The purpose of this Amendment is to:
1. Take steps to establish a list of anticipated Prime Offerors for Phase II, to maximize team robustness in Phase II.
2. Make small updates to instructions within Attachment L, FORM 2C for consistency with RFP Section E language.
3. Make small changes to the RFP, 2C PHASE II: VIT PROPOSAL– CONTRACT MANAGEMENT & ADMINISTRATION (page 74 of 98).

The purpose of this Amendment is to:
1. Take steps to establish a list of anticipated Prime Offerors for Phase II, to maximize team robustness in Phase II.
Since release of the RFP, firms interested in becoming a Veteran Integrated Team (VIT) Partners (VITEPs/VITSOs) have requested information to facilitate connecting with potential prime contractors for ICSP. The number of firms seeking this type of contact information has increased since the distribution of Phase I Advisement Letters.
To maximize the opportunity for interested firms to contribute to team robustness in Phase II, the Government is offering the opportunity for Offerors intending to submit a Phase II proposal as a prime contractor (VITALs) to share Point of Contact Information that will be published in a future Amendment. Companies interested in participating as a partner can then use this information to contact Potential Prime contractors to discuss opportunities and join the team.
a. Submission of Contact Information for this purpose by Offerors intending to submit a proposal in Phase II is entirely voluntary. No information will be shared without express permission from a Phase II Prime Offeror. Therefore, any list of contacts provided is not expected to be all-inclusive (every Phase II offeror).
b. The potential Prime Offerors’ standing/ perceived standing (nature of Advisement Letter) will not be shared. Consistent with the Government’s previous Q&A response that “…the Government will not publish a list of viable VITALs/VITS”, only Company name and contact information will be included in the future Amendment (not perceived standing/whether viable/ not viable). Any Potential Prime Contractor whose information in included in the list is encouraged to share the results of its Advisement Letter with interested partners who reach out for good faith dealings.
c. To be included on the contact list, Phase II Prime Offerors interested in sharing contact information with potential partners should email the following information, Using Subject Line: “36C10X23R0058 | Phase II PRIME CONTACT INFORMATION for Amendment” to April Bloom (april.bloom@va.gov) and Allen Smith (allen.smith3@va.gov) no later than 10:00AM ET on Tuesday, August 29, 2023:

The Government cannot guarantee that emails not using the subject line format, or those received after the deadline above will be included in the Amendment. The Government’s intent is to publish the POC information in an Amendment sometime August 29 - September 1, 2023.

Attachment L form 2C language is updated consistent with the RFP. The language now reads:
“The proposal will be evaluated to ascertain the degree of risk and likelihood of success associated with the Offerors proposed structure to manage contractor onboarding and training, travel administration, budgeting and invoicing, and general contract executions and administration. The Offeror shall describe its proposed structure and plan to manage contractor onboarding and training, travel administration, budgeting and invoicing, and general contract executions and administration. If the VITAL is relying on partner support to assist in any areas of managing contractor onboarding and training, travel administration, budgeting and invoicing, or general contract executions and administration, offeror must provide a robust and detailed description of how the team member expertise and experience will be integrated and managed by the VITAL to enhance its ability to successfully manage contract activities.”
3. Make small changes to the RFP, 2C PHASE II: VIT PROPOSAL– CONTRACT MANAGEMENT & ADMINISTRATION (page 74 of 98).
The following language is added to the “Evaluation (How your Proposal will be evaluated)” column of the table:
“Offerors (VITALs) with prior experience in managing large IDIQ contracts with multiple concurrent task order awards (not relying in Partner Support for this experience) will result in greater Government confidence.”
