3.6 VOLUME I - Factor 2, Past Performance

3.6.1 The Government will rate an offeror's Past Performance utilizing a Performance Risk Rating. The Government will rate an offeror's Past Performance for projects identified in their Offer under Factor 1, Technical Expertise and other related experience the Government obtains. Past Performance will be evaluated utilizing a Performance Risk Rating considering all potential evaluation criteria identified in this section.

3.6.2 The Past Performance proposal evaluation will consider such things as an offeror's business practices, customer relationship, and ability to successfully perform as proposed and other considerations considering currency, relevancy, and data obtained from other Government or commercial sources, including Government databases.

3.6.3 The Government will conduct an overall performance risk assessment based upon the Past Performance of the offeror as it relates to the probability of successful accomplishment of the work required by the solicitation.

3.6.4 Past Performance References – REQUIRED – Offerors shall prepare and submit to prior client(s) of up to the three (3) past performance references on your EXHIBIT C package.

3.6.5 Completed Performance Questionnaire may be emailed to the Contracting Specialist.

Email: Kimberly.Gomez@va.gov Subject Line: PPQ Replace Boilers in Building 10

All past performance questionnaires shall arrive no later than the closing date and time for receipt of proposal shown in Block 13 on the SF 1442. Offeror or subcontractor must not review the Past Performance Questionnaire prior to submission. They must be submitted by the client/evaluator directly to the Contracting Specialist.

3.6.6 Offerors should follow-up and encourage references to get the questionnaires to the Contracting Specialist in a timely manner. Do not include copies of the letters or questionnaires in the proposal.

3.6.7 Offerors lacking relevant Past Performance experience may submit information regarding predecessor companies, key personnel who have relevant experience or subcontractors that will perform major or critical aspects of the requirement if such information is relevant to this acquisition. Such information shall, as a minimum, include Name(s) of Predecessor Company/Subcontractor and/or Key Personnel and include Complete Address and Point of Contact; Telephone, Fax Number and email address; and a brief synopsis of the experience (a resume may be submitted for "Key Personnel") and relevancy to this project.

The information, if provided, shall be limited to the period starting five (5) years prior to the solicitation release date.

3.6.9. To conduct the overall performance risk assessment, the Government may evaluate present and past performance including but not limited to, information using questionnaires completed by the offeror's references; use of Government-wide databases, in part on information from CPARS, data independently obtained from other Government or commercial sources, personal business experience with the offeror, and any performance related information available regardless of relevancy in the development of performance confidence assessments. The evaluation may also consider information provided relative to corrective actions taken to resolve problems on past or existing contracts and trends in performance. The Government may contact references provided by the offeror, as well as any other source it identifies, and information received may be used in the evaluation of the offeror’s Past Performance. The burden of providing current, accurate and complete Past Performance information rests with the offeror. Past Performance information on contracts not listed by the offeror, or that of planned subcontractors, may also be evaluated. Offerors shall be given an opportunity to discuss adverse past performance information if the offeror has not had a previous opportunity to comment on the information. The contracting officer may review recent contracts to ensure that corrective measures raised in discussions have been implemented. If no relevant information on past performance is available for an offeror, the offeror will not be evaluated favorably or unfavorably on past performance.

The Government reserves the rights to obtain and evaluate Past Performance information from any source it deems appropriate.

3.7 VOLUME II – PRICE INFORMATION

3.7.2 Offerors shall complete in its entirety the “Offeror” portion of the Standard Form (SF) 1442. An official having the authority to contractually bind your company must sign the SF 1442 in accordance with FAR 4.102. One copy of the SF 1442 is required to have an original signature.

4. PROPOSAL EVALUATION:

4.1 To arrive at a Best Value decision, the Source Selection Authority, using the SSEB documentation will integrate the evaluation of Technical Expertise, Past Performance, and Price. Technical Expertise and Past Performance are of equal weight, and when combined, are significantly more important than Price. While the Government and the SSA will strive for maximum objectivity, the evaluation process, by its nature, is subjective and therefore, professional judgment is implicit throughout the entire evaluation process.

4.1.1 Offeror may, at the discretion of the Government, be asked to provide information for clarification purposes regarding their proposals. Requests for such clarification information do not constitute discussions.

4.1.2 The offeror shall be held responsible for the validity of all information supplied in his/her proposal, including that provided by potential subcontractors. Should subsequent investigation disclose that the fact and conditions were not as stated, the proposal may be rejected.

4.2 The Government will determine, based on the information provided, if the offeror has demonstrated the ability to perform complete project management of construction projects at the dollar levels indicated in the solicitation.

4.2.1 The evaluation will be divided into three (3) factors. Technical and past performance are equal, and when combined, are significantly more important than price.

4.3 VOLUME 1 – Factor 1, Technical Expertise to include Subfactors A-C

The technical factor is comprised of the three (3) subfactors below. All subfactors are equal.

4.4.3.1 Subfactor A. Expertise: The Government will evaluate the offeror’s narrative and answers concerning their expertise on projects similar in scope, magnitude, and complexity.

The Government will evaluate the offeror’s and their team’s experience with relevant projects.

Significant consideration will be given to projects where team members served in the same role (i.e. Prime, subcontractor) as they will be fulfilling in the current project. Contractors that do not, have relevant experience to meet the solicitation’s minimum requirements may be eliminated from consideration.

4.4.3.2 Subfactor B. Personnel and Organization:

The Government will evaluate the offeror’s proposed team to ensure the primes and/or subs are capable of performing the work. Contractor’s will be evaluated according to the technical expertise and specialized experience of their Key Personnel and Organization to demonstrate proficiency in accomplishing a project of this scope and magnitude. This will include each firm’s overall organization as well as individual’s qualifications to perform the work. Contractors and their staff that demonstrate successful prior experience working together with their proposed subcontractors will be rated more favorably than contractors that are unable to demonstrate prior experience working with their proposed subcontractors.

4.4.3.3 Subfactor C. Schedule:

The Government will evaluate the offeror concerning their capability to schedule this construction project. This will include each firm’s and individual qualifications to generate a schedule and a proposed schedule, to include critical path and float, and proposed outcomes.

4.5 VOLUME I - Factor 2, Past Performance

The Government will evaluate the offeror's past performance to determine the level of confidence that the contractor will successfully perform the current requirement. As part of this evaluation, VA will consider the recency and relevancy of the projects submitted, to include the size and scope. Common aspects of relevancy include similarity of service/support, complexity, dollar value, contract type, and degree of subcontract/teaming. The Government may evaluate present and past performance information by using data independently obtained from other Government or commercial sources, including, but not limited to: Government databases;

personal business experience with the offeror; and information provided in the Project Information Sheet for Contractors, (EXHIBIT A); Subcontractor Information and Consent Form (EXHIBIT B); Past Performance Evaluation Questionnaires, (EXHIBIT C) completed by the offeror’s references. Past Performance information on contracts not listed by the offeror, or that of planned subcontractors, may also be evaluated. The Government may contact references and contact parties other than those identified by the offeror, and information received may be used in the evaluation of the offeror’s Past Performance. The evaluation may take into account Past Performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to this acquisition. If multiple subcontractors are provided for the same discipline, the government will use the lowest rated subcontractor in the evaluation. The Government reserves the right to obtain and evaluate Past Performance information from any source it deems appropriate.

For the purpose of this solicitation, recency is performance occurring within the last five years through the solicitation release date. VA may consider information obtained independently that is defined as not recent, although recent is more significant.

In accordance with FAR 15.306(a) (2), if award will be made without conducting discussions, offerors may be given the opportunity to clarify certain aspects of their proposals, e.g., the relevance of an offeror's Past Performance information and adverse Past Performance information to which the offeror has not previously had an opportunity to respond, or to resolve minor clerical errors.

4.6 PRICE EVALUATION: Price – Is NOT the only factor for this requirement. Price will be evaluated on the basis of its fair and reasonableness to the Government. “Best Value” means the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement.

The Government will evaluate the total price identified in the Price Schedule for Line ITEM 0001.

4.6.1 Prices will be evaluated for reasonableness utilizing one or more of the price analysis techniques set forth in FAR 15.305 (a) (1) and (a) (4).

4.6.2 Prompt payment discounts will not be considered in the evaluation of offers.
