Please see a list of questions, answers and clarifications below.
Questions, Answers and Clarifications
· Sheet G004 / Note 15:
· Provide identification of items which are currently masonry exterior and what windows are to be infilled with 1 hour sated construction. No masonry exterior walls or windows in project scope.
· Sheet G004 / Note 16:
· Identify which existing walls are existing nonrated walls and require modification to 1 hour rated construction. Also, of existing nonrated walls, is the existing gyp board type X or does it require removal and completely new type X gyp board required on existing stud framing? Walls are identified on drawing G008.
· What is the height to the decking above for both areas of work? Building 49: 18’-0” in area with higher roof; 14’-0” in area with lower roof. Building 71: Approximately 14’-9 1/2” A.F.F.
· Sheet G004 / Occupied Area Protocols / Note 4:
· Can “ram board” over visqueen be utilized in lieu of 3/8” gyp board which does not hold up well under foot traffic, Yes.
· Sheet G004 / Occupied Area Protocols / Note 9:
· Can temporary protection / enclosures remain in place during construction operations? Removal and reinstallation on a daily basis are extremely time consuming and cost impactful.
VA Response: Plastic Barriers can typically be used for Max. 48-Hr. duration, when deemed appropriate per VA Infectious Prevention (IP) and Safety. Long-term ‘hardwall’ barriers should be coordinated w/ VA COR to minimize impact on occupied areas and traffic/access to adjacent areas.
· Sheet G004 / Construction Period Staging of Work / Note 3:
· Per notes, confirm that all demolition, stocking of building materials, and the use of power actuated fasteners needs to be off hours. Does the installation of drywall on metal framing need to be completed also off hours?
VA Response: When adjacent to occupied areas, VA reserves the right to have these activities occur during off-tour hours. Once Construction Barriers are in place, Contractor will often start early to complete high impact activities prior to 7A start of ‘normal patient care appointments, completing less invasive activities during normal tour. Waste removal and material deliveries are also typically scheduled in a similar manner.
· Sheet G006 / General Notes / Note 3: indicates that sprinkler / med gas / fire sprinkler & fire alarm permits are required? Through what local municipality? Have plans been submitted? Are costs for these specific permits already known? If so, please provide VA Response: ‘Outage Requests’ must be made and coordinated through the Facility COR to ensure we meet Min. 72-hour prenotification of impacted Users. While there are no ‘costs’ for this permitting process, the VA will not and cannot support repeated/repetitive outages that might impose added wear & tear to our systems in lieu of Contractor scheduling adequate staffing to minimize overall duration/impact to Facility users and guests.
· Will there be any cost for draining and refilling of existing sprinkler systems? VA Response: Negative. See similar response above.
· Sheet SF101 / Plan / Keynote 4:
· Provide length of joist reinforcing as shown on plan. Dimension not provided All diagonals within 8’ of support end of joist.
· Sheet SF501 / Section 2:
· Provide load which is to be anticipated for shoring. Means and method of construction to be determined by contractor.
· Sheet B49-AD101 / Keynote 5:
· Provide location of materials to be relocated. Approx. distance and can materials be relocated during normal hours? Location denoted on plan as keynote 5; ‘Warehouse’ storage located within B49 and +/-500Lf of main area of work, and on the same floor level.
· Sheet B49-AD101:
· Identify where we are to hook up for ICRA unit evacuation? Coordinate final location with VA; VA Notes that GC should consider use of new roof penetrations scheduled for Qty (3) new Exhaust Fans serving B49 Space (EF-49-1 thru -3), per B49-MHV102 and B49-A102 as means to vent direct to exterior. Otherwise coordinate interior venting to adjacent occupied area via VA COR.
· Sheet B49-AD101 / Keynote 9:
· Provide thickness of existing concrete slab. 6”
· Sheet B49-A101 / Keynote 1 & 4:
· Specification for workstations / furniture required. (NOTE: these items as referenced occur in several locations within the documents) All workstations provided and installed by VA.
· Sheet B49-A102 Roof Plan:
· Is existing roof under warranty? VA Response: Yes. Existing Roof of both B49 and B71 should still be under warranty. Roofs are both believed to be Firestone 60 mil White TPO Roof as executed by local installer ‘Phoenix Roofing’.
· Can EPDM or TPO roofing materials be utilized as alternate at locations of HVAC repairs / roof penetrations? VA Response: Roof shall be patched with like product to match existing and retain warranty.
· Sheet A49-A102 Roof Plan:
· New equipment curbing does not reflect “overbuild / saddles / crickets” to divert water due to roof slope. Will these be required and where? Crickets required at all new equipment curbs.
· Sheet B71-AD101 / Demo Keynote 5:
· Is faucet to be returned to VA along with sink? Yes.
· Sheet B49-A201:
· Elevation 5: Hood height? Hood to be installed at B/Hood = 6’-0” A.F.F.
· Sheet FP001:
· Can existing hydraulic calculations be provided? VA Response: Yes. VA shall make hydraulic information related to existing systems available to successful bidder.
· Sheets B71-FPD101 & B71-FP101:
· Note conflict between note E / FPD101 and note E / FP101: Are heads and piping to be cut back and plugged or is system to have all heads turned up (warehouse) for the duration of the renovation? VA Response: This is a Means & Methods discussion between the General Contractor and Automatic Sprinkler trade. If fire suppression system is maintained to existing areas outside of our project site AND an approved 1-Hr Barrier is provided to underside of deck/floors, etc. throughout the site, the lines can be cut/capped during construction, in lieu of turning the heads upwards after ceilings are removed.
· Sheet B49-EP101:
· There is a requirement for the wire mold that is labeled G-400D. According to our research and our suppliers, this is just a divider in the non-metallic wire mold. Is this just typo error? Please advise. Should read G-4000.
· Roofing questions:
· Provide roof type for buildings 49 & 71: See below
· Is either roof under warranty? See below
· Is there a preferred roofing contractor for either roof? VA Response: Per similar/prior response: Existing Roof of both B49 and B71 should still be under warranty. Roofs are both believed to be Firestone 60 mil White TPO Roof as executed by local installer ‘Phoenix Roofing’.
· Flooring alternate (attached tech data alternate):
It appears that epoxy flooring is not being used in the project. Please confirm If epoxy is still to be installed, then provide corrected Finish Schedule.
See attached proposed alternate for the epoxy flooring system Base system is called out as Stonehard Please verify if the system is acceptable noting that all other requirements would be met including submittals, colors and warranty
· Eco-MPE primer
· Eco-PT 250 (1/4")
· Eco-PT topcoat
· Eco-HPS 100 ** optional urethane topcoat ** Stonehard Stonclad GS and Stonkote are the VA requested station standard.
Epoxy is called out on room finish legend and schedule for both floor and cove base.
What is specified is the VA station standard and a basis of design the proposed system is not equal to what is specified.
· Please provide a depth of finish floor slab that will need to be removed at Building 49 for sanitary line tie-in. 6”
· Please provide detail of conditions beneath work area as shown on B71-P100 in order to complete sanitary line tie-in. VA Response: Reference Sheets SS1-112 and SS5-102 of original B71 Documents as shared in this Addendum. As indicated, the area between Column lines 15 and 17 is Slab on Grade per Dtl C/SS5-102, whereas area between column lines 12 and 15 is above existing basement per SS1-112.
· Relative to the Exhibit A – Technical Data – Item 3 - Scheduling, are we to supply a full CPM schedule of the seed project with this proposal or simply explain our typical scheduling protocols for our company. VA Response: Yes, full CPM.
· Please provide specification on the overhead track shelving system (high density) as is show in the equipment and accessory schedule on B49-IQ101. See attached for shelving system information.
· Per Note H on B49-A101, the GC is to provide a cement underlayment to the entire area to receive new flooring. Being that this area is to receive a resinous (epoxy) floor that is to be 3/16” – ¼” thick, would it be counterintuitive to include cement underlayment to this area? Also, the cement underlayment could result in potential bonding issues with the resinous flooring. Please advise. No cement underlayment required where resinous flooring is to be installed per construction documents.
· One more quick question, we are in the process of closing out two projects that I would like to utilize as two of our five reference projects, am I able to use these projects if I haven’t technically closed them out? One project was substantially complete in June and the other will be substantially complete at the beginning of October, but I believe there will be unfunded change orders still outstanding past the submission date of the package.
VA Response: No, Please use fully completed projects.
· In the event that the contracting officer has retired, can we select a different point of contact when sending out the exhibit F questionnaire? VA Response: Yes.
· In preparation for generating a quote for this project, I observed that there was no structural steel specifications included (division 5) in the bid documents. Could you please review that I did not overlook this? Due to limited structural scope, structural steel requirements are located on drawing S001.

These drawings were part of the initial design drawings reviewed by the VA during schematic design and are no longer part of the construction documents.
· On drawing B49-IQ101 it indicates that workstations (E0218) are to be provided and installed by the VA in rooms 105 and 107. In room 108 the same workstations (E0218) are called out to be provided and installed by the contractor. Please advise if correct. Also if correct can more information be provided on the workstations such as a basis of design? VA will provide and install all workstations. Contractor to provide backing in locations indicated.
· In detail 2 on drawing B49-IQ101 the aisle dimension is noted as 3’-5 ¼”. On the equipment plan on the same drawing the aisle is shown as 35 ¼”. Which is correct? Also can more information be provided on the overhead track shelving system such as a basis of design? 35 ¼” is correct
· Is the B49 roof under warranty? VA Response: See similar/prior response
· Drawings B49-IG101 and B71-IG101 both indicate that the signage is by the VA however specification section 10 14 00 – Signage was included in the bid documents. Please advise.

· Will the Attachments requested with Exhibit A count towards the page limit? Some of the plans requested by Exhibit A can be quite lengthy. VA Response: YES, ALL ATTACHMENTS OF EXHIBIT A COUNT TOWARD THE PAGE LIMIT.
· Page 29 of 121 includes the below statement that references amendments A0001 – A0004:
“Please see the procedures for submittal of offers and proposal evaluation criteria contained within the instructions of offerors in the original solicitation attached. All amendments have also been attached. When any conflicting information is noted between the amendments A0001-A0004 and this Amendment, this Amendment shall take precedence.”
There has only been one Amendment posted to the FBO site so far – Amendment 0001. Are there other Amendments we should be aware of? VA Response: No, please disregard that quoted section above.
· Can Volume 2 – Price be sent electronically to the Pittsburgh office? VA Response: No.
· Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate? VA Response: No, project is NOT sales tax exempt
· Will the Government provide comprehensive written badging requirements for the project if badging is required? VA Response: VA COR Staff will assist selected Contractor Team to secure Non-PIV badging for Site Superintendent(s), select Trade Foremen and related long-term staff to the project. Temporary badges will be available via COR for shorter-term staff.
· Where will the designated parking area be for workers accessing the construction site?
VA Response: Per VAPHS Specific Medical Center Requirements document, there is NO guaranteed parked provided Contractor Staff on VA Property. GC may work w/ VA COR post award for minimal access to ferry staff and tools from offsite location onto VA Property during daylight shift.
· Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations.
VA Response: This will be determined on a Task Order basis.
· During construction in an area where the ceilings or fire suppression system will be disrupted, will NFPA 241 apply? Will the government require additional security measures beyond NFPA code such as fire watch, temporary fire alarms, adjustments to sprinkler heads, etc.
VA Response: Yes, Fire Watch required by Contractor Staff related to Hot Work activities? Non-Hardwired fire alarm may be required for site if/once facility alarm is offline/unavailable for jobsite. See prior feedback related to Sprinkler Heads.
· Does the Government have a fire alarm servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions?
VA Response: Planned Outages to Fire Alarm and Automated Sprinkler systems are coordinated via VA COR w/ VA Electronics and Plumbing Shops respectively. Fire Alarm at Heinz Campus is typically serviced by Intelligent Electronic Systems (IES) company.
· Has the work area been checked for asbestos? VA Response: No ACM anticipated for either phase of this project.
· What is the Governments’ policy if asbestos products are encountered during construction? VA Response: Although not anticipated, Work related to ACM Materials would require abatement prior to moving forward.
· Does the Government currently have a 3rd party testing service for those items requiring testing or is the contractor free to locate and hire applicable testing firms?
VA Response: Contractor Team to provide both Abatement and 3rd Party IH services for any abatement performed by GC
· Who is responsible for the utility locations? VA Response: Final utility locations shall be coordinated via VA COR in general. Question is non-specific and VA therefore unable to provide further response currently.
· Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.
VA Response: This will be determined on a Task Order basis.
· Describe any and all tasks that may be required for this project as it relates to infectious control? See drawings G006 – G008.
· What is the level of infectious disease control rating for this site? See drawing G008. Drawing titles indicate infection control rating for each space.
· Who is responsible for the removal, storage and replacement of all equipment currently in use in the Prosthetics lab? · What is the lag time the VA will need between the phases to move equipment and set up new workspaces? VA Response: Upon acceptance of Phase I by VA, GC shall stand down for period of 30 days to accommodate VA Move-in, start-up and familiarization by VA Staff prior to taking existing space in B71 offline.
· Where can negative air be exhausted in the construction area in Building 71? During the meeting it was stated that an alternate means was needed. Drawing B71-AD101 Demolition Note 9 states to Remove Hood and Use Existing Ductwork for ICRA Exhaust. Please confirm this is the approved exhaust. VA Response: If existing ductwork EXCLUSIVELY serves the existing exhaust hood for B71 Hood, then contractor staff may pursue this route as means to exhaust negative air from B71 Site. That said, it is NEVER acceptable to use Return Air Ducts; Likewise, use of any ‘shared’ exhaust not fully dedicated to the project area specifically is not permissible for negative air routing. In the event these options are not available, work w/ VA COR to route negative air exhaust to a finish louver in adjacent occupied spaces similar to details at sheets G006 & G007.
· Please supply the Roofing Manufacturer, Warranty Date, and Installer. VA Response: Reference similar responses earlier in this document.
· Drawing B49-MV101 shows a new Dust Collector DC-1, and it is described in Note 8 as a Sternvent Model DGH-203-16 (or VA Approved Equal) Dust collector with Manual Filter Shaker Handle, # HP Motor, Polyester Sateen Filters, 16 Gallon Dust Container, Silencer, and 14 Gauge Construction. This Dust Collector is not on the Equipment Schedule on Drawing M601. Is this Dust Collector furnished and installed by the VA / others? Dust collector to be furnished and installed by contractor.
· Note A on B71-AD101 states The Contractor shall be responsible for the complete demolition and removal of all existing walls, ceilings, floors, electrical, telephone, and plumbing construction as well as all materials, finishes, and equipment that is not specifically shown or called for as required to facilitate the new construction work inside the construction area. We would like clarification that this is not a catch all for unforeseen conditions that are not visible during the pre-bid site visit and may be found during demolition. VA Response: While the Note is not intended to hold contractor liable for unforeseen existing conditions outside of industry standards for demolition, barring extreme cases, the Contractor Team shall be responsible for demolition/removal of existing items within the construction area as needed to facilitate scope of new work.
