About this file
This is a Questions and Answers document from the Veterans Health Administration (VA) related to the CCN Next Gen Medical Indefinite Delivery/Indefinite Quantity (IDIQ) contract solicitation (36C10G26R0003). The document contains 92 numbered vendor questions with corresponding VA answers addressing clarifications on various aspects of the IDIQ contract and associated Task Order Proposal Requests (TOPRs) for Medical East and Medical West regions.
The solicitation establishes an unrestricted multiple-award IDIQ contract with no predetermined limit on the number of awardees. The VA does not intend to limit prospective offerors and will evaluate proposals based on corporate experience, veterans involvement/subcontracting, and price. Vendors may submit proposals for the IDIQ without submitting bids for the initial TOPRs (TOPR 0001 East and TOPR 0002 West), though vendors cannot bid on TOPRs without being on the IDIQ. The initial task orders have a three-year base period with two one-year option periods, while the IDIQ itself has a three-year base with two two-year option periods followed by two additional one-year option periods. Pricing for the IDIQ requires only labor rates for three positions: Senior Program Manager, Mid-Level Customer Service Representative, and Senior Trainer. Corporate experience must demonstrate performance covering multiple states, with offerors able to submit up to three contract references with a combined narrative limit of 25 pages. The contract is firm-fixed-price plus incentive and requires both oral presentations and written submissions at the TOPR level. Contractors must comply with all applicable HIPAA, federal, state privacy requirements, and VA directives regarding information security, with custom software development and outsourced operations to be located in the U.S. to the maximum extent practicable.

Question Number
Vendor Questions VA Answers
1 Will VHA consider a single-state Medicaid contract to qualify as and fully demonstrate the performance of services that “covers multiple states”?
Refer to Amendment 0004 for further clarity regarding Factor 1: Corporate Experience.
2 The list of TOPR attachments are enumerated alphabetically and labeled 'A' through 'W', but there are no attachments labeled 'T' or 'V.' Are there missing attachments (specifically 'T' and/or 'V') or did the labeling intetionally skip those alpha enumerations? (Refrence TOPR List of Attachments)
Refer to Medical TOPR East and West amendments 0001-01 (East) and 0002- 01 (West) for updated attachment information.
3 Under Factor 1, there is a reference to population served. What is considered the population? For example, is this a geographic area or characteristics of people?
(Refrence IDIQ Next Gen Medical Final RPP)
Under Factor 1, "population served" refers to the group of individuals or entities receiving the services under the contract reference being submitted.
4 Please confirm an Offeror can submit a bid for the IDIQ to be eligible for future business and not submit a bid for the current TOPR at this time. (Refrence B.5.1 Task Order Procedures / Page 8)
Per RFP Section B.5.2, an Offeror may submit a proposal in response to the IDIQ RFP but not submit a proposal for TOPR 0001 East or TOPR 0002 West.
5 There is not a questionnaire document in this IDIQ phase, will that be provided? Or will any questionnaire be included with each individual TOPR? (Proposal Submission & Structure)
There is no questionnaire required for the IDIQ proposal. See Section B.5.1 Task Order Procedures, of RFP for further information. For TOPR instructions, refer to TOPR section E.1 ADDENDUM TO FAR 52.212-1
INSTRUCTIONS TO OFFERORS—
COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES, for further information regarding the Questionnaires required at the TOPR level.
6 How far back in time do we need to go to maintain historical eligibility data for each Veteran to support retro processing of claims? (Data & Resource Planning)
Historical eligibility data should be maintained in accordance with TOPR PWS Section 12.3 as part of the accurate accounting of payments as eligibility data is used in determining proper payment.
7 Section B.4 states that Option Period I and Option Period II are each two (2) years long.
However, Section B.5.1 says that the initial task orders will have “one (1) three‑year base and two (2) one‑year option periods.” Because this does not match the option period lengths listed in Section B.4, should Section B.5.1 instead state “two (2) two‑year option periods”? Please confirm whether the wording in Section B.5.1 is a typo or clarify the intended Period of Performance for the initial task orders.
Section B.4 refers to the period of Performance for the IDIQ. Section B.5.1 refers to the period of performance for the task orders. The period of performance for the IDIQ as specified in RFP Section B.4 is correct. The PoP for the TOs as specified in RFP Section B.5.1 is correct.
8 Section 11.2.1 states that Table 40 outlines the VA Non-Reimbursement Code List.
Please clarity if the intent was to refer to the following table 43 as Table 40 does not appear to be included in the Attachment. Table 40 addresses prior authorization validation scenarios.
See amendment 0001 for the updated Attachment 2 - CCN Next Gen Medical Network Contractor Manual.
9 Section 14.11 states "Claims will be monitored for suspicious billing activity and rules to perform further evaluation will be applied and adjudication for those claims identified as potentially suspicious. Further review of these claims will be conducted to ensure claims are not improper or inappropriate." Please clarify if this is the contractors responsibility.
Yes, confirming this is the Contractor's responsibility, refer to Section 14.11 for further information.
10 Table 13, Ref.4, states "Contractor reviews the services requested, documentation and justification provided, and the scope of the Approved Referral then makes a recommendation for VA's consideration.". This obligation is not included within the East Manual. Please clarify if this only a West Manual obligation.
See amendment 0001 for the updated Attachment 2 - CCN Next Gen Medical Network Contractor Manual.
11 Is there an expectation/requirement to address VA members by their rank (e.g. on calls, in correspondence, etc.)?
No
12 We acknowledge that referral and authorization data reflect intent and approval for community care, but do not confirm whether care was ultimately delivered.
Can the VA please clarify whether it maintains data on actual CCN care delivery, such as completed encounters or paid claims, and if so:
1.The total number of CCN encounters or services delivered during the applicable period, and
2.The number of unique community providers that delivered at least one CCN service during that period?
We seek this information solely to better understand realized utilization and network participation levels in order to support accurate operational planning and network management assumptions.
Yes, VA owns and maintains all encounter and claims -based information that is passed through VA systems. Refer to Medical TOPR East and West Amendments 0001-01 (East) and 0002-01 (West) for the updated Attachment P for additional claims information.
13 Given the likelihood of enrollment volatility, will the VA accept multiple proposed "Prices per CLIN per year" that are based on enrollment brackets (e.g. 100,000-500,000 enrolled, 500,001-1,000,000 enrolled, etc.)?
SAC proposed response: No, refer to TOPR Sections B.4 and E.1
ADDENDUM TO FAR 52.212-1 INSTRUCTIONS TO
OFFERORS—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES
(CLIN structure and submission instructions) for pricing information.
14 In the Medical IDIQ Record of Questions, Amendment 0001 (dated 12/23/2025), Response to Question 6, VA states: “This solution is being competed full and open to align with the Government’s intent to promote maximum competition. VA will not limit prospective offerors to those who have commercial experience as large commercial carriers with a regional/national footprint.” Can the VA further clarify that prospective offerors who have commercial or Government experience with a regional/national footprint, that however are not commercial carriers are eligible offerors for an IDIQ contract award?
Refer to Amendment 0004 for further clarity regarding Factor 1: Corporate Experience.
15 In the Medical IDIQ Record of Questions, Amendment 0001 (dated12/23/2025), Response to Question 8, VA states: “Offerors do not have to demonstrate corporate experience in all areas defined in Section 1.2 of the PWS. Offerors who demonstrate adequate corporate experience, as described in Section E of the IDIQ RFP, for relevant services in one or more of the task areas described in Section 1.2 of the IDIQ PWS will be evaluated and considered for IDIQ contract award. The Government will evaluate and award task order / TOPR proposals in accordance with Section E of the TOPR.” Can the VA further clarify that prospective offerors who have commercial or Government experience with a regional/national footprint, are not commercial carriers, and demonstrate adequate corporate experience for relevant services in one or more of the task areas in Section 1.2 of the IDIQ PWS, such as for example: “12. Program Integrity (PWS 2.12)” and/or other task areas are eligible offerors for an IDIQ contract award?
Refer to Amendment 0004 for further clarity regarding Factor 1: Corporate Experience.
16 In the IDIQ RFP document (36C10G26R0003, dated 12-15-2025), FACTOR 1: Technical Evaluation: Corporate Experience (Page 102 of 121), the VA states: “The Offeror shall provide contract or task order references relevant to the requirements described in Section 1.2 in “Attachment 1- CCN Next Gen – Medical IDIQ PWS” of this RFP that demonstrate performance of a cross section of services or a particular service, providing the implementation, program management, and IT integration capabilities that covers multiple states.” Can the VA clarify how the Factor will be evaluated should the offeror be responding to a subset of one or more of the task areas in Section 1.2 of the IDIQ PWS, as well as clarifying for the additional evaluation Factors?
Refer to Amendment 0004 for further clarity regarding Factor 1: Corporate Experience.
17 Will the Government kindly consider allowing 2 additional Industry Day attendees per prime bidder to enable participation of a full range of subject matter expertise needed to understand the full scope of the complexity of the CCN solicitation requirements?

21 Are letters of intent sufficient for the network submission? If not, what evidence of network is required?
Question is unclear however refer to TOPR PWS section 3.1.1 Medical Network Adequacy Plan for further information.
22 What is in the potential scope for additional Task Orders outside of Task Orders 1 West and 1 East? When would USDVA anticipate releasing additional Task Order Proposal Requests?
The scope of TOPRs will be defined in each individual TOPR issued under the IDIQ contract. The Government anticipates issuing multiple TOPRs over the ordering period of the IDIQ. For future task order competitions, the Government may allow partial or segmented proposals based on task order requirements, including but not limited to specific geographical areas, functional areas, or defined work segments.
23 What are the requirements to get on the IDIQ? For example, it appears that a “price schedule” is required for the Next Gen Medical TOPR, but what (if any) financial documentation is required of a party interested in getting on the IDIQ ”vehicle” but not necessarily bidding on the TOPRs? Or must a party bid on the TOPR to “qualify” for existing and future TOPRs?
To be eligible for award of the base IDIQ contract refer to Section E of the IDIQ RFP. To be eligible for a TOPR award refer to Section E of the TOPR. No, a vendor does not need to submit a proposal for TOPR 0001 or TOPR 0002 to be eligibile for IDIQ award.
24 The CCN Next Gen (NG) Medical TOPRs (East/West) regions condense the existing 5 VA CCN regions down to 2 regions. Does the USDVA contemplate different geographic allotments (i.e., new regions) at the end of the next base period contract (or after additional extensions) to encourage additional Offerors, especially those who would qualify under the initial IDIQ?
For future task order competitions, the Government may allow partial or segmented proposals based on task order requirements, including but not limited to specific geographical areas, functional areas, or defined work segments.
25 The CCN NG Medical IDIQ has 16 contract line numbers (CLINs) as part of the base Task Order. May an Offeror subcontract any of these CLINS, including those for administrative services (e.g., APM, claims processing)?
Per Section E of the TOPRs, Offerors may propose subcontractors to perform portions of the requirements, including requirements associated with specific Contract Line Item Numbers (CLINs), provided such subcontracting arrangements comply with the terms and conditions of the IDIQ contract, the applicable Task Order Proposal Request (TOPR), and all solicitation requirements
26 Does the Offeror have to demonstrate all three relevancy criteria for each PWS task that the Offeror is bidding against? Addtional Notes- Regarding Factor 1. E.2. Performance for all contract examples provided shall be ongoing or have occurred within five years from the date of this solicitation.
• A contract reference may address one or more of the relevancy criteria listed below.
However, relevancy criteria 1, 2 and 3 below must be addressed at least once across all the contract references submitted.
1. Performance providing implementation of the related service/services covering multiple states
2. Performance providing overall program management of the related service/services covering multiple states
3. Performance supporting IT integration with the customer/client IT system to operate the related service/services covering multiple states
Refer to Amendment 0004 for further clarity regarding Factor 1: Corporate Experience.
27 How many Prime awardees does the Government anticipate awarding on the IDIQ and what is the anticipated distribution across disadvantaged categories?
The Government does not intend to limit the number of IDIQ holders and is unrestricted.
28 Page 45 of 59 under FACTOR 4: Price mentions that VA will prepopulate certain CLINS, including CLIN X017. However, CLIN X017 is not defined in the TOPR solicitation document, nor is it included in Attachment 3. Please advise.
Updated language will be reflected in an upcoming TOPR amendment.
Please continue to track sam.gov for updates.
29 Page 48 of 59 lists Optional subCLINS X015AA, AB, AC, AD and AE – please confirm these are subCLINS X016.
Refer to TOPR 0001-03 amendment for updated information.
30 Past Performance Questionnaires: Are past performance questionnaires (PPQs) or similar client-submitted evaluation forms required as part of the IDIQ proposal response?
PPQs are not applicable at the IDIQ level.
Per TOPR Section E.1, Past Performance Questionnaires (PPQs) shall be completed in accordance with Factor 2.
31 Subcontractor Qualifications: May Offerors include the qualifications, past performance, and key personnel of proposed subcontractors or vendors that are formally committed to the team as part of the evaluation?
Yes, however the Government will not separately evaluate the independent qualifications, past performance, or key personnel of proposed subcontractors or vendors under Factor 1 – Technical: Corporate Experience, except where a Joint Venture is itself the Offeror.
Subcontractor participation is evaluated under Factor 2 only for purposes of veterans’ involvement and small business subcontracting goals.
Named subcontractor key personnel are not evaluated as a distinct element under any evaluation factor of the IDIQ.
32 The IDIQ RFP references a Table 5, under Factor 3: Price “Offerors shall submit their price in a table within the Price Volume (reference Table 5- Price Volume Table below) and provide an explanatory narrative that the Offeror provides as the basis for their proposed price for each labor category. It appears to be missing from the provided attachments. Can the government confirm whether there is a standardized pricing table required for submission and, if so, provide the missing document or guidance? (Pricing)
Refer to Amendment 0007 for updated Table 3 information.
33 For IDIQ, please confirm that the only labor categories for which you require completed pricing are the following roles:
1. Program Manager, Senior
2. Customer Service Representative, Mid-Level (Journeyman)
3. Trainer, Senior Please confirm that these roles represent the full scope of required pricing for the IDIQ?
(Pricing)
Yes, this is correct.
34 The TPA TOPR states that the CO will notify the contractor to initiate health care delivery.
Under an APM model, will contractors have the flexibility to stagger health care delivery (Contract) implementation by geographic region, or are there specific timing requirements they must follow? (Contract)
Any proposed start-up and implementation milestones, including a staggered approach, must be identified in the contractor’s implementation plan and accepted by the CO. The VA will need to agree to the proposed timing requirements to ensure alignment with the overall project objectives and scheduling.
35 What is the definition of a VA-identified preferred provider? TPA TOPR, page 21.(Network)
See TOPR Section 20 of Attachment 1 - TOPR PWS.
36 Does the VA expect the contract to employ FIPS 140-2 validated encryption modules (i.e., modules with FIPs certificates) or can Contractors use encryption modules that comply or are equivalent to the FIPS 140-2 allowed algorithms and protocols? IDIQ B11
Proposed response: Refer to IDIQ RFP Section B.11.2(h) for further information.
37 To what extent will Privacy requirements as determined by the VA Privacy Service differ from current applicable HIPAA, federal, and other State level privacy requirements?
IDIQ B11
The contractor must adhere to all HIPAA, federal and state privacy requirements as well as those outlined within the IDIQ RFP.
38 The statement in IDIQ B11 ‘Offerors, contractor personnel, and subcontractor personnel shall be subject to the same Federal laws, regulations, standards, and VA Directives and Handbooks as VA and VA personnel regarding information and information system security’ seems very broad. Could the government clarify its intent regarding the expectations for contractors? Specifically, are contractors required to implement policies, procedures, and systems to fully align with these directives, or is compliance limited to certain aspects?
Yes, Offerors, contractor personnel, and subcontractor personnel shall be subject to the all Federal laws, regulations, standards, and VA Directives and Handbooks VA and VA personnel regarding information and information system security.
39 Is the intent of Section 2.4, Eligibility Management, to address and close existing technology gaps between TPAs and healthcare providers?
VA's intent of "Section 2.4 Eligibility Data Management" is to define how the contactor will receive and exchange enrollment and eligibility data with the
VA.
40 If an entity is awarded as a prime contractor for one solution, will that prime contractor have visibility into all future task orders that are issued?
Per Section B.5.3 of the IDIQ RFP: Multiple- Award IDIQ Structure and Task Order Competition. This solicitation is designed to establish pools of IDIQ contractors eligible to compete for future Task Order Proposal Requests (TOPRs) issued under the IDIQ contract. Task orders will be competed among IDIQ contract holders in accordance with FAR 16.507, the terms of the base IDIQ contract, and applicable statutory and regulatory requirements.
41 What is the anticipated start date of healthcare delivery under the TPA Task Order? Refer to 2.3 in the East and West TOPR PWS for further information regarding healthcare delivery.
42 If an offeror can show adequacy for multiple geographies within a Region (ex: Texas, Kansas, Iowa) but not the entire Region, will that be considered a compliant submission and eligible for an award? (Tab "PRS - East," cell F5 (and other, related cells) (and corresponding cells in the excel file for West)). (Attachment C Performance Requirement Summary_Medical East_IDF.xlsx (and corresponding file for West)).
Revised questions from 58-61

43 Will VA distribute a list of registrants / attendees for the pre-proposal conference before, during or after the conference on January 22nd? Revised questions from 58-61
A list of registrants/attendees will not be issued. A video of the conference has been posted to SAM.gov via amendment 0005.
44 If an offeror can show adequacy for multiple geographies within a Region (ex: Texas, Kansas, Iowa) but not the entire Region, will that be considered a compliant submission and eligible for an award? (Tab "PRS - East," cell F5 (and other, related cells) (and corresponding cells in the excel file for West)). (Attachment C Performance Requirement Summary_Medical East_IDF.xlsx (and corresponding file for West)).
Revised questions from 58-61
Refer to Amendment 0004 for further clarity regarding Factor 1: Corporate Experience.
45 C.21(c)(4) Contractor's operations related to custom software development and other outsourced operations must be located in the U.S. to the maximum extent practicable.
Question: Would the VA please define "maximum extent practicable".
VA defines "maximum extent practicable" as custom software developments and outsourced operations occurring within the states, unless doing so is not feasible due to legitimate constraints as outlined in RFP Section C21.d.
46 Please confirm which volume should include the Acknowledgment of Amendments document.
Refer to Table 1 of the IDIQ RFP for volume information.
47 The Government intends to make single Task Order award from this solicitation. ...k. As a result of this solicitation, the Government anticipates awarding a single Task Order to the Offeror whose proposal conforms to the solicitation requirements and represents the Best Value to the Government.SF1449 block 20 seems to conflict with the single task order language by stating "This procurement effort may result in up to three Task Orders". Is it the government's intention to award the East Region to a single TPA? Does the VA expect offeror to price the entire East Region in a single TOPR offer? Or, does the VA expect offeror's to price three separate VISNs or "CCN NG Regions" (as noted in Attachment P, Column B)? (E.1. General Instructions, page 21)(East/West RFP)
See TOPR Amendments 0001-03 (East) and 0002-03 (West) for updated information.
48 The solicitation requests pricing for the IDIQ and associated Task Orders; however, the Period of Performance (PoP) start and end dates are not specified. Please provide the anticipated PoP dates (including implementation, base, and option periods) so offeror's can appropriately plan for staffing, pricing, inflation, system development, timelines, etc.
Refer to Section B.4 of the IDIQ RFP and Section B.2.1 of the TOPRs for the respective PoPs.
49 EAST RFP page 1 & 6, Attachment P tab "Enrolled Vets"The Task Order states that this procurement effort may result in up to three task orders to one awardee, while the Performance Work Statement (PWS) identifies all East states but further breaks them into three geographic regions in the Attachment P volume data. Additionally, the TO specifies three (3) year base period and two (2) 12 month option periods. Can the government please clarify whether the referenced "up to three task orders" corresponds to either:
1) the three geographic regions identified in the Attachment P volume data,
2) the base period plus two option periods, or
3) another intended task order structure? Clarification is requested to ensure offerors properly structure pricing, staffing, and technical approaches. Without clear understanding offerors may need to increase price due to risk or choose not to submit because risk is too great.EAST RFP & Attachment P
See TOPR Amendments 0001-03 (East) and 0002-03 (West) for updated information.
50 West RFP page 1 & 6, Attachment P tab "Enrolled Vets" The Task Order states that this procurement effort may result in up to three task orders to one awardee, while the Performance Work Statement (PWS) identifies all West states but further breaks them into two geographic regions in the Attachment P volume data. Additionally, the TO specifies three (3) year base period and two (2) 12 month option periods. Can the government please clarify whether the referenced "up to three task orders" corresponds to either:
1) the two geographic regions identified in the Attachment P volume data,
2) the base period plus two option periods, or
3) another intended task order structure? Clarification is requested to ensure offerors properly structure pricing, staffing, and technical approaches. Without clear understanding offerors may need to increase price due to risk or choose not to submit because risk is too great.West RFP & Attachment P
See TOPR Amendments 0001-03 (East) and 0002-03 (West) for updated information.
51 Does the VA anticipate awarding any IDIQ contracts to vendors that do not bid on TOPR 1 and TOPR 2? Page 4, Section 1.4 IDIQ Contract Performance Management.
Attachment 1 - CCN Next Gen Medical IDIQ PWS.
As stated in Section B.5.2, Offerors are not required to submit a proposal for TOPR 0001 or TOPR 0002 to be eligible to IDIQ award.
52 B.5.1 Task Order Procedures states, "Period of Performance (PoP) consisting of one (1) three-year base and two (2) one-year option periods". This is inconsistent with B.4 IDIQ Administration Data that shows Option Periods I-III are 2 years each:
• Base Period: Three (3) years
• Option Period I: Two (2) years
• Option Period II: Two (2) years
• Option Period III: Two (2) years
• Option Period IV: One (1) year Can VA please clarify?Task Order Procedures. B.5.1. 36C10G26R0003 Next Gen Medical vFINAL 12.14.25_JP
The PoP as stated in Section B.4 of the IDIQ RFP is correct. The PoP as stated in Section B.2.1 of each TOPR is correct.
53 Attachment P seems to have errors with Gulf Coast MS and Nebraska-Western IA (Omaha) showing in the east. Please clarify. Attachment P – Health Care Historical Volumes and Estimated Enrollment and Eligibility
Refer to Medical TOPR East and West Amendments 0001-01 (East) and 0002- 01 (West) for the updated Attachment P.
54 The Dialysis Rurality tab includes no volume data. Please provide or clarify.Attachment P – Health Care Historical Volumes and Estimated Enrollment and Eligibility
Refer to Medical TOPR East and West Amendments 0001-01 (East) and 0002- 01 (West) for the updated Attachment P.
55 Please clarify the order of importance of the factors. Factor 3 (Veteran Involvement/Subcontracting) is not included in the relative order of importance. Price is also listed as Factor 3 instead of Factor 4 in this paragraph. Relative Order of Importance.Next Gen Medial TOPR West vFINAL 12.14.2025_JP
Refer to Medical TOPR 0001-01 East Amendment for the clarified order of importance of evaluation factors. This change also applies to Medical TOPR West.
56 Factor 3: Veteran Involvement. Please clarify what is meant by "Non-Veteran offerors proposing to use certified SDVOSBs or VOSBs as sub-Offeror will receive some consideration under this evaluation factor." How is "some consideration" defined?Basis for Award.Next Gen Medial TOPR West vFINAL 12.14.2025_JP
Refer to clause 852.215-70 in Section E of the IDIQ RFP and TOPRs.
57 Please confirm whether the Contractor will be evaluated for ability to assess the entire CCN region (East/West) or if regional approaches within the selected region would be considered under this solicitation?
Refer to Section E.2 ADDENDUM TO FAR 52.212-2 EVALUATION— COMMERICAL ITEMS of each TOPR for further information regarding the evaluation criteria and methodology the Government will use to evaluation TOPR proposals.
58 For IDIQ Solicitation Factor 3: Price, please confirm that the Pricing Volume for the IDIQ contract must contain only labor rates for the three labor categories described in Table 3 on page 105 and a narrative that the Offeror provides as the basis for their proposed price for each labor category. No other pricing information is required.
Confirmed
59 Orals are listed as Phase 1 of the TOPR. Will orals be held before submission of proposals?
No, see evaluation instructions in FAR 52.212-1, Instruction to Offerors, included in the Solicitation.
60 Will the three included references be contacted directly by the VA? Per to Section E.1 ADDENDUM TO FAR 52.212-1 INSTRUCTIONS
TO OFFERORS— COMMERCIAL PRODUCTS AND COMMERCIAL
SERVICES, the Government reserves the right to contact customers.
61 Would you share the attendee list for the teaming opportunities especially for small business?
No
62 How many IDIQ awardees are you planning? VA does not intend to limit the number of IDIQ awardees.
63 If you are awarded a Medical contract, will there be task orders beyond
East and West? If yes, can you give examples of what those TOPRs will be?
Per Amendment 0006, The Government anticipates issuing multiple TOPRs over the ordering period of the IDIQ. At this time, there are no examples of future TOPRs outside the scope of the currently issued TOPRs 1 and 2.
64 As a digital chronic condition management solution, we anticipated seeking administrative partners to support CCN. However, it seems we qualify for factor 1 based on 3rd party eligibility term. Do you have advice or anticipated implications for which path we take?
The Government will not advise vendors on proposal strategy.
Refer to the RFP, TOPRS and PWS for propsal development.
65 Factor 1 Corporate experience what - what does this mean? "Corporate experience demonstrating performance of a cross section of services" and "provide an example of "cross section of services"
A cross section of services refers to a mix of services that spans multiple tasks outlined in the IDIQ PWS, rather than being limited to a single task area.
66 Task order responses. IDIQ holders must respond to all TOPRs. Will holders only be required to respond to TOPRs in their designated/submitted task areas or all?
Per Section B. 5.1 of the RFP, while CCN Next Gen – Medical contractors are not required to propose on all TOPRs for which they are afforded the opportunity, they are expected to respond to all. Contractors unable to perform the requirements as stated in a TOPR must submit a “no-bid” statement to the CO with a brief, yet specific, explanation.
67 Will IDIQ holders have access to view all TOPRs if they are only applying to one task area?
The Contracting Officer (CO) will issue a Task Order Proposal Request (TOPR) to the contractor via email. As requirements for CCN Next Gen – Medical are identified, contractors will be provided a fair opportunity to compete for all task order awards, unless one of the exceptions applies. Refer to Section B.5.1 of the RFP for further information.
68 Is this a VETS First contracting opportunity? What are the SDVOSB set-aside goals at the IDIQ and TOPR level?
The IDIQ, TOPR 0001 and TOPR 0002 are Unrestricted. Refer to IDIQ RFP Section B.5.3 for more information regarding future TOPR set aside strategy.
69 Does past performance of supporting VA, a national level healthcare provider, meet the multiple state requirement?
Refer to Amendments 0004 and 0005 for details regarding the Corporate Experience Factor.
70 Can a company submit for the IDIQ and not submit a bid for TOPR 1 and
TOPR 2?
Yes, per Section E.4 ADDENDUM to FAR 52.212-2 EVALUATION— COMMERICAL ITEMS, Vendors are permitted to submit proposals for the IDIQ but not the TOPRs.
71 May vendors bid on TOPRs without being on the IDIQ? No.
72 Does the contractor experience, at the IDIQ level, have to come from the submitting entity or can it span the parent company or corporate structure?
Offeror should refer to section E2 of the IDIQ RFP. "The Offeror may provide work they performed as a subcontractor, however, the SOW/PWS/requirements document submitted must be associated with their subcontract, not the prime contract if they were not the prime contractor"
73 Please confirm that IDIQ corportate experience must be based on past performance of the prime entity. Subcontractor experience is not relevant, and for Joint Ventures it must be based on past performance of the JV entity, and not the past performance of the JV partners which is inherited by the JV.
Past Performance is not applicable to the IDIQ. Refer to Amendment 0004 for further clarity regarding Factor 1:
Corporate Experience.
