About this file
This is Amendment 0002-07 to Solicitation 36C10G26R0003 issued by the U.S. Department of Veterans Affairs, OPAL Strategic Acquisition Center, dated March 13, 2026, for the CCN Next Gen – Medical TOPR West task order 0002. The amendment updates RFP language and does not extend the offer receipt deadline. Offerors must acknowledge receipt of this amendment prior to the solicitation closing date by completing the amendment form, acknowledging receipt on each copy of their offer submission, or sending separate written or electronic communication that references both the solicitation and amendment numbers.
The amendment includes four substantive changes to the proposal submission and evaluation requirements. Change 1 revises the email subject line format to require inclusion of the contract ID code (36C10G26RXXXX), task order designation, volume number, and email sequence notation. Change 2 modifies file packaging instructions to mandate that offerors separate proposals into separate emails rather than compress files into .zip format, with complete volumes contained within single email transmissions due to VA Network Security Operations Center security restrictions and 10 MB email size limitations. Change 3 removes language excluding predecessor companies from past performance consideration and clarifies that PPQ questionnaires completed by the reference point of contact must be returned directly to the Contracting Officer and CCNNextGenInquiries@va.gov no later than the solicitation closing date. Change 4 modifies the Veteran Involvement/Subcontracting Plan evaluation factor language to clarify that VOSB offerors receive "partial credit" rather than "some consideration," and that non-Veteran offerors using SDVOSBs or VOSBs receive "some consideration," while emphasizing the government's requirement that offerors honor evaluation factor commitments throughout contract performance. All other terms and conditions remain unchanged.
