About this file

This document provides answers to questions from potential offerors on an amendment to a solicitation for upgrading primary care at a Department of Veterans Affairs medical center. The solicitation seeks offers to upgrade electrical, low voltage, and security systems at the primary care clinic. Key details include specifications for installing all wiring in conduit, extending conduits from devices to cable trays, names and models for the existing switchboard and transfer switch, availability of a recent protective device coordination study, requirements for relocating intrusion system components and keypads, the type of existing software and intrusion panels, a preference for traverse overhead lifts, and AISC certification requirements for structural steel installation. Offerors must acknowledge the amendment by the due date of August 6, 2020 at 2:00 PM EST for their offers to be considered.

The related federal contract opportunity attachment simply identifies the solicitation number, name, and agency as the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 1 seeking offers to upgrade primary care, but provides no further context.

4) DSCN0134

5) No further RFI's will be accepted.

6) Due date remains 8/6/2020 at 2:00PM EST.

All other terms and conditions remain unchanged

1. Specifications call for all raceways for branch circuits power and lighting to be in conduit.

Would it be acceptable to run conduit home runs to the first device and continue in wall partitions with Hospital Grade MC Cable? No, all wiring shall be in conduit.

2. The specifications call for conduit raceways from the telecom (voice, data, IT, TV) devices in the wall to the cable tray from each device or outlet. Would it be acceptable to run conduit raceway from the device or outlet to the ceiling area and then use J-hooks to the cable tray above drop ceilings? The cable tray is the primary cable management system and the conduits from the voice, data, IT and TV data drops will require being extended to the cable tray as to not require J-hooks.

3. Drawing 1-ES-600, has us installing new breakers in switchboard 1S-MDP and ATS#4.Would it be possible to get manufacture name and model number of the switchboard and ATS#4? The 1S-MDP is a new Eaton Pow-R Line C Switchboard (see data below). The transfer switch in question (we think that you are referencing to) is 1W- ATS#4 - it is an existing 600A transfer switch manufactured by ASCO (photos DSCN0133 and DSCN0134 attached).

4. The specifications section-260573, requests a “Overcurrent Protective Device Coordination Study” as part of our scope. This is typically an expensive study depending on the range of the study. Is this to be performed from the new breaker in the switchboard 1S-MDP and ATS#4 or do we need to go back to the utility source and switchgear in-between? If it’s just our new breakers and panels is there a study previously done that will give us the starting point information? There is a recent study that was completed for the entire facility and the study utilized SKM software. The study and data files will be made available to the successful Contractor for their use to complete a study to include the modifications to Primary Care Project. The revision and study should include new panel data, loads, conductors, conduit materials, lengths, etc.

as well as meet the requirements of 260573.

5. The specifications section-263353, calls for a UPS system, and drawing 1-ES-201C shows a UPS in IT room-1247. Is this UPS to be supplied and installed by the contractor? If so, the specifications do not indicate what size unit is to be provided? The UPS shall be sized to support the equipment being furnished under this Contract for nurse call and security systems (access control and cameras).

6. We recently received the following inquiry from SIEMENS the sole-source vendor for the VA’s system. SIEMENS is also requesting an additional site visit be scheduled which would be instructive in resolving these issues. They will need to see the NVR and existing access control panel locations to provide an accurate quote. Siemens is not the sole-source vendor for the VA System. The only sole source requirement for integration is the CCure 9000 Software. NVR and existing access control panels were shown on every site visit. There will be no additional site visits.

7. The Spec says we are adding to existing Panels.

a. Are there spare reader ports? There are no spares in any existing board but there may be room in the panel for additional boards. Additionally, some of the new readers are replacing existing and those ports can be reused.

b. If we need to add more reader ports we would need to know if there is room in the panels. All new card readers will need to be supported by new infrastructure. Without any reference to the location in the spec section that says this I cannot confirm.

8. What type of Software house panels are in place? iStar Pro and Altronix Maximal

9. What type of Intrusion system is in place? Gemini is in place for areas outside of the project area that feed through and need to be moved into 1103 Police Services. There are 8 keypads that need to be relocated.

10. Looks like an existing panel is being relocated. Do you need our tech to assist? If so to what extent? Not sure what is meant by existing panel as no drawing or location is referenced. If the IDS components it is answered in the question above. In general if an existing panel is called to be relocated in this project it will be required to be completed appropriately regardless of which sub the GC has do the work.

11. Do you know what type of ceilings are in place so we can include the correct camera mounting hardware? Ceiling are all new as called out in architectural drawings.

12. It is noted in the drawings to replace all existing NVR’s and POE switches--What is the number of existing NVR’s and POE switches? There is one NVR existing in the project area. Contractor will be required to provide new punch panels for all new and existing systems. POE switches are on the VA to provide and install.

13. For the overhead LikoRall 250 can a traverse or straight be resolved? A traverse is preferred

14. Structural Steel Specification calls for the structural steel installer to be AISC certified.

May this requirement be waived? Structural steel installer must be AISC certified.

15. On sheet 1-AF-103, above the Signage Schedule, is a note – “Refer to specifications – Addendum #3 for signage package information”. Where is this information? This information can be located in the appendices which was an attachment posted with Addendum 3.

16. Please Clarify - Section 085113 - Page 4 Paragraph 2.5 Aluminum Finishes Items A – D.

All of the approved Window suppliers are asking. Finish to be as noted in the specification under Section 085113 - Page 4 Paragraph 2.5 Aluminum Finishes Item D:

High-Performance Organic Finish (Three-Coat Fluoropolymer): Thermocured system consisting of inhibitive primer, fluoropolymer color coat, and clear fluoropolymer topcoat, with both color coat and clear topcoat containing not less than 70 percent polyvinylidene fluoride resin by weight complying with AAMA 2605.

17. Paragraph 2.5 items A, B, C & D are all different finishes and are differently priced as well. Please Clarify which of the four Finishes is to be used on the Aluminum Windows.

Color and Gloss: Provide physical sample(s) matching Architect’s initial sample.

18. The spec for shades (122400) says the manufacturer should be Mechoshade. Then in the fabric section (2.2, E., 3.) It lists Draper fabrics. These are 2 different manufactures and so they don’t mix. If they want Mechoshades they need to pick different fabrics. Or if they want Draper fabrics, I can price Draper shades. Draper as the manufacturer with the specified fabrics are acceptable.

19. Another question- in the plans on page 1-AF-104 in the miscellaneous finish notes area, could you please let me know what is meant by “VV” or “VC” in notes 13-15. VV is VA supplied VA installed, VC is VA supplied Contractor installed so would tell the general contractor whether labor is required. And CC is Contractor supplied Contractor installed.

20. Please advise what color the Terrazzo tile shall be per the Finish Schedule 1-AF-104 custom color, Terrazzo Tile (TT-1A)? There is no specific color chosen in the design documents purposefully – that will be chosen during the submittal process but that the VA has the choice among custom colors that meet the specification requirements.

Per specification 096616, Terrazzo floor tile covering including accessories. Submitted terrazzo tile must allow for the designer’s choice of custom epoxy resin and custom aggregate options with a minimum of 80% aggregate fullness. Terrazzo tile must allow for up to 5 aggregate colors including up to 30% of recycled glass and/or mother of pearl chips. Terrazzo tile must have 1/8” grout line or smaller.

21. Please advise in the specs General Requirements 01 00 00 per the phasing can you please provide clarification of work to be allowed in spec section for phase 1. Phase 1 is just the temporary loading dock so no other work is anticipated on Phase 2 until Phase 1 is complete and ready to use.

22. Please advise how many days are to be allowed for the submittal process for this project. The intent of the project is that the vast majority of submittals will be approved prior to mobilization. This exact time is up for discussion once the contract is awarded but the VA was anticipating approximately 3 months.

23. On drawing 1-ES-600, the project requires new feeders to be run to existing switchgear in basement. The location of the following rooms needs to be indicated on one of the drawings so proper feeder lengths can be estimated.

Existing South Main Electrical Room See attached B1-Basement Plan Existing West Generator Building Electrical Room On drawing ES-001 Existing West Main Electrical Room See attached B1-Basement Plan

24. There is no electrical basement plan. Where is the location of the Main Switchgear?

See attached B1-Basement Plan and drawing ES-001

25. Signet provides quotes for the Northampton VA; however, for this project they have passed. Is there a particular vendor we should be using instead for this project? There is no specified manufacturer in the specifications. Contractor must meet all specifications.

Most systems are Rauland on this VA of which Signet is an authorized distributor. The VA does not require a sole source system for this project.
