1.0 EXECUTIVE SUMMARY

Watts Architecture & Engineering (Watts) was retained by Encorus Group to perform testing for asbestos-containing materials (ACM) and lead-based paints (LBP) on various roofs of buildings 1 and 20 at the Buffalo VA Medical Center, located in Buffalo NY. The purpose of this survey was to determine if any ACM or LBP would be disturbed by the replacement of the various roofs.

This report contains the results of analytical testing of bulk samples collected by Watts. The field work was conducted on October 19 and 26, 2018 and included the following:

• A visual site inspection to identify suspect ACM.

• Collection and laboratory analysis for asbestos content of samples from identified suspect materials.

• Testing of painted surfaces using an X-Ray Fluorescence Analyzer (XRF) for the presence of LBP.

• Documentation of sample locations on a sample location drawing and a chain-of-custody form; and

• Photo documentation.

ASBESTOS-CONTAINING MATERIALS

The inspection included the collection of 184 bulk samples to represent 92 homogeneous materials that were identified as suspect asbestos-containing material (ACM). ACM is defined as any material containing more than one percent (1%) of asbestos. Based on laboratory analysis and visual observations, the following ACM have been identified within the proposed project limits:

Building 1, Roof 1

• Gray lightning rod base tar installed at the penthouse roof of Roof 1. Cumulatively there are four (4) lightning rods with approximately one (1) square foot of asbestos-containing tar at each location. The observed tar is in fair condition and is non-friable.

Building 1, Roof 16

• White caulk at coping installed on the outside seam between the cap flashing and coping stones. There is approximately four (4) square feet (44 linear feet) of this caulk. The asbestos-containing caulk is in good condition and is non-friable.

*All contractors shall note these materials had detectable levels of asbestos present, but were found to be less than 1.0% asbestos and, therefore, the materials are classified as non-ACM.

Contractors shall follow federal regulations, including those established by OSHA for work involving materials with trace levels (<1.0%) of asbestos.

LEAD-BASED PAINT

Findings

XRF readings were taken from representative components at the various roof levels of Buildings 1 and 20 at the Buffalo VAMC. The following surfaces were determined to be coated with lead-based paint:

• Lead vent stacks at Roof 2, Roof 3, Roof 4 and Roof 7.

• Yellow roof access ladder at Roof 1.

• Brown wood man door and frame at Roof 18.

• Lead flashing buried under newer flashing at the loading dock roof and at Roof 16.

• Silver coated vent hoods at Roof 4.

• Silver coated flashing at Roof 4.

• Light gray door frames at stair towers at Roof 6.

• Tan vent cover at Roof 12.

• Gray man door threshold at Roof 9A.

The vent stacks and flashing are comprised of lead and are in good condition. The yellow painted access ladder, tan coated vent cover and light gray painted door frames were also in good condition with no peeling or flaking paint evident. The brown paint on the wooden man door and frame at Roof 18 was observed to be in poor condition. The silver coated vent hoods and flashing on Roof 4 were observed to be in fair condition but other components with the same silver coating tested negative for lead. It is assumed that a lead-containing primer is underneath the silver coating. The man door threshold at the Roof 9A entrance was observed to be in fair condition.

2.0 – ASBESTOS-CONTAINING MATERIALS

2.0 ASBESTOS-CONTAINING MATERIALS

This section includes information on all suspect ACM sampledand includes the following:

Homogeneous Materials List containing the homogeneous materials identified, their corresponding sample numbers and whether or not they are ACM, as well as drawings identifying the approximate locations of asbestos bulk samples.

All ACM that was identified has been inspected in order to determine its approximate quantity, condition, and whether it is friable or non-friable. Refer to the sample location drawings for approximate bulk sample locations.

Where possible, Watts visually inspected the identified ACM to assess its condition. The condition of the ACM was classified as good, fair or poor. The requirement for each designation is as follows:

Good - Material with no visible damage or deterioration or showing very limited damage or deterioration.

Fair - The surface of the material is crumbling, blistering, water-stained, gouged, punctured or otherwise damaged with the damage covering less than one tenth of the surface if the damage is evenly distributed or up to 25% of the material if the damage is localized.

Poor - The surface of the material is crumbling, blistering, water-stained, gouged, punctured or otherwise damaged with the damage covering more than one tenth of the surface if the damage is evenly distributed or more than 25% of the material if the damage is localized. Material with large areas hanging from the substrate, delaminated, heavily gouged, crushed, etc.

Sampling and Laboratory Methodology

A NYSDOL-certified asbestos inspector from Watts collected bulk samples of all suspect asbestos-containing roofing materials that were identified in the various roof levels of Building 1 and Building 20 that were included in the project. Bulk samples were collected using simple hand tools from each matrix identified as a potential ACM.

Samples were delivered with the proper chain-of-custody forms to AmeriSci, a New York State accredited laboratory that is a participant in the Environmental Laboratory Approval Program (ELAP) and National Voluntary Laboratory Approval Program (NVLAP). All materials, except non-friable organically bound (NOB) materials, were analyzed using Polarized Light Microscopy (PLM) using ELAP Method 198.1. NOBs, which include but are not limited to, mastics, caulks, and roofing materials underwent gravimetric reduction prior to being analyzed by PLM 198.6. All samples that were negative after PLM 198.6 were further analyzed by Transmission Electron Microscopy (TEM) under ELAP Method 198.4. The New York State Department of Health (NYSDOH) protocol requires analysis by TEM if the PLM analysis does not confirm the presence of asbestos.

It is the belief of Watts that this investigation has identified all reasonably accessible suspect ACMs that will be disturbed by this project. If additional suspect materials are identified during the construction period that have not been previously sampled or sampled as part of this assessment, samples of each material should be collected and analyzed for asbestos content.

2.3 – ASBESTOS LABORATORY REPORTS AND

CHAIN-OF-CUSTODY FORMS

3.0 – LEAD-BASED PAINT

3.0 LEAD-BASED PAINT

Methodology

Painted building components were grouped by testing combinations. A testing combination is characterized by location, component type, substrate, and visible color. Refer to section 3.1 for a complete listing of all building component XRF readings taken in this building.

The LBP survey was performed using the Department of Housing and Urban Development (HUD) protocol. Certain aspects of the HUD guidelines are typically applied to public and commercial buildings, most commonly the levels used to establish LBP. HUD defines LBP, when analyzed by a portable XRF, as paint that contains lead at 1.0 milligram per square centimeter (1.0 mg/cm²) or greater. When paint chips are analyzed by Atomic Absorption Spectroscopy (AAS), HUD defines LBP as paint containing 0.5 percent or greater (>0.5%) lead by weight.

For the purposes of this project, the Occupational Safety & Health Administration’s (OSHA) Lead in Construction Standard (29 CFR 1926.62) applies. This standard applies to all construction work where an employee may be occupationally exposed to lead. Construction work is defined as work for construction, alteration and/or repair, including painting and decorating. It includes but is not limited to the following:

• Demolition or salvage of structures where lead or materials containing lead are present;

• Removal or encapsulation of materials containing lead;

• New construction, alteration, repair, or renovation of structures, substrates, or portions thereof, that contain lead, or materials containing lead;

• Installation of products containing lead;

• Lead contamination/emergency cleanup;

• Transportation, disposal, storage, or containment of lead or materials containing lead on the site or location at which construction activities are performed; and

• Maintenance operations associated with the construction activities.

XRF Calibration

In order to field verify the calibration and accuracy of the XRF equipment, “calibration checks” are made both by the equipment itself and by the operator. Before the XRF will allow any testing for lead-based paint, it requires a “calibration check” reading. This is accomplished by placing the XRF unit into the charging holster and running the calibration check, upon completion the XRF will display a Pass or Fail result. If the calibration is successful, the operator checks the calibration of the XRF against National Institute of Standards and Technology (NIST) lead samples that were provided by the manufacturer. The operator’s calibration checks are taken at the beginning and the end of the testing period, and approximately every four hours, if necessary.

The calibration checks are acceptable if the average of the three readings is between 1.0 and

1.1 mg/cm2 (utilizing the error correction factor). A table presenting XRF readings and results is included in the following subsection.

DISCLAIMER

This report is based primarily on the results of visual site observations and a general survey of the conditions on the roofs of Building 1 and 20. Watts did not perform a comprehensive inspection (space by space) of all exterior building components on the various roof levels.

Representative XRF readings were taken from each distinct type of roofing component scheduled to be disturbed by the roof replacement project in order to be able to determine if those components were covered with lead-based paint.

The lead-based paint survey was performed by Watts in October 2018.
