About this file
The document is a Request for Information (RFI) Questions and Answers file for the VA Medical Center dumbwaiter replacement project. The RFI addresses two key clarification points: 1) Confirmation that there is no alternate bid, and the base bid must include access panel installation on floors 3, 5, and 9, and 2) Contractor responsibility for hazardous material abatement up to 400 square feet during demolition. The engineering team declined to provide an allowance amount for abatement, stating that contractors must independently estimate their abatement costs based on the specified parameters.

RFI Questions and Answers 1-12-2026
1) RFI response states there is an Alternate price, but this Alternate is not listed on the bid pricing sheet, it only lists the base bid.
Answer: There is no alternate bid. The base bid must include the price for installing access panels on floors 3,5, and 9.
2) RFI responses state Contractor to proceed with testing during the demolition phase. If any hazardous material is found the contractor is responsible for the abatement up to 400 square feet (of CMU) The contractor must include the abatement and testing line items cost detailed in their bid. ---- Till the contractor doesn't know the location and quantity of each area of CMU abatement it will be very difficult to provide a price. Can the agency please provide an allowance amount so that all the contractors have the same information and then can provide a fair and reasonable price to the government.
Answer: Engineering will not provide an allowance amount. It is the contractor responsibility to do their cost estimation for the abatement up to 400 square feet as mentioned in the previous RFI.
