About this file
This document provides a justification for a single source award for a construction project at the Department of Veterans Affairs Medical Center in Providence, Rhode Island. The project involves replacing boilers in Building 10 by completely preparing the site, demolishing existing structures, and furnishing labor and materials to install a new boiler system. Integration is required with the facility-wide Johnson Controls Metasys direct digital control system and Pegasys physical security system for monitoring and control. Using different manufacturers' systems would significantly increase costs and could cause operational issues since the existing campus systems have been standardized on Johnson Controls equipment for many years. The construction project will be competed as a Service Disabled Veteran Owned Small Business set-aside with an estimated total value of $138,293.

This justification is to support the construction project to Replace Boilers in Building 10 at the VA Medical Center, Providence, RI that will be awarded as a firm fixed price contract. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, furnish labor and materials and perform work as required by drawings and specifications.
The objective of the project is to fully replace the boilers and associated equipment within Building
10. This justification is for Other Than Full and Open Competition for the procurement of certain construction materials. The use of a particular brand name for the items listed below accommodates standardization of these items throughout the facility.
a. Metasys Direct Digital Control System
i. Johnson Controls, Inc. (JCI)
b. Pegasys Physical Security System
ii. Johnson Control, Inc. (JCI)
The scope includes everything necessary to construct a functional building that meets requirements for full architectural and mechanical renovation including installation, programming, and full integration into the existing Johnson Controls Metasys Direct Digital Control (DDC) System and full installation of a physical security system and integration into the existing Johnson Controls Pegasys Security System. Work includes general construction, alterations, mechanical and electrical work, utility systems, and necessary removal of existing structures and construction. The HVAC controls and steam systems monitoring equipment to be installed must tie into the hospitals current DDC System (Metasys) to control, monitor issues associated with new equipment to ensure the required hardware, programming and technical support enable the new boiler control package to communicate with the existing Building Automation Control (BAC) BACnet Internet Protocol (IP). The Physical Security System (Pegasys) to be installed consists of electronic locks, card readers, Code Blue Alarm, Code Gray Alarm, keypads, alarm devices and ancillary equipment for security/intercom to tie into the existing (Pegasys) physical security system in place throughout the hospital.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The items identified above in paragraph 2. have been standardized throughout the Providence, VA Medical Center located at 830 Chalkstone Avenue, Providence, RI 02908 for many years. Installing a different manufacturers’ system will create significant duplication in cost for the facility, and in most cases the equipment will not function properly. The specific impact for not using brand name items is as follows:
a. Direct Digital Control System
i. Johnson Controls, Inc.
ii. Impact: The DDC controls for Building 10 are to tie into the existing Johnson Controls (JCI) Metasys DDC building management system at the Providence, VA Medical Center which controls and monitors the entire existing medical center HVAC system. The Johnson Controls Metasys DDC building management system (BMS) is the exclusive proprietary campus wide system used at the facility. The use of JCI components and controls to be tied into the JCI Metasys systems ensures a seamless integration in which the BACnet capabilities of the system can be utilized with use of the existing components. If equipment from a manufacturer other than Johnson Controls is used for the Boiler HVAC system and its ancillary controls, a seamless integration into the hospitals BMS and reliable operation to function would not be possible. Additional components would need to be installed to support the equipment as well as a significant number of unstable programming points which would be needed to achieve monitoring and control of the Boiler HVAC system. Unstable programming points significantly increase the change of the control system failing in areas under its control going out of temperature and relative pressure compliance which must be kept under absolute control and relative pressures at all times.
b. Physical Security System
i. Johnson Controls, Inc.
ii. Impact: The site access and physical security system of Building 10 is to tie into the existing Johnson Controls (JCI) Pegasys building security system at the Providence, VA Medical Center which the entire existing medical center security systems is controlled and monitored by. The Johnson Controls Pegasys system is the exclusive campus wide physical security system used at the facility. The use of JCI components and controls to be tied into the JCI Pegasys system ensures a seamless integration in which the BACnet capabilities of the system can be utilized with use of the existing components. If equipment from a manufacturer other than Johnson Controls is used for the Boiler HVAC system and its ancillary controls, a seamless integration into the hospitals security system and reliable operation to function and operate successfully would not be possible. Additional components would need to be installed to support the equipment as well as a significant number of unstable programming points which would be needed to achieve monitoring and control for the Building 10 security system. Unstable programming points significantly increase the change of the control system failing in areas under its control.
4. Description of market research conducted and results or statement why it was not conducted:
The intent of the project is to not replace the current DDC System and Physical Security System in use throughout the facility. Using the current brand name systems for the components listed above is critical for the overall efficiency of the proposed project and the facility as a whole to minimize
Last Updated: 02/01/22 Page 3 of 3 risks, not incur additional costs and maintain familiarity for VA staff working with the controls and monitoring functions for the Boilers in Building 10.
In accordance with the Competition in Contracting Act (CICA), the components listed above are identified as brand name; however, the overall procurement will be competed as a Service Disabled Veteran Owned Small Business (SDVOSB) Set Aside. This justification for Other Than Full and Open Competition for brand name only will be posted to Contracting Opportunities with the solicitation.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106 1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. The items for which brand name approval is being requested are subsequent components to the overall construction project. This procurement will be competed and based on competition; the Contracting Officer will make a determination of fair and reasonable pricing prior to award.
