About this file

This is Amendment 0012 to solicitation 36C10G26R0003 for the CCN Next Generation Medical contract issued by the U.S. Department of Veterans Affairs (VA), OPAL Strategic Acquisition Center, effective March 6, 2026. The amendment updates RFP language, publishes revised responses to four Questions and Answers, and provides a full conformed copy of the solicitation.

The amendment incorporates seven substantive changes to the solicitation. Change 1 modifies Section B.10 (Integrated Product Items) to clarify that the Government may develop IDIQ contract modifications and task order modifications through Integrated Product Teams rather than specifying only contract and task order modifications. Change 2 revises Section B.11 (IT Contract Security) to specify that FedRamp ratings are required "as required for each Task Order" and adds specific requirements for TOPR 0001 and TOPR 0002, mandating moderate FedRamp certification at proposal submission and high FedRamp certification from the start of Health Care Delivery through task order completion. Changes 3 and 4 simplify Q&A responses regarding small business team participation and IDIQ prime vendor subcontracting, removing conditional language. Changes 5 and 6 revise Q&As regarding veteran involvement for non-veteran-owned offerors, reversing previous guidance to require compliance with VAAR 852.215-70 and applicable SBA regulations rather than permitting alternative veteran demonstration methods. Change 7 modifies Section E.4 to change non-veteran offerors' consideration under the Veteran Involvement evaluation factor from "some consideration" to "partial consideration" when using certified SDVOSBs or VOSBs as subcontractors. The amendment does not extend the offer receipt deadline.
