About this file
This document provides a justification for other than full and open competition for certain construction materials for a project to replace boilers in Building 10 at the VA Medical Center in Providence, Rhode Island. The Department of Veterans Affairs is seeking to procure door hardware consisting of Sargent 8200 mortise locksets and latch sets through a sole source award valued at $2,910. The justification cites the need to maintain consistency with the standardized Sargent brand key control system already in use throughout the medical center for security and to avoid additional costs associated with a different system. The related federal contract opportunity is a solicitation for the overall project to replace the boilers issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 1.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106 1 For
Over Micro Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C241 22 AP 1250, Sargent Key Control System
1. Contracting Activity: Department of Veterans Affairs, VISN 01, Station 650, Facilities Management Service (138) VA Medical Center, 830 Chalkstone Avenue, Providence, RI 02908. The proposed procurement, Request for Proposal (RFP) 36C24122R0084 is to Replace Boilers in Building 10, Project 650 19 100.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The justification is to support the construction project to Replace Boilers in Building 10 at the VA Medical Center, Providence, RI that will be awarded as a firm fixed price contract. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, furnish labor and materials and perform work as required by drawings and specifications.
The objective of the project is to fully replace the boilers and associated equipment within Building
10. This justification is for Other Than Full and Open Competition for the procurement of certain construction materials. The use of a particular brand name for the items listed below is a small portion of the construction materials requested to accommodate standardization of these items throughout the facility for the following:
Door hardware for Sargent 8200 mortise locksets and latch sets, operational grade 1, with “Keso” standard security keying system.
Estimated value $2,910.00
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The items identified above in paragraph 2. and Sargent brand products have been standardized throughout the Providence, VA Medical Center located at 830 Chalkstone Avenue, Providence, RI 02908 for key control with use of their products currently being utilized to provide a secure facility at the Providence VA Medical Center for all keys, cylinders/locksets. Although there are other manufacturer(s) of access systems that can meet the Government’s minimum requirements, it is not in the best interest of the Government to replace the current standardized key control system being used in Building 10 and throughout the hospital. The 8200 Series Mortise Lock operates from 12 to 24VDC and can be used in standalone applications or as part of an integrated access control system.
Pre assembled components assist with installation to be fool proof. It is in the VA’s best interest to maintain consistency using the standardized brand name key control system in place to not incur additional costs and experience functioning issues due to non compatibility.

4. Description of market research conducted and results or statement why it was not conducted:
The purpose of the boiler replacement project is to replace the boiler system not the current established key control system being successfully utilized throughout an entire medical center. The current security keying system requires the same brand name manufacturer in all buildings throughout the campus. Using different manufacturers would require additional costs, new keys/door locks/hardware and new key distribution to end users. Using the Sargent brand for the current standardized key control does not incur additional expenses and maintains the continuity of the current key control system. It is not in the best interest to deviate from the established key system being used and replace all architectural hardware and locking products with an entire new key control system that would impact the entire medical center.
In accordance with the Competition in Contracting Act (CICA), the components listed above are identified as brand name; however, the overall procurement will be competed as a Service Disabled Veteran Owned Small Business (SDVOSB) Set Aside. This justification for Other Than Full and Open Competition for brand name only will be posted to Contracting Opportunities with the solicitation.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106 1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. The items for which brand name approval is being requested are subsequent components to the overall construction project. This procurement will be competed and based on competition; the Contracting Officer will make a determination of fair and reasonable pricing prior to award.
