This amendment to solicitaion number 36C24221B0069, project number 526-18-103 Replace Exterior Windows, Phase 1 is to publish prebid Request for Information questions submitted by interested bidders.
The bid due date is extended to Tuesday December 28, 2021 at 2:00PM EST.

Richard Adu Contracting Officer Responses to RFIs for 526-18-103 Replace Exterior Windows, Phase 1
1. The table of contents includes spec 09 91 00 – Painting, but it is not included in the specifications. Please issue.
Response: Specification 09 91 00 has been posted through Amendment 0002.
2. The Statement of Work on Page 7 of 86 indicates:
‘When a previously installed piece of equipment or any stationary object is in the way of the window removal and replacement /installation, the contractor is responsible to hire certified installers to remove, install, and certified applicable equipment. This will ensure that the VA does not lose the warranty on previously installed equipment. Examples of equipment and installations are (Existing ICU and Dialysis equipment towers; existing patient hoists, lifts, and rails; existing equipment installed directly in front of windows; soffits built into the ceiling; wall constructed into a panel, sheetrock wall etc.). This will be done at no cost to the VA.’
The site walkthrough did not take bidders to all rooms, and the contract documents do not identify these items listed in the Statement of Work. Please advise the location and quantity of any item covered by this note for all bidders to include. Also include the certified vendor for each type of equipment to be recertified.
Response: Please see the attached excel spreadsheet. The Contractor is responsible to locate and identify any and all equipment not included in the attached excel spreadsheet, that is an obstacle that would prevent the removal and reinstallation of the windows. The Contractor is responsible to identify the certified vendor for any such equipment.
3. Many drawings include notes that are not legible. See example AS033 attached.
Response: Revised drawings has been posted through amendment 0001
4. Note 3 on Drawing HA001 referred to pre-renovation hazardous material survey report dated Aug 27, 2020 for Asbestos and PCB Sealant Sample Information, but this report is missing in documents. Please share the Hazardous Material Survey Report.
Response: HazMat Report has been posted through Amendment 0002.
5. Drawing GI-002, Demolition Note # 6 states that Contractor to Perform Complete Scope of work from April 1 2021 to November 1 2021, please set the correct time frame.
Response: The normal timeframe to perform exterior construction at the Bronx VAMC is from April thru November of each calendar year. This time frame is based on historical meteorological records that indicate the high probability of temperature and winds that would prohibit external construction.
6. Please confirm that in Drawing GI-003 and GI-004 the Phasing Plans shall be applied Vertically.
Response: Confirmed.
7. Drawing GI-002, Demolition Note # 7 states that work shall commence on 9th Floor of Building 100 in facility area 9B. What would be sequence of Phases if Work shall commence from 9th Floor. Please advise.
Response: The Contractor shall coordinate Phasing and Sequencing with the COR after contract award.
8. Please confirm that 3rd Party Testing Agency Services would be required for Mockups and Performance requirements of all windows.
Response: Confirmed.
9. Drawings AS403 and AS410-413 are contradicting in regard to the installation of the windows. Please confirm that AS410-AS413 are the desired installation method. This includes receptor system for the windows and exterior installation.
Response: All design documents provide information necessary to support the successful execution of a complete and workable construction project.
10. Please confirm that the vertical metal panels are to be replaced between windows, as per AS410-AS413.
Response: Confirmed.
11. Project specification Spec section 01 81 13.02 is for SUSTAINABILITY CERTIFICATION REQUIREMENTS - LEED NC V4. --- Para 3.10B states ‘Regional Materials: Materials that have been extracted, harvested, or recovered, as well as manufactured, within 500 miles (800 km) of project site’. Basis of design window by Wausau Windows is manufactured in Wisconsin, greater than 500 miles from project site. Can this be emitted.
Response: All LEED requirements are deleted.
12. Is this project to be filed with NYCDEP, NYSDOL or EPA?
Response: Yes; the project must be filed with all required entities.
13. The Spec does not mention how many windows are to be removed per day. Please advise.
Response: The Contractor is solely responsibility to determine means and methods.
14. Please confirm Window glazing compound exist on inner and outer side of window.
Response: Refer to Solicitation Documents and HazMat Report.
15. If inner side of the window will also be involved in ACM removal, space contamination will be required, besides drawings called for dust protection partition. Please advise.
Response: The Contractor shall conform to the HazMat and all Contract Documents.
16. Drawing AS-401 Window Schedule is calling for window tag W9, but in Plans there is no such type of window. Please advise.
Response: Window tag W9 is not included in the Contract Documents.
17. Contractor will be using roof areas for installation and removal of suspended electric scaffolds, if roof is damaged does contractor has to rectify it? Is the roof under warranty? If yes, then please provide the contact of roofing contractor and roof manufacturer.
Response: The Contractor shall follow the Contract Documents regarding roof repair.
18. During the site visit contractors were shown the access way to reach the roof door which is a very long route and have to climb and descend stairs to reach roof. Is there any shorter way to reach to the roof? If yes then please provide a detailed plan/drawing.
Response: The VA will provide roof access via the 9th Floor via Stairwell B in Wing B.
19. Drawings GI009 and GI010 shows eighteen (18) suspended scaffold phasing and drops. Please advise if work has to be performed in 18 phases, one drop/phase at a time as this will have impact on cost.
Response: The Contractor is solely responsible to prepare a Phasing Plan, which will be submitted to the VA after contract award for review and approval.
20. Is a license rigger required to move and set up the scaffold for every drop? Also does the license rigger have to daily inspect the scaffold. Please clarify as this will have impact on our price.
Response: Refer to the solicitation Documents.
21. Please advise if contractor will be provided storage area at each floor level in the building? Or contractor has to rent/buy storage container to store the windows? as this will have impact on the bid cost.
Response: The Contractor will not be provided storage inside the building. The Contractor will coordinate with the COR regarding a laydown area.
22. Drawing GI005 legend shows ‘construction fence’, but this fence is not shown on safety plan. Please confirm construction fence is not required, if required then provide detail drawings.
Response: The Contractor will construct a Safety Fence and will coordinate the fence erection with the COR as per the Contract Documents.
23. Drawing GI005 indicates layout of sidewalk shed in front of building. Please clarify if contractor has to build all this sidewalk at one time or can be built as required in phases shown on drawing. Also clarify if the entire sidewalk length shown must remain till the completion of project as this will determine the rental cost.
Response: Refer to Solicitation Documents regarding the sidewalk shed.
24. Does contractor have to clean the entire façade after the installation of all windows?
Response: The Contractor is required to restore the work area to requirements included in the Contract Documents. The Contractor is solely responsible to determine means and methods.
25. Drawing HA001 note no.5 states to ‘remove all windows with asbestos glazing from the exterior of the building.’ --- Please advise if all other non-asbestos demolition work can be performed from inside of the building.
Response: All demolition and construction will be performed from the exterior of the building, less some minor installation tasks that must be performed from the inside of the window.
26. Please advise if all the installation work of all the new windows can be performed from inside of the building.
Response: Window installation will be performed from the exterior of the building, less some minor installation tasks that must be performed from the inside of the window.
27. Please confirm that VA will remove or move all the required equipment, furniture for the installation of window work from inside.
Response: The Contractor should expect building occupants will remove personal items, only, from the work area. All equipment and furniture removal is The Contractor’s responsibility.
28. Please confirm all the project work can be performed during regular work hours 7:00 am to 3:30 pm.
Response: Project work will be performed during normal work hours: 8:00 AM to 4:30 PM.
29. Please confirm that contractor’s field office trailer is not required, and VA will allot area inside the building for contractor’s field office.
Response: The VA will not allot space for The Contractor’s office inside the building.
30. Please confirm contractor’s site superintendent can simultaneously perform the duties of SSHO and CSP as shown in spec section 01 35 26.
Response: The Contractor’s Site Superintendent cannot simultaneously perform duties as SSHO and CSP.
31. Spec section 01 45 00 page 6, para 3.4 has extensive requirements for the CQC personnel. Please advise that contractor’s superintendent can simultaneously perform the duties of all the listed CQC personnel.
Response: The Contractor’s Superintendent cannot concurrently perform the duties of CQC.
32. Solicitation page 7 of 86, SOW states the construction services will include Fall Protection Qualified Person, Fall Protection Qualified Person OT. --- Does contractor have to hire a full-time separate person for the role of fall protection qualified person/OT or his SSHO, Superintendent can perform the role simultaneously? Also, what does OT stand for?
Response: It is The Contractor’s responsibility to meet the requirements of a Fall Protection Qualified Person. The Superintendent cannot perform this role simultaneously. OT stands for Occupational Therapy.
33. This will be done at no cost to the VA.” – If this is contractor’s responsibility then please provide the count/quantity of all equipment’s which has warranty, contact of these equipment manufacturer/installers who is holding the warranty and correct location of all equipment’s. None of these equipment’s were shown in the site visit. This work may have a big cost so please provide all the details.
Response: The Contractor is responsible to follow the Contract Documents. The Contractor is responsible to identify the certified vendor for any such equipment. The VA has provided a list of equipment which is considered an obstacle to the demolition of existing and installation of new windows through Amendment 0002.
34. Dwg GI003 phasing note no.13 states “all phases under this contract shall be performed within the time frame of April 1, 2021 to November 1, 2021. No mobilization cost will be paid to contractor on the performance of this contract’’. – I guess the printed year 2021 is typo. What is meaning of this time frame of 7 months? Please clarify if contractor cannot work perform any work in the other remaining months i.e., November 2nd to March 31st, also Can the contractor leave the sidewalk bridge in place for the non-working period?
Response: The normal timeframe to perform exterior construction at the Bronx VAMC is from April thru November of each calendar year. This time frame is based on historical meteorological records that indicate the high probability of temperature and winds that would prohibit external construction. The Sidewalk Bridge will remain in place for non-working periods as specified by local, State and OSHA requirements.
35. Are the intermediate metal panels being replaced too? If yes, then is there a specification section and who is basis of design for material?
Response: Refer to solicitation Documents. The Contractor will match existing conditions and materials for material demolished with the newly installed windows.
36. There is a specification section for painting work. Please advise what is the scope of the painting work in this project?
Response: Specification 09 91 00 has been posted through Amendment 0002.
37. Please advise if the window opening must be covered with temporary plywood or plastic till the installation of new windows.
Response: The Contractor will remove existing and install new windows on the same work day.
38. Please advise if all existing window sills, head and jambs are being replaced too? If yes, then please provide the details.
Response: Refer to the solicitation Documents.
39. Which labor classification to be use for window installers? Also please provide the required base and fringes rate for that labor classification.
Response: The Labor Classification, along with the base and fringe rates, has been posted through Amendment 0002.
40. Are all windows on the 6th floor to be psychiatric windows?
Response: Refer to the solicitation Documents.
41. Please confirm caulking of all new windows can be done from inside.
Response: Refer to the solicitation Documents.
42. 43. This is a finished elevation building so how to anchor the netting? Also, if sidewalk bridge is constructed then why netting is required?
Response: The Contractor is solely responsible to determine means and methods. Refer to the solicitation Documents regarding the requirement for nets and Sidewalk Bridge.
44. Drawing AS403 conflicts with drawings AS410-AS413. Our understanding is that AS410- AS413 is correct, we should be using receptors and should be replacing the vertical metal panels between windows. Please confirm if our understanding is correct?
Response: All design documents provide information necessary to support the successful execution of a complete and workable construction project.
45. The existing windows have two (2) parts first is the window sash with glazing and second is the fixed glazing with frame. Please confirm that both the parts/the entire window will be removed and dispose of.
Response: Confirmed; all window section will be removed for disposal.
46. After removal of existing window does the openings have to prepared, like existing surfaces of jambs, heads and sills has to be made smooth with plaster?
Response: Refer to the Contract Documents. The Contractor is solely responsible to determine means and methods.
47. The Contract Document indicate that the demolition of existing windows should be done from the exterior. Please confirm installation of the new windows can be performed form the inside. Note that interior access is required at a minimum to install new trim, seal joints, etc.
Response: Windows will be removed and reinstalled from the exterior. Refer to the solicitation Documents.
48. On AS092, upper left, corridor CO-16, there appears to be an unmarked window. Is this a window that requires replacement?
Response: Confirmed; this is a W-10 style window that requires replacement.
49. On AS093, upper right (by Tel/Elect Closet), another of these unmarked windows shows. Is this a window that needs to be included?
Response: Confirmed; this is a W-10 style window that requires replacement.
50. The details on AS403 appear to fairly accurately depict the conditions and method of installation required. It appears that drawings AS404 to AS413 are merely inserted to show the Wausau details. Is this correct that AS403 is the installation method required?
Response: All design documents provide information necessary to support the successful execution of a complete and workable construction project.
51. On G1002, General note #8, it states that storage is limited to the next five phases, but on G1003, phasing note 10, it states that we can only store 8 days of materials (this seems unrealistic). Please confirm that G1002 note #8 governs.
Response: The Contractor will prepare a storage plan and submit it for approval to the COR.
52. Please confirm that the only human impact windows are those on the sixth floor and designated with an “A” suffix.
Response: Confirmed; Psychiatric Related windows are identified with the “A” suffix.
53. Please confirm that Side walk shed will be installed once and will remain and maintained on site for the duration of project regardless of the project phasing system.
Response: Refer to the solicitation Documents.
54. Please confirm that horizontal netting is supposed to be done in phases or it will be furnished and Installed at once for the project.
Response: Refer to the solicitation Documents.
55. Please clarify that only Suspended scaffolding is enough to complete the whole scope and we’ll not require pipe scaffolding for project execution.
Response: Refer to the solicitation Documents. The Contractor is solely responsible to determine means and methods.
56. Specification Section 01 00 00 Para 1.17 (N) provides the repetitive items with varying quantities like (Office desks double pedestal, Office chair, Conference chairs (armless & folding) etc..) Please advise which quantity is to be considered and if the type/ sizes are different please mention.
Response: Contractor is responsible to perform field verification.
57. Specification Section 07 01 50.19 Preparation for Re-roofing states the Scope for replacement of partial roof system but on drawings there is no such details, please clarify.
58. Specification Section 07 51 00, there is no reference in Table of content for this section please advise.
Response: Specification 07 51 00 is included in the Construction Documents Specifications.
59. Please confirm that there is no roof repair work in project scope besides the placement of Roof walkway pads to access scaffolding only
60. Window Survey Report has less number of windows as mentioned in Specification section 02 82 11 Para 1.1.2 (B), Please advise.
Response: The Window Survey Report is provided for reference only.
61. Please confirm the power requirement on Roof for Suspended Scaffolding.
Response: The Contractor is solely responsible to determine means and methods.
62. Please confirm that existing condition that will be disturbed/ damaged during construction is the responsibility of Contractor.

63. Please confirm onsite Storage location.
Response: The Contractor will coordinate on site storage with the COR after contract award.

Response: Confirmed.

67. Please confirm what type of equipment that is possibly located in the way of window replacement and What quantity to be considered for bidding purpose Response: The Contractor should expect that building occupants will remove personal items, only, from the work area. The VA has provided a list of equipment which is considered an obstacle to the demolition of existing and installation of new windows through Amendment 0002. All equipment and furniture removal is The Contractor’s responsibility.
68. Does it require a certified Installer to relocate and reinstall the equipment if any
69. Please advise on COVID protocols during Construction phase/ time of production Response: The Bronx VAMC follows Department of Veteran Affairs COVID-19 protocols. These protocols have been posted through Amendment 0002.
1. Drawing GI005 indicates ‘debris netting’ on the safety plan. Most of the 700 windows weigh more than 500 pounds each. Please confirm ‘debris netting’ is adequate should a 500lb window fall multiple stories’
Response: The “Debris netting” is required to prevent debris from falling to the ground. The Sidewalk Bridge is required to protect from falling windows.
1. There is a major scope conflict in the Drawings. Drawing AS403 indicates the existing frames are to remain, the sashes removed, and the new frame and sash assembly is mounted to the existing frame. Drawing AS410 indicates the existing frame is removed in it’s entirely and the new frame is mounted directly to the structure. Please confirm AS403 governs and existing window frames remain.
Response: AS410 governs; existing window frames are to be removed and replaced.
1. Can you clarify how many windows the VA will allow us to remove and replace at a time?
Response: The Contractor can remove and replace as many windows as can be installed by the end of the same work day.

Virtual Bid Opening Instruction In accordance with FAR 14.202-8, the government is authorizing electronic bids on this solicitation due to the COVID-19 pandemic.
