About this file

This is Amendment 0002-08 to Solicitation 36C10G26R0003, issued by the U.S. Department of Veterans Affairs OPAL Strategic Acquisition Center on March 20, 2026. The amendment updates language in the Request for Proposal (RFP) for TOPR West, provides an updated Attachment 3 Price Schedule (version 3), and introduces a new Attachment Pa containing CCN Legacy Vaccination_Medication Volumes. All other terms and conditions remain unchanged.

The amendment implements ten substantive changes to the CCN Next Gen Medical TOPR 0002 West solicitation. Key modifications include: (1) renaming CLIN X003 to "Seasonal Vaccinations and Adult Immunizations" and expanding its scope to include VA-approved adult immunizations priced using Medicare rates and methodology rather than awarded prices; (2) changing the pricing methodology for CLINs X006 and X007 from Average Sale Price (ASP) to Average Wholesale Price (AWP) for brand name and generic medications; (3) adding a new requirement for offerors to disclose their socioeconomic status (SDVOSB, VOSB, SB, WOSB, EDWOSB, HUBZone SB, 8(a), or Large Business) in their proposals; (4) updating the Price Schedule reference from the base version to version 3; (5) adding explicit evaluation methodology for Total Evaluated Price (TEP) that applies Government-calculated pricing assumptions equally across all offerors for both unit-priced and percentage/rate-based CLINs; and (6) incorporating a new attachment detailing historical vaccination and medication volumes. The solicitation requires offerors to acknowledge receipt of the amendment prior to the proposal due date and maintain continuous SAM registration throughout the evaluation process and at time of award.

Late proposals will not be accepted for evaluation. To avoid submission of late proposals, we recommend the transmission of your proposal file 24 hours prior to the required proposal due date and time. CHANGE 10:

Section E.2 ADDENDUM TO FAR 52.212-2 EVALUATION— COMMERICAL ITEMS, Factor 4: Price, Evaluation Criteria (c ) is hereby changed as follows:

FROM:

c) Total Evaluated Price (TEP): To determine Best Value, the Government will use the

TEP for each Offeror. For purposes of evaluation, the Government will calculate the

Total Evaluated Price (TEP) using a standardized methodology that converts all proposed pricing inputs including unit-based pricing and percentage-based pricing into evaluated price values. Where percentages are required, the Government will apply the

Offeror’s proposed percentage rates to the applicable pricing assumptions, estimated quantities, or evaluation scenarios defined within the pricing template to derive a comparable evaluated dollar value. The TEP will then be calculated as the sum of all priced CLINs using this standardized approach.

c) Total Evaluated Price (TEP):

The Government will evaluate price for all Offerors in accordance with Section E. All pricing assumptions, Government-specified estimated quantities, and evaluation scenarios will be applied equally and without deviation across all Offerors to ensure a fair and consistent evaluation.

Unit-Priced CLINs. For CLINs priced on a unit basis, the Government will calculate the evaluated amount by multiplying the Offeror’s proposed unit price by the

Government-specified estimated quantity or volume for each year of the period of performance.

For example (for illustrative purposes only): if an Offeror proposes a unit price of $10 per vaccine and the Government estimates 5,000 vaccines, the evaluated amount for that CLIN is $50,000.

Percentage- or Rate-Based CLINs. For CLINs priced as a percentage or rate, the

Government will apply the Offeror’s proposed percentage or rate to the applicable

Government-calculated pricing assumptions, or estimated quantities, or evaluation scenarios for each year of the period of performance to derive a comparable evaluated dollar amount.

For example (for illustrative purposes only): if an Offeror proposes a rate of 110% and the Government’s calculated pricing assumption is $2,000,000, the evaluated amount for that CLIN is $2,200,000.

Total Evaluated Price (TEP). The evaluated amounts for all priced CLINs will be summed for each year of the period of performance and then aggregated across all years to determine each Offeror’s Total Evaluated Price (TEP). This standardized methodology ensures consistent comparison across all Offerors.”
