About this file
This document is a New Examiner Training Validation Standard Operating Procedure (SOP) for Medical Disability Examination Office (MDEO) Vendors and Contract Examiners. It outlines the process for vendors to verify that new contract examiners have completed the required general and specialty certification courses prior to being scheduled for examinations. Vendors must maintain an active examiner roster, updating it weekly to indicate any changes, such as new examiners or examiners who are no longer active. The vendor must submit the updated roster to the MDEO Training and Development Team each Monday by 9:00 AM EST, and the MDEO team will respond by 6:00 PM EST each Tuesday with approvals for scheduling. The SOP also includes details on the required certification courses, the data dictionary for the new and active examiner rosters, and the overall purpose and background of the new validation process.
This SOP is related to a federal contract opportunity for the recompetition of the Medical Disability Examination (MDE) contract in Regions 1-4, solicitation number 36C10X25R0001. This is a draft Request for Proposal (RFP) under FAR 15 and FAR 12, with an Industry Day scheduled for August 13, 2024 and Phase 1 submissions due on August 26, 2024.

Purpose
The purpose of this document is to provide contract vendors the process required to verify if a new contract examiner has completed required certification training prior to scheduling their first examination.
| Background |
| Prior to being scheduled for any examination, a contract examiner must complete the General and Supplemental Certification Courses in accordance with Attachment Y of the contract. If an examiner will be completing Specialty Examinations, they must complete any required Specialty Courses prior to being scheduled for any Specialty Exam. The current MDEO oversight process for examiner training compliance involves an audit of completed exams to determine if examiners were compliant with training requirements at the time the exam was conducted. The new process will allow for verification that examiners completed the requisite training prior to conducting exams. Additionally, this process will allow MDEO to maintain a current roster of active examiners for all vendors. |
Vendor Procedures
1. A blank copy of Attachment Z will be housed on the Vendor SharePoint (SP) page. A folder for each vendor has been created in the Shared Documents page titled “New_Active Examiner Rosters – Training Team.”
2. For new examiners, vendors will use the Course Completion Dashboard and the Specialty Course Completion Dashboard to verify if new contract examiners have completed all required training. Examiners with confirmed training completion will be entered onto Attachment Z using the New Examiner Cert Roster tab. New examiners approved the prior week will be moved to the Active Examiner Cert Roster.
3. For existing active examiners, vendors will initially complete the Active Examiner Cert Roster with all current active examiners in their employment. Thereafter, vendors will maintain this roster by identifying any changes to the active examiner roster using the weekly spreadsheet submission. To indicate if an examiner is no longer active, change the font to red and use the strikethrough feature to indicate inactive.
Example:
4. Vendors will complete columns C – AC on the New Examiner Cert. Roster tab, columns A – AD on the Active Examiner Cert. Roster tab and Columns A – C on the Submission Date tab on the same schedule. If the contract examiner has not completed a particular Specialty Course the cell will be left blank. Please note on column F (NPI or Unique Identifier for International Examiners) you must use the individual examiner’s NPI number, not a company or vendor NPI number.
5. Each Monday, by 9:00am EST (except on Federal Holidays), vendors will upload an updated Attachment Z in the Pending Verification folder, which is in the New_Active Examiner Rosters – Training Team folder on (SP). The naming convention for the updated Attachment Z will use the current required upload date. Ex. 8.12.24 – VGM 24-30 – Attachment Z, 8.19.24 - VGM 24-30 – Attachment Z, etc.
6. By 6:00pm EST each Tuesday (except for weeks with a Federal Holiday), the MDEO T&D Team will verify the new contract examiners who have completed the required training. The MDEO T&D Team will respond by updating Attachment Z using columns A/B for approvals, and moving it into the Completed Verification folder on SP. The vendor may then schedule all approved contract examiners for exams.
