Referencing project specifications, the specifications are incorrectly labeled making it nearly impossible to navigate the 1,000 + page document. The first page to each specification section identifies the title and specification section, however, the label on the bottom of each page instead of listing its respective specification section and page number (as all VA specification packets do), it labels each page an arbitrary specification section. Starting at 02 82 11, then jumping to 23 05 41, and the last few hundred pages are labeled 00 01 10. Please provide correctly labeled specifications, this will alleviate potential confusion, assist not only the bidders, but also the awarded contractor and VA during the project
