About this file
This document contains a justification for a single source award related to a federal construction project. The Department of Veterans Affairs is seeking to replace boilers in Building 10 at its medical center in Providence, Rhode Island through a firm fixed price contract awarded as a set-aside for Service Disabled Veteran Owned Small Businesses. The justification is provided to support procuring certain construction materials, including a Notifier brand fire alarm system, from a single source as it must be compatible with the existing Notifier system installed throughout the entire facility. The estimated value for the fire alarm system is $48,812. Using any other brand poses integration risks and could impair the critical function of the existing life safety system, which supports patients, visitors, and staff daily.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106 1 For
Over Micro Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C241 22 AP 1250, Notifier Fire Alarm System
1. Contracting Activity: Department of Veterans Affairs, VISN 01, Station 650, Facilities Management Service (138) VA Medical Center, 830 Chalkstone Avenue, Providence, RI 02908. The proposed procurement, Request for Proposal (RFP) 36C24122R0084 is to Replace Boilers in Building 10, Project 650 19 100.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The justification is to support the construction project to Replace Boilers in Building 10 at the VA Medical Center, Providence, RI that will be awarded as a firm fixed price contract. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, furnish labor and materials and perform work as required by drawings and specifications.
The objective of the project is to fully replace the boilers and associated equipment within Building
10. This justification is for Other Than Full and Open Competition for the procurement of certain construction materials. The use of a particular brand name for the items listed below of the construction materials requested is to accommodate standardization of these items throughout the facility for the following:
Notifier Fire Alarm System
Estimated value $48,812.00
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Notifier Fire Alarm System at the Providence, VA Medical Center is the current system in use throughout the entire facility. All specified fire alarm equipment must be capable of communicating with the Notifier brand system; therefore, any new devices for this project will require re programming into the existing Notifier brand system for complete compliance in accordance with Fire Detection and Alarm specifications for the most recent VA FIRE PROTECTION DESIGN MANUAL AND NFPA 72. It is not in the best interest of the VA to replace and change the current Notifier brand Fire Alarm System on campus for a different brand fire detection and fire alarm system that will not correlate to the existing drawings and specifications that were developed for this specific project. To deviate from the brand of Notifier poses a risk for additional costs and exposes the campus to a new system that will involve time for training and risks for potential failure for life and death situations. The current Notifier brand has been working successfully without issues daily at this facility and is prominently regulated to set appropriate standards for life/safety measures/protocols.

4. Description of market research conducted and results or statement why it was not conducted:
The Notifier brand Fire Alarm System is a requirement for this project in accordance with paragraph
2. above. The intent of the project is for replacing the boilers in Building 10 and to work with the existing Notifier Fire Detection and Alarm system in place and being utilized throughout the entire Providence, VA Medical Center. The VA requires the Notifier brand to be used which is standardized in all buildings throughout the campus and Building 10. Having the Notifier brand system maintains continuity, and less risk for a Fire Alarm System to fail at this facility. The project is very critical, the specialty for fire detection and alarm to be working at all times is essential and should the system be impaired, the Providence, VA Medical Center can mobilize on a day’s notice an authorized contractor to address unforeseen issues during construction who has the capability to work on this particular system. The Notifier Fire Detection and Alarm system supports life/safety measures/protocols and keeps other internal facility systems safe with alerts for patients, visitors, and staff 24 hours a day.
In accordance with the Competition in Contracting Act (CICA), the system listed above is identified as brand name; however, the overall procurement will be competed as a Service Disabled Veteran Owned Small Business (SDVOSB) Set Aside. This justification for Other Than Full and Open Competition for brand name only will be posted to Contracting Opportunities with the solicitation.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106 1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. The items for which brand name approval is being requested are subsequent components to the overall construction project. This procurement will be competed and based on competition; the Contracting Officer will make a determination of fair and reasonable pricing prior to award.
