About this file
This is Amendment 0013 to a Request for Proposal (RFP) for the Community Care Network – Next Generation Medical IDIQ contract (36C10G26R0003) issued by the U.S. Department of Veterans Affairs, OPAL Strategic Acquisition Center on March 13, 2026. The amendment updates RFP language and publishes additional responses to questions and answers (questions 1418–1442). The amendment is not extended, meaning offerors must acknowledge receipt prior to the original proposal deadline or face rejection of their offers.
The amendment includes five substantive changes to the RFP: (1) revision of the proposal submission email subject line format to include volume and email numbering; (2) clarification that offerors shall (rather than are encouraged to) separate proposals into multiple emails due to VA's 10 MB file size restrictions and temporary blocking of compressed (.zip) files; (3) updated guidance on Explanation of Benefits (EOB) template customization, specifying that contractors may customize templates provided they meet all required data elements and regulatory requirements and that timeliness requirements and performance-based penalties are detailed in the Performance Work Statement (PWS); (4) revision of commercial subcontracting plan requirements to comply with FAR 19.206; and (5) clarification that network providers furnishing direct medical services to Veterans under the Veterans Community Care Program are not treated as Federal contractors or subcontractors for Service Contract Labor Standards purposes. Additionally, the amendment revises evaluation credit for Veteran-Owned Small Businesses (VOSBs), changing from "some consideration" to "partial credit" for Veteran-owned small business status and modifying credit allocation for non-Veteran offerors proposing SDVOSB/VOSB subcontractors from "partial consideration" to "some consideration."

Instructions, Conditions, and Notice to Offerors, is hereby changed as follows:

CHANGE 2:
The following language in section E. 3 ADDENDUM to FAR 52.212-1 INSTRUCTIONS
TO OFFERORS — COMMERICAL PRODUCTS AND COMMERCIAL SERVICES, C.
Instructions, Conditions, and Notice to Offerors, is hereby changed as follows:
h. File Packaging: Do not compress (zip) proposal files. VA Network Security Operations Center (NSOC) has temporarily blocked email attachments with the “.zip” extension as a mitigation measure against the ongoing world-wide ransomware event impacting many organizations. During this time, zip file extensions will be permanently stripped from email traffic and will not be recoverable. Due to VA email file size restrictions (10 MB), Offerors are encouraged to logically separate their proposal into separate emails (i.e. one email per Volume). If this is necessary, Offerors shall attempt to contain complete Volume within single email transmissions (and not split Volumes). Offerors are encouraged to review and ensure that sufficient bandwidth is available on their end of the transmission.

CHANGE 3:
The following responses to CCN NG Medical Record of Questions Amendment 0011 have been revised as follows:
• Question #488: Can the Contractor customize the EOB template while still meeting data and language requirements, and what are the timeliness requirements and associated penalties, if any, for mailing or providing electronic EOBs?
Please refer to the solicitation for detailed information. 'Some consideration' means that non-Veteran offerors proposing to subcontract with certified SDVOSBs or VOSBs will receive partial credit under this evaluation factor, subject to the discretion of the VA.
TO:
The Contractor may customize the EOB template provided it meets all required data elements, language, formatting, and regulatory requirements as specified in the PWS. Any proposed customization must not omit or alter mandatory information required for beneficiary comprehension or compliance.
Timeliness requirements for mailing or providing electronic EOBs are specified in the PWS. Contractors are expected to deliver EOBs within the prescribed timeframes. Failure to meet these timelines may result in performance-based penalties or deductions, as outlined in the PWS Incentive/Disincentive provisions. Offerors should reference the PWS for detailed requirements regarding timelines, reporting, and penalty mechanisms.”
CHANGE 4:
The following responses to CCN NG Medical Record of Questions Amendment 0011 have been revised as follows:
• Question #594: Large business commercial plan: Are commercial subcontracting plans acceptable or does the vendor still have to list small business names, UEI, etc.?
Offerors that qualify as large businesses may submit a Commercial Plan in accordance with FAR 19.704(d), if eligible. When submitting a Commercial Subcontracting Plan, Offerors are not required to list specific small business subcontractors by name, UEI, or contract specific dollar amounts at the time of proposal submission
TO:
Commercial subcontracting plans shall comply with FAR 19.206 (FAR Overhaul).
Change 5:
