H. CONTRACTOR QUALIFICATIONS:

The New York State Department of Environmental Conservation (DEC) requires that the application of biocides to HVAC systems (cooling towers, evaporative condensers) requires commercial pesticide applicator certification in Category 7G - Cooling Towers, Pulp & Paper

Process issued by DEC. Please visit the Pesticide Applicator/Technician Certification webpage to view the eligibility requirements, training, and exam information.

II. TASKS AND ASSOCIATED DELIVERABLES:

A. REQUIREMENTS:

A.1 Comprehensive Water Treatment Plan:

The Contractor shall furnish all parts and labor to accomplish the task of setting up and managing a water treatment plan in the Boiler/AC Plant. The Boiler/AC Plant’s comprehensive water treatment plan involves the Contractor coming on-site twice a month (once every 2 weeks) to check the water chemistry of the cooling towers, the boilers, and the chilled water loop. The

Contractor shall also include tests on domestic water, condensate water, feedwater, and softened water to ensure everything going into the boilers/cooling towers is sufficient.

https://www.dec.ny.gov/permits/45618.html

Contractor shall furnish all parts and labor to accomplish the task of setting up and managing a water treatment plan for the potable water in Building 101 and a water treatment plan for the domestic water across the facilities identified in Section I, paragraph G.2 above.

The Comprehensive Water Treatment Plan shall address daily tests, records of the tests, the use of chemicals, and a monthly review by a technical representative of the chemical supplier by an independent water treatment consultant, or a qualified boiler operator. No chemical treatment systems are to be manual. The current controllers are owned by the previous contractor, and it is expected of a new contractor to provide their own controllers to be used in our facility. The New

York City (NYC) Department of Health and Mental Hygiene has amended rules concerning cooling towers in Chapter 8 of Title 24 of the Rules of the City of New York (Chapter 8). The amended rule requires that building owners perform a summertime hyperhalogenation of their cooling tower system(s). This is a one-time yearly dosing of higher-than-normal levels of chlorine- or bromine-based biocide between July 1 and August 31 aimed at preventing the growth of Legionella bacteria.

NOTE: Magnetic/Electronic water treatment systems are prohibited in VHA boiler plants.

Deliverable:

A. Provide Comprehensive Water Treatment Plans

A.2 Legionella Testing:

The domestic water shall be tested for the legionella bacterium, as follows:

• On a monthly basis, the cooling tower shall have one sample tested (the eight towers are all one “cell”, so only one monthly sample is required.

• On a quarterly basis, the following Legionella test samples are required:

o Main Hospital (building 100) monochloramine system: 20 samples o CLC (building 106) monochloramine system: 20 samples o Fisher Houses: 20 samples (10 per building) o Building 16: 8 samples

This will total 68 total samples to be collected on a quarterly basis (272 samples yearly).

Deliverable:

B. Provide a copy of the test sample results

A.3 Water Testing:

• The cooling tower chemistry shall include a direct biocide, a non-direct biocide (as shock), and an inhibitor chemical for automatic treatment. The cooling tower chemistry shall include an amine (non-oxidizing agent), an oxygen scavenger (to prevent rusting), and a polymer (to protect the walls of the cooling towers). The chilled water loop chemistry shall involve an inhibitor product to protect the walls of the system. No chemical treatment systems are to be manual.

On a Quarterly basis:

• The Contractor shall prepare written/electronic logs of the chemistry tests that will be emailed to the Boiler Technicians or Boiler Plant management and will be reviewed quarterly with the water treatment consultant to prepare any more ways to establish better monetization of the boiler plant and increase efficiency/decrease water usage. These tests will include, but are not limited to: hardness, calcium hardness, sulfite, copper, iron, polymer, pH, conductivity, and molybdenum (or other equivalent test for chilled water).

• The Contractor shall take a sample of the chilled water loop for laboratory testing for microbiological growth.

• The Contractor shall take samples of copper/iron coupons for analysis.

Deliverables:

B. Provide a copy of the test sample results

C. Prepare and review chemistry test written/electronic logs and provide recommendations

A.4 Water Treatment:

The Contractor shall supply the chemicals needed to supply the boilers, cooling towers, and the chilled water loop with enough chemistry to meet VHA Directive 1810(1) standards. The

Contractor must also supply the chemistry needed for the technicians to be able to test the boiler/cooling tower chemistry on a weekly basis.

Deliverable:

D. Provide the chemicals in appropriate measurements as necessary.

A.5 Monochloramine Service:

The Contractor shall provide a monochloramine service with use of the existing iChlor monochloramine systems located in the CLC building and the Main Building. The iChlor monochloramine systems are preferred to be used to provide a healthy amount of monochloramine into the domestic water of these respective facilities. The Contractor may use an alternative monochloramine system than the existing iChlor monochloramine systems given that the monochloramine systems provide an alternative that works in a similar way as the iChlor monochloramine systems. Specifically, the alternative system must be able to control microbiological growth in domestic water and control the legionella bacteria. Controlling legionella bacteria is of high importance, as it can cause harm to immunocompromised people and the hospital contains an in-patient elder care facility. Since the iChlor monochloramine systems are already installed and functional, any alternative implementation should come with its own installation and removal of the current system at no cost to the Government.

Quarterly: Within 90 days of award, the first quarterly preventive maintenance inspection shall be conducted on the already-installed iChlor monochloramine systems, and quarterly thereafter.

Monthly: Within 30 days of award, the first monthly preventive maintenance inspection shall be conducted on the already-installed iChlor monochloramine systems, and monthly thereafter.

The monochloramine systems shall be tested monthly to ensure a healthy amount of chemistry is in the systems. Monthly logs shall be provided to the boiler plant technicians and Safety Officer to ensure complete transparency within the monochloramine system. The amount of chemistry to be safe must be determined by the most current EPA regulated measurements.

Weekly: Any emergency alerts or abnormalities in the monochloramine system shall be reported to Safety/Boiler Plant Supervisor on a weekly basis.

Deliverables:

E. Provide monthly logs.

F. Report emergency alerts or abnormalities.

A.6 Water Testing: Temporary Critical Water Wash System:

This requirement involves containerized distilled water, located at the ground floor of

Building 100, which is manually poured into the final wash rinse of machines. On a monthly basis, the Contractor shall take a sample from the temporary critical water wash system to test for: Levels of endotoxins, HPC Bacteria, Coliform/E. coli Bacteria, Chlorine, Hardness, pH, and

Conductivity.

Deliverable:

B. Provide a copy of the test sample results
