About this file
This document is a Request for Information (RFI) Questions and Answers file for VA Project No. 526-22-115, concerning the upgrade of Operating Room and Pharmacy dumbwaiters at the James J. Peters VA Medical Center in Bronx, NY. The RFI addresses two key questions: one regarding the removal and replacement of dumbwaiter rails and another about American manufacturers. The VA clarified that while rail replacement is required, contractors can potentially reuse existing rails if they are in good condition. For manufacturer requirements, the VA stated that contractors must find an American vendor that meets the contract specifications.
The related federal contract opportunity is a Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside solicitation (Solicitation Number 36C24226B0003) for a construction project. The project involves replacing dumbwaiters in Building 100, with a total project value between $1-2 million under NAICS Code 236220. The project has a 270-calendar day completion timeline from Notice to Proceed, requires bonding, and mandates that all bidders be registered in SAM.gov and verified as an SDVOSB at the time of bid submission.

Project No. 526-22-115 Upgrade OR & Pharmacy dumbwaiters RFI - Questions and Answers with Updates 12-17-25
Question#1 Can you confirm the rails are to be removed and replaced? This is highly irregular and may be impossible given the dimensions of the existing hoistway.
Answer: Yes, the rails are to be removed and replaced as shown in the contract documents. While the existing hoistway is very small and the work will be challenging, it is not impossible. Installing new track in a constrained shaft will require the contractor to bring the rails in smaller sections and weld them in place. The contractor may also need to temporarily demolish limited wall sections on the floors the dumbwaiter passes through in order to gain access for installation. Any wall demolition or penetrations made for access shall be fully restored, patched, and painted to match the adjacent existing texture and paint color. No additional cost will be approved for restoring walls due to contractor access. The contractor must understand the complexity of this work and includes all labor, materials, access provisions, welding, and restoration costs in their bid. No additional compensation will be granted for means, methods, or access limitations that can be reasonably anticipated.
Update: Dumbwaiters rails: The contractor can reuse the existing rails if they are in good condition. If the existing rails were not in good condition to be reused, the contractor is responsible for replacing them as per the SOW. The contractor must include the material and installation cost of the rails detailed in their bid. (Please see revised SOW from 12-17-25)
Question# 2 Can VA list the basis of design for the American manufacturer?
Answer: There are American manufacturers that can provide the dumbwaiters for this project. We have many contractors that were able to bring a vendor here from America to look at replacing these dumbwaiters. As such, it is up to the contractors to find an equal company that meets the requirements of this contract.
