the Exhibit L, Unit Price List be completed at this stage?
Yes, this should be part of the proposal.
10 LEED Silver Requirement. Are offerors to design to the checklist and not apply for the certification? Or is the LEED certification a requirement?
LEED Silver Requirement intent is to build to the checklist and certification is not required.
11. You mentioned during the pre-proposal the other day the anticipated award date and start of construction. I know these dates change all the time, but can you tell me again what the anticipated schedule is
An anticipated award date was not provided. The intention is to award to the offer that presents best value to the Government. The construction would follow Lease Section 4.01.
12. Please confirm if there are generator requirements
There are no generator requirements.
13. Is a specific LEED level required? If yes, is it just designed to or formally attained paid for by the Lessor
The intent is to build to the LEED Silver Requirement checklist and certification is not required.
14. The design team’s opinion is that 175sf IT room is in excess of typically necessary. Would 120sf IT be accepted

15. RLP Page 23, Volume 1, Section 4 says “V1-S4.A Narrative or documentation – understanding and maintaining schedule;
plan to coordinate with VA for activation.
NTE 3 pages, (single sided; >8pt font)” - Would you consider extending the page limit to 5 pages?
Page limit has been extended to 5 pages.
16. Do you have an estimated date for when answers to questions will be released?
Some of the questions asked or missing forms may cause a large amount of changes to the response, so just want to make sure there will be enough time to complete a thorough proposal response
Answers have been posted and the closing date has been extended.
17. RLP Page 23, Volume 1, Section 4 (V1- S4.D) & 5 (V1-S5.A) both have “Program Management & Response Plan” – Should this be removed out of one of the sections or is it intentionally repeated?
