1.0 INTRODUCTION
Mabbett and Associates, Inc. (Mabbett®) performed a survey for regulated building materials (RBM) as part of the A/E Design Services to Install New Boilers at the Providence Veterans Affairs Medical Center (VAMC) located in Providence, Rhode Island, VA Project No. 650-19-100. Site survey work was performed on May 23, 2019, July 15, 2021 and August 12, 2021, by appropriately credentialed regulated building materials inspectors, and consisted of the following activities:
A review and evaluation of previous facility regulated building materials reports;
An Asbestos Containing Material (ACM) survey of suspect materials (Analysis by polarized light microscopy [PLM]); and Limited Lead Containing Paint (LCP) sampling (Analysis by Flame Atomic Absorption Spectroscopy [AA]).
The survey was limited to this building and areas identified in this report. Sampling locations were determined based upon a thorough inspection of each area. Areas and materials outside of this scope of work were not surveyed by Mabbett.
1.1 Summary of Survey Results
Bulk samples of suspected ACM were collected and submitted to a certified analytical laboratory for asbestos analysis by PLM using stop positive methodology. Paint chip samples were collected and submitted to a certified analytical laboratory for lead content analysis using atomic absorption spectroscopy. The survey efforts yielded the following results and conclusions:
Eighty-two (82) bulk samples for suspect ACM were collected in the building.
Based on laboratory analysis of suspect ACM and previous sampling data, six (6) of the materials contained asbestos greater than 1% or are assumed ACM. The Environmental Protection Agency (EPA) and the Occupational Safety and Health Administration (OSHA) defines ACM as any material that contains greater than one percent (>1%) asbestos.
Fourteen (14) paint chip samples from building surfaces were collected in the building for laboratory analysis and reporting.
Based on laboratory analysis of paint chips, four (4) of the collected samples revealed concentrations of lead in paint that exceeded the U.S. Department of Housing and Urban Development (HUD) threshold of
0.5 percent by weight.
1.2 Purpose and Objectives
This project was designed to accomplish two primary objectives: to collect a representative number of building materials for laboratory analysis and reporting; and to use data from the laboratory analysis efforts to estimate the volume of regulated materials present within the building for Miller Remick’s subsequent use in development of an abatement scope and cost. These two objectives were met through a combination of a site visit and inspection to collect building material samples for laboratory analysis; and interpretation of qualitative data collected in the field; and the quantitative laboratory data generated from analysis of the building materials as summarized in this survey report.

2.0 ASBESTOS SURVEY
2.1 Sampling Methodology
Site inspection work was performed on May 23, 2019, July 15, 2021, and August 12, 2021, by Rhode Island Department of Health accredited asbestos inspectors, Mr. Michael F. Delaney (AI-00842) and Mr. Kevin M.
Donovan (AI00695). In accordance with the scope of work, suspect ACM was sampled and collected in general conformance with 40 CFR Part 61 “National Emissions Standards for Hazardous Air Pollutants (NESHAP)”, 40 CFR Part 763 “Asbestos Hazard Emergency Response Act (AHERA)”, and all applicable Rhode Island regulations. The inspection was limited to areas that may be impacted by the boiler replacement project.
The collected bulk samples were submitted under standard chain of custody (COC) procedures to ProScience Analytical Services, Inc. (ProScience) of Woburn, Massachusetts. Sample analysis was conducted by PLM, in accordance with EPA Method 600/R-93/116, using stop positive methodology. ProScience is accredited by the American Industrial Hygiene Association (AIHA) and participates in the National Voluntary Laboratory Accreditation Program (NVLAP).
Bulk sample results from this inspection are summarized in Appendix A, Summary of ACM Building Inspection Results. The Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA) and the Rhode Island Department of Health (RIDOH) defines ACM as any material that contains greater than one percent (>1%) asbestos. As such, the analytical laboratory identified bulk samples of suspected ACM as positive for asbestos when they met or exceeded the regulatory criteria of greater than one percent (>1%) asbestos.
Laboratory reports and the chain of custodies are provided in Appendix B of this report.
Areas that were inaccessible, or where the survey was limited to visual observation only, are identified below:
Below grade materials Within walls Enclosed pipe/duct chases Inside operating boilers and mechanical equipment Above fixed drywall or plaster ceilings Electrical equipment
2.2 Summary of Asbestos Containing Materials (ACM) Findings
Mabbett identified thirty-seven (37) types of homogenous areas and collected eighty-two (82) representative bulk samples. The laboratory analytical data, including available historical data utilized for the survey, indicated that six (6) of the homogenous materials had greater than 1% asbestos and were positive ACM. Asbestos sampling locations and results are identified on Figures RBM-1, RBM-2, RBM-3 and RBM-4. Estimated quantities of materials identified as ACM are presented in Table 1 below:

The Occupational Safety & Health Administration (OSHA) does not recognize a “safe” level of lead in paint.
Depending on the method of removal used, even trace amounts of lead in paint may result in airborne concentrations of lead during removal. An employer or contractor who disturbs or removes lead paint must comply with OSHA Standard 29 CFR 1926.62, “Lead Exposure in Construction; Interim Final Rule.”

4.0 CONCLUSIONS AND RECOMMENDATIONS
4.1 Asbestos
Identified ACM must be abated and properly disposed of prior to disturbance by state licensed and properly trained contractors. All abatement must be performed in accordance with Federal, State and local requirements.
Any suspect materials encountered during demolition or renovation activities that were not identified in this report as being non-ACM, should be assumed to be ACM unless sample results prove otherwise. Suspect ACM that may be present within the walls, above inaccessible hard ceilings, or in other inaccessible locations, should be assumed to contain asbestos if discovered during any demolition or renovation process or until otherwise verified.
4.2 Lead Containing Paint
The purpose of the limited LCP survey was to identify similar areas of LCP. During the on-site survey, representative samples of similar areas of interior and exterior building coatings were collected and analyzed for lead content. The regulations addressing LCP in non-residential buildings are focused on occupational exposures involved with paint-disturbing activities and related waste-disposal activities.
Occupational exposure to lead during construction is regulated by OSHA regulation 29 CFR 1926.62 “Lead in Construction,” as well as other applicable state and local regulations. These regulations involve air monitoring to determine worker exposure levels when disturbing paint containing measurable levels of lead. This LCP survey cannot determine a safe level of lead for the purpose of paint-disturbing activities. However, this report is intended to provide guidance as to the location of LCP so it can be controlled, abated, or disposed of properly during this project’s construction related activities. Information gathered during this LCP survey should be used to determine where worker exposures to airborne lead may occur. Additionally, this information should also be used to assess the potential for exposure to workers, and for determining appropriate controls necessary to limit his or her health risks during this project.
A concentration of lead greater than or equal to 0.5 mg/Kg percent by weight or 1.0 mg/cm2 exceeds EPA and HUD residential standards is considered an indicator of risk. Representative samples of LCP waste to be generated during building renovation, or following demolition but prior to disposal, should be collected and analyzed using toxicity characteristic leaching procedure (TCLP) in accordance with 40 CFR Part 261. Management and disposal of lead containing waste must be done in accordance with all applicable local, state, and federal regulations.
OSHA regulations may require certain procedures for any paint that contains lead, even if it is below these levels.
All LCP identified, regardless of the lead content, should either be sampled and analyzed by TCLP and then handled/disposed of accordingly, or segregated from other large-scale debris and then managed as hazardous waste in accordance with federal, state, and local hazardous waste disposal regulations.

1.0 INTRODUCTION
Mabbett and Associates, Inc. (Mabbett®) performed a survey for regulated building materials (RBM) as part of the A/E Design Services to Install New Boilers, that will impact areas in the Buildings 9 basement and Building 11 at the Providence Veterans Affairs Medical Center (VAMC) located in Providence, Rhode Island, VA Project No. 650-19-100.
Site survey work was performed on April 21, 2021 by appropriately credentialed regulated building materials inspectors, and consisted of the following activities:
A review and evaluation of previous facility regulated building materials reports;
An Asbestos Containing Material (ACM) survey of suspect materials (Analysis by polarized light microscopy [PLM]);
and Limited Lead Containing Paint (LCP) sampling (Analysis by atomic absorption [AA]).
These surveys were limited to the areas in the Building 9 basement that may be utilized for a temporary control room and Building 11, as identified on drawings provided to Mabbett prior to the survey. The survey of Building 10, Boiler Plant, required for this project, was previously completed in 2019.

2.0 ASBESTOS SURVEY
2.1 Sampling Methodology
Site inspection work was performed on April 21, 2021 by Rhode Island Department of Health accredited asbestos inspector, Mr. Kevin M. Donovan (AI-00965). The inspection was limited to areas in the Building 9 basement and Building 11, that may be impacted by the boiler replacement project.
All bulk sample results from this inspection are summarized in Appendix A, Summary of ACM Building Inspection Results.
2.2 Summary of Asbestos Containing Materials (ACM) Findings
Mabbett identified twelve (12) types of homogenous areas in Building 9 basement and three (3) in Building 11 and collected a total of forty-five (45) representative bulk samples. Laboratory results for all the bulk samples collected during this survey are provided in Appendix B. The laboratory analytical results indicated that none of the homogenous materials sampled during the Mabbett survey contained asbestos.

3.0 LEAD CONTAINING PAINT SURVEY
Limited sampling of painted surfaces was conducted as part of this survey. The limited LCP survey included the collection of paint chips from materials and surfaces that may be impacted by the proposed work. Paint chip samples were submitted under standard COC procedures to ProScience. Analysis was conducted using AA EPA method SW846-7420/3051. Laboratory analytical reports are included in Appendix C of this report. The results of the limited LCP sampling are summarized in Table 1 below:

4.0 CONCLUSIONS AND RECOMMENDATIONS
4.1 Asbestos
ACM was not identified in the areas and materials surveyed. Any suspect materials encountered during renovation/demolition activities that are not identified in this report as being non-ACM should be assumed to be ACM unless sample results prove otherwise. If ACM is identified, all abatement must be performed in accordance with federal, state, and local requirements.
The scope of this survey was limited to materials and areas that may be impacted by the boiler project in Building 9 and Building 11, and as described in this report. Suspect materials that may be present in areas outside the scope of this work were not included in this survey and therefore were not sampled. The survey of Building 10, Boiler Plant, required for this project, was previously completed in 2019. ACM requiring abatement was identified in the Boiler Plant.
Occupational exposure to lead in construction is regulated by OSHA regulation 29 CFR 1926.62 “Lead in Construction”, as well as other applicable state and local regulations. These regulations involve the air monitoring of workers to determine exposure levels when disturbing paint containing measurable concentrations of lead. A LCP survey cannot determine the safe level of lead for the purpose of paint-disturbing activities, but is intended to provide guidance as to the locations of LCP. Employers and contractors may use this information to better determine where worker exposures to airborne lead may occur and, through the interpretation of LCP concentration data, assess the potential magnitude of exposure to their employees and identify the controls necessary to limit health risks.
