My understanding from the site visit is that the temporary trailer shown in the attached site plan is intended to be used as a swing space by the VA fire department.
I do see that spec section 01 00 00 General Requirements, section 1.3 Statement of Bid Item(s), mentions this trailer too (see below). There aren’t any other requirements stated in the project, so our expectation is that we are providing an empty 8’x 40’ office trailer that can be hooked up to your electrical panel by our electrician. The trailer has lighting, electrical outlets, and HVAC, but it won’t have any rooms or restrooms. We also won’t provide any furniture, etc. If there is any damage to the trailers, that would also be outside of our contract scope. We also won’t be cleaning or maintaining them. Does that match up with the VA’s expectations too?
We would be happy to provide a more robust scope if the VA clarifies those requirements.
Temporary Quarters A temporary trailer will be provided that will house 2 firemen for the duration of the project. Utility connections will be made that provide heat and air conditioning to the premises.
Regarding the requirement to provide a temporary office container for the duration of the project, the extent of the contractor's responsibility is as shown on the contract documents and as answered within this response. For clarification on the specific questions asked in this RFI, see the VA's following responses in red...
"...our expectation is that we are providing an empty 8’x 40’ office trailer that can be hooked up to your electrical panel by our electrician." - The VA agrees with this statement. The contractor is providing an empty 8'x 40' temporary office container equivalent to the 8'-0" x 40'-0" office container available from "Mobile Modular Portable Storage" 499 Hollywood Avenue, S. Plainfield, NJ 07080.
See the attached List of Salient Characteristics for the Portable Office Container to be provided.
The trailer has lighting, electrical outlets, and HVAC, but it won’t have any rooms or restrooms. - The VA agrees with this statement.
We also won’t provide any furniture, etc. - The VA agrees with this statement If there is any damage to the trailers, that would also be outside of our contract scope. - The VA will only be responsible for additional cost due to significant damage to the trailer caused by VA personnel or equipment. The VA will NOT be responsible for additional costs due to any damage to the trailer caused by non-VA equipment and personnel. The VA will NOT be responsible for any additional cost due to damage to the trailer from norrmal wear and tear. We also won’t be cleaning or maintaining them. - The VA agrees with this statement

Regarding “Standalone Controls”, it mentions standalone controls are to have the capability of being tied in to a “FUTURE” BMS/ATC system. Being said there is not an existing BMS available.
Who is the manufacturer we are to utilize for controls?
How is the VAV to interconnect and communicate with the AHU-1?
Are we to “DESIGN” the standalone control system?
Who is the manufacturer we are to utilize for controls? The contractor shall connect the the new DDC system for the HVAC installed under this project to the facility's existing DDC controls system. The facility’s existing direct-digital control (DDC) system is manufactured by Vykon (Niagara 4) and its ECC is located at Castle Point VAMC. The contractor shall ensure that the new HVAC controls systems installed under this contract is fully intergrated with the facility's Niagara 4 system.
How is the VAV to interconnect and communicate with the AHU-1? The system to be installed on this project shall consist of a main air handling unit (AHU) and individual variable air volume (VAV) air terminal units (ATUs). This VAV system shall use flow control at the ATUs to efficiently condition each building zone while maintaining the required minimum flow rates to the zone. Each ATU shall be controlled by a dedicated, unit mounted controller. Each ATU shall have an integral damper that is controlled by a thermostat located in the conditioned space. These dampers can open or close to modulate airflow to satisfy each zone’s temperature setpoints. Each ATU shall have an electric reheat coil designed to reheat the air when the temperature within the conditioned zone reaches the predetermined space heating setpoint. The ATUs shall be pressure independent. A pressure sensor shall be installed two-thirds down the supply duct system. The pressure sensor shall measure the static pressure in the supply duct and shall communicate with the AHU's controller to maintain the setpoint static pressure in the supply duct. The AHU controller shall use readings from the static pressure sensor to control the variable frequency drive (VFD) fan output on the AHU to maintain the preferred system static pressure. The contractor shall furnish and install all system components necessary for a complete and working direct digital control system for HVAC as it is outlined in the contract documents.
Are we to “DESIGN” the standalone control system? Disregard mention of a standalone controls system.
