Invoicing Instructions Contractor Invoicing Instructions

The following information provides the contractor instructions for invoicing MDEO for the contracted services that have been provided.
I. General Invoicing Guidance
• Invoices must utilize the standard naming convention: Contractor Name_Region/District_Option Year_Year_Month of services invoiced (Ex: ABC_R1_OY1_2024_01)
• The contractor must use the pricing schedule in effect at the time of the contention completion date (RAP package available date) or contract modification date unless the Government states otherwise at the time of execution. For example, if the contention was completed in Option Year (OY)1, then OY1 pricing should be used to invoice for the completed results.
• The pricing must be based on the contention completion date, which is defined as the date the RAP was submitted to DAS “package available date”. If the contention was completed in Option Year (OY)1, then OY1 pricing should be used to invoice for the completed results.
• Retroactive invoicing is not permitted. Services must be invoiced no later than 90 days upon delivery to the Government.
• CLIN 0017 and Veteran Mileage Payments are the exception to the 90 day delivery rule.
• Invoice template must be filled in accurately and timely or the invoice may be returned.
• Invoice Submission platform: Monthly invoices shall be submitted in Tungsten which interfaces with IFAMS/IPPS (talk to Jen B to get lang that refers them to look at the contract) VA’s Electronic Invoice Presentment and Payment System – The Financial Services Center (FSC) in Austin, TX uses a third-party contractor, Tungsten, to provide electronic invoicing services, free of charge, to VAs vendor community. Please go to this website: http://www.tungsten-network.com/US/en/veterans-affairs/ and follow the instructions to login and submit electronic invoices.
• Pricing is activated based on the Negotiated Effective date, or Award date (date the Contracting Officer signed the contract or modification).
• In the event that a new CLIN is established or a new price is negotiated, Contractors will not be permitted to change invoicing amounts retroactively.
II. Travel Invoicing
• Examiner travel is invoiced at GSA rate (Per diem rates | GSA).
• Veteran mileage is invoiced at the 38 CFR rate (38 U.S. Code § 111 - Payments or allowances for beneficiary travel | U.S. Code | US Law | LII / Legal Information Institute (cornell.edu)).
• Mileage is reported to the 10th of a of a mile, and invoiced at the appropriate mileage rate times the reported mileage.
• Examiner time is reported to a quarter of an hour, and invoiced at the appropriate CLIN price times the reported hours.
• Mobile units are invoiced to the day.
• Requesting reimbursement for SMOT or examiner travel time, must be approved via the Special Authorization Portal prior to submitting the invoice (https://apps.gov.powerapps.us/play/e/default-e95f1b23-abaf-45ee-821d-b7ab251ab3bf/a/c38d0cca-5197-45e7-a175-4b34f409d33b?tenantId=e95f1b23-abaf-45ee-821d-b7ab251ab3bf).
• Invoicing MDEO for claimant travel reimbursement is done after the mileage reimbursement check has been cashed by the Claimant.
• When multiple appointments (including diagnostics) are conducted on the same day, the mileage to/from each location should be invoiced on separate invoice lines.
III. Medical Opinion Invoicing
• For requested medical opinions, to include embedded MO as identified in Attachment AK, the maximum number of MOs that can be invoiced is one per Examiner per DBQ for all examination types.
• Medical opinions may be requested with or without an accompanying contention specific Disability Benefits Questionnaire (DBQ),
* For requested medical opinions, with an accompanying contention specific DBQ, when no diagnosis is found, the Contractor shall not invoice for a MO.
o With the exception of undiagnosed illness for Gulf War, or when specifically requested as part of a Board of Veteran Appeals (BVA) remand or Regional Office request.
* For requested medical opinion(s) without an accompanying non-medical opinion DBQ, whether or not a diagnosis is found, the Contractor shall complete and invoice for medical opinion(s) similar to when there is an accompanying DBQ. This does not mean that an accompanying DBQ should be requested.
• Medical Opinions shall be invoiced under CLIN 0019G
IV. Medical Record Invoicing
Per the pricing schedule, there are two Medical Record Review CLINS.
•CLIN 0019E is for medical record review for non-TERA requests.
•CLIN 0019F is for medical record review for TERA requests.
Contractors shall invoice one medical record review (MRR) per examiner per ESR regardless of the number of DBQs.
