About this file
This is Amendment 0007 to Solicitation 36C10G26R0003, issued by the U.S. Department of Veterans Affairs (VA), OPAL Strategic Acquisition Center on February 6, 2026. The amendment updates RFP language and provides responses to offeror questions, with all other terms and conditions remaining unchanged.
The amendment makes four substantive changes: (1) updates the date for FAR clause 52.204-13 (System for Award Management Maintenance) from November 2025 to October 2025; (2) modifies the Price Volume Table in the labor pricing instructions, reducing the option year pricing table from Option Years 1-9 to Option Years 1-4 only, while maintaining the three labor categories—Program Manager Senior, Customer Service Representative Journeyman, and Trainer Senior—each requiring hourly fully-burdened labor rates for the base year and option periods; (3) renames Table 3 Written Submission Ratings to Table 4 Written Submission Ratings in the evaluation criteria for Factor 1 (Technical - Corporate Experience); and (4) makes a grammatical correction in the Factor 3 Price evaluation language, changing "providing" to "proposed" for clarity regarding completeness review of pricing submissions. The amendment emphasizes that incomplete price submissions lacking all base year and option period pricing will result in proposal rejection, and no price realism analysis will be conducted. Offerors must acknowledge receipt of this amendment prior to the solicitation deadline or their offers may be rejected.
