About this file
This is Amendment 0006 to Solicitation 36C10G26R0003, issued by the U.S. Department of Veterans Affairs (VA) OPAL Strategic Acquisition Center on January 28, 2026. The amendment updates the Request for Proposals (RFP) for a multiple-award, indefinite-delivery, indefinite-quantity (IDIQ) contract for healthcare and pharmacy network services. The amendment modifies the Table of Contents, adds Section B.5.3 regarding Multiple-Award IDIQ Structure and Task Order Competition, and introduces Section B.7.6 on Rolling Awards. The contract is exclusive to the Department of Veterans Affairs and not available to other federal agencies without written approval from the contracting officer. Award of an IDIQ contract does not guarantee issuance of any task orders or obligate the Government to place orders with any specific contractor.
The contract will be competed among multiple IDIQ holders through Task Order Proposal Requests (TOPRs), with the Government conducting market research to determine whether small business set-asides are appropriate at the task order level. Initial Task Orders (TOPR 1 and TOPR 2) are not designated as small business set-asides and will be competed on an unrestricted basis. The Government reserves the right to on-ramp additional contractors and off-ramp contractors for performance issues, responsiveness, or eligibility violations. Evaluation criteria include Factor 1 (Technical – Corporate Experience), Factor 2 (Veterans' Involvement/Subcontracting Plan), and Factor 3 (Price), with non-price factors being significantly more important than price. The Government intends to evaluate and award proposals using a rolling award strategy, evaluating and issuing awards in batches, with Batch 1 including offerors submitting both IDIQ and TOPR proposals, and Batch 2 including offerors submitting IDIQ-only proposals.

Change 3:
The following subsection and language is hereby added to section B.5 Task Order Administration Data:
FROM:
B.5.2 On-Ramping/Off-Ramping
“On-ramping” and “off-ramping” processes may occur independently and will be conducted in accordance with FAR 16.504-4. The decision to “on-ramp” and “off-ramp” is at the sole discretion of the Government.
1. On Ramping:
a. The Government may utilize an On-Ramp to add Contractors under any circumstances, including in the event an Off-Ramp is exercised. The Government can exercise this right at its sole discretion. The Government may On-Ramp Contractors by any means necessary, including but not limited to, revisiting the original pool of CCN IDIQ Offerors deemed in the competitive range, and/or issuing a follow-on CCN solicitation with identical IDIQ requirements, terms, and conditions via the Government Point of Entry (GPE) at SAM.gov for evaluation. Awardees will be added to the pool of contractors for future Task Orders competition.
b. Contracts awarded via the “on-ramp” process will share in, but not increase, the previously established IDIQ ceiling. The “on-ramping” process will not extend the IDIQ ordering period.
2. Off-Ramping:
The Government may off-ramp Contractors at any time during the contract for performance issues, responsiveness, or eligibility at its discretion.
a. Performance:
Performance will be assessed/evaluated at the base contract and TO level.
Quality Assurance Surveillance Plan (QASP) and other performance measures as determined appropriate by the Government will be utilized. TO performance will be reported through CPARS. In the event of severe and/or multiple performance failures not remedied to the Government’s satisfaction, the Government reserves the right to off-ramp the Contractor at no cost to the Government.
b. Responsiveness:
Contractors are not required to submit a proposal for all TOPRs for which they are afforded the opportunity, in an effort to obtain maximum competition, they are expected to do so for all services they expressed interest in providing in their base IDIQ solicitation proposal. Contractors unable to perform the requirements as stated in a TOPR must submit a “no-bid” statement to the CO with a brief, yet specific, explanation. Repeated failure to provide a proposal or adequate rationale for failure to propose on the services identified in an Offeror’s IDIQ proposal may result in off-ramping at no cost to the Government.
c. Business Integrity and Conflicts of Interest (COI):
In accordance with the law and contract terms, Contractors are required to report suspected conflicts of interest and other business integrity issues (including organizational/personal conflicts of interest, improper buying-in, kickbacks, fraud, etc.) to the Contracting Officer. In cases where Contractors are self-reporting conflicts of interest, they are expected to present a mitigation plan to the Contracting Officer for consideration. Notwithstanding any other provisions of the law or this contract, failure to inform the Contracting Officer of suspected conflicts of interest or other business integrity issues, and/or failure to submit suitable conflict of interest mitigation could result in off-ramping at no cost to the Government.

B.5.3 Multiple- Award IDIQ Structure and Task Order Competition
The Government intends to award Multiple-Award Indefinite-Delivery, Indefinite- Quantity (IDIQ) contracts to establish a pool of qualified contractors capable of providing the required services across the full scope of this solicitation. Award of an IDIQ contract to a contractor does not guarantee the issuance of any task orders, nor does it obligate the Government to place orders with any specific contractor.
This solicitation is designed to establish pools of contractors eligible to compete for future Task Order Proposal Requests (TOPRs) issued under the IDIQ contract. Task orders will be competed among IDIQ contract holders in accordance with FAR 16.507, the terms of the base IDIQ contract, and applicable statutory and regulatory requirements.
Task Order Proposal Requests (TOPRs) and Set-Aside Strategy
The Government anticipates issuing multiple TOPRs over the ordering period of the IDIQ.
Based on market research conducted at the task order level, the Government will determine whether a small business set-aside is appropriate and, if so, will apply small business set-aside strategies in accordance with applicable laws and regulations.
If the Government determines that a full small business set-aside is not appropriate for a particular task order requirement, the task order may be competed using partial or tiered set-aside strategies, or on an unrestricted basis among all IDIQ contract holders, including large businesses, as designated in the TOPR. Subject to evaluation of market research and applicable regulations, the set-aside designation is at the sole discretion of the government.
Initial Task Orders (TOPR 1 and TOPR 2)
TOPR 1 and TOPR 2 are not designated as small business set-asides and will be competed on an unrestricted basis .
Eligibility to Compete at the Task Order Level
Only contractors awarded an IDIQ contract under this solicitation will be eligible to compete for task orders issued pursuant to this contract. For set-aside TOPRs, only those IDIQ contract holders that meet the applicable socioeconomic status identified in the TOPR at the time of the IDIQ award will be eligible to submit proposals. Consistent with the on-ramp provision in Section B.5.3 On- Ramping/ Off- Ramping, and to promote competition at the task order level, the Government reserves the right to on-ramp additional contractors onto the IDIQ contract prior to issuing a set-aside TOPR.
Change 4:

Factor 2: Veterans’ Involvement/ Subcontracting Plan
Factor 3: Price
B. RELATIVE ORDER OF IMPORTANCE
Proposals will be evaluated according to the following order of importance:
Factor 1 is more important than Factors 2. When considered together, all non-price factors (Factors 1 and 2) are significantly more important than Factor 3 (Price). Price is the least important factor.
C. EVALUATION CRITERIA AND METHODOLOGY
FACTOR 1: Technical - Corporate Experience

E.4 ADDENDUM to FAR 52.212-2 EVALUATION— COMMERICAL ITEMS
A. BASIS FOR AWARD
The Government intends to utilize a Rolling Award strategy for the award of this Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Subsequently, after the first IDIQ batch of awards are made, the Government intends to evaluate and award the two Task Orders, resulting from TOPR 0001 and TOPR 0002 to the most highly rated Offerors. This strategy will occur in two batches as described below.
Each batch of evaluation will be conducted independently and in accordance with the evaluation criteria set forth in section E.4.C of this RFP.
Batch 1: Submissions from Offerors proposing on both the IDIQ and at least 1 of the TOPRs
The Government will first evaluate IDIQ proposals from Offerors that have submitted:
a proposal for the IDIQ contract AND a proposal for TOPR 0001; or a proposal for the IDIQ contract AND a proposal for TOPR 0002; or a proposal for the IDIQ contract AND proposals for TOPR 0001 and TORP 0002
The Government will evaluate the IDIQ proposals based solely on the evaluation criteria for the IDIQ as stated in Section E.4 Addendum to FAR 52.212-2 Evaluation— Commercial Items.
The Government will evaluate TOPR proposals and issue task order awards only after all IDIQ proposals from Batch 1 offerors have been evaluated. All successful and unsuccessful offerors will be notified of the IDIQ award decisions prior to any task order evaluation and awards.
Batch 2: Submissions from Offerors proposing on the IDIQ only.
Following the completion of Batch 1, the Government will proceed to evaluate IDIQ proposals from Offerors who have submitted proposals for the IDIQ only, without an accompanying proposal for either of the published TOPRs 0001 and 0002. Consistent with the evaluation of Batch 1, the Government will evaluate these proposals based solely on the evaluation criteria for the IDIQ as stated in Section E.4 Addendum to FAR 52.212-2 Evaluation— Commercial Items. The only difference between the two batches is the order of the IDIQ proposals evaluation and award issuance. No additional evaluation preference or competitive advantage will be given to Batch 1 offerors.
This is a competitive acquisition for the award of commercially available services.
The acquisition will result in a multiple-award, Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Government intends to evaluate proposals in accordance with Section E of this RFP and award to the responsible Offerors that conforms to the solicitation, with a successful technical proposal and a price proposal that is found Fair and Reasonable. This procurement is being conducted in accordance with FAR subpart part 12 in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in FAR subpart part 15, VAAR 815, and evaluation factors herein after described.
The Offeror shall furnish adequate and specific information in its proposal response consistent with the instructions set forth in Section E.1. Failure to comply with the terms and conditions of the solicitation shall result in the Offeror being removed from consideration for award. In the event a proposal is rejected, a notice will be sent to the Offeror stating the reason(s) that the proposal will not be considered for further evaluation under this solicitation. The Government reserves the right to establish a competitive range in accordance with FAR 15.204.
FACTORS TO BE EVALUATED
In order to determine the offer providing the best value for the VA, Price and the following non-Price factors and subfactors will be considered:
Factor 1: Technical: Corporate Experience
Factor 2: Veterans’ Involvement/ Subcontracting Plan
Factor 3: Price
B. RELATIVE ORDER OF IMPORTANCE
Proposals will be evaluated according to the following order of importance:

2. Corporate experience in operating a healthcare and/or pharmacy network that includes a minimum of nine (9) U.S. states; OR
3. Corporate experience demonstrating performance of a cross section of services or a particular service providing the implementation, program management, and IT integration capabilities that covers multiple U.S. states
The following Technical ratings will be used for the evaluation:
Table 3 – Written Submission Ratings
Rating Definition
Outstanding Proposal demonstrates exceptional corporate experience, including operation of a healthcare/pharmacy network that processes significantly more than $200M in claims; or provides coverage in a geographic area of more than nine U.S. states; or repeatedly meets all three relevancy requirements 3a, 3b, 3c. Strengths far outweigh any weaknesses, and the risk of unsuccessful performance is very low.
Acceptable Proposal demonstrates adequate corporate experience, including operation of a healthcare/pharmacy network that processes a minimum of $200M in claims; or provides coverage in at least nine U.S. states; or meets all three relevancy requirements 3a, 3b, 3c. Unacceptable Proposal does not have the required corporate experience that includes operation of a healthcare/pharmacy network that processes a minimum of $200M in claims; or provides coverage in at least nine U.S. states; or fails to meet all three relevancy requirements 3a, 3b, 3c. The proposal contains one or more deficiencies and is not awardable.
An “Unacceptable” technical rating will render the Offeror ineligible for award and being excluded from further evaluations. No other volumes will be evaluated.
FACTOR 2: Veteran Involvement & Subcontracting Plan
For Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran- Owned Small Businesses (VOSB): An Offeror shall submit a statement of compliance that it qualifies as a SDVOSB or VOSB in accordance with VAAR 852.215-70, Service-Disabled Veteran-Owned and Veteran-Owned Small Business Evaluation Factors.
Eligible and certified service-disabled Veteran-owned small businesses offerors will receive full credit, and offerors qualifying as Veteran-owned small businesses will receive partial credit for the certified Service-Disabled Veteran-Owned and Veteran-Owned Small Business Status evaluation factor. To receive credit, an offeror must be listed at the time of submission of proposals and at time of award, as a certified SDVOSB/VOSB in the SBA certification database on the SBA Veteran Small Business Certification Program portal at https://veterans.certify.sba.gov/ (Vet13 CFR 128) and be otherwise eligible in accordance with SBA size standards for the acquisition and limitations on subcontracting requirements set forth in SBA regulations (see 13 CFR 121, 125 and 128).
Non-Veteran offerors proposing to use certified SDVOSBs or VOSBs as sub- Offeror will receive partial credit under this evaluation factor. The prime contractor must state in this volume the name(s) of SDVOSB(s) and/or VOSB(s) with whom it intends to subcontract. The Offeror shall provide a brief description and the approximate dollar values of the proposed subcontracts. Additionally, proposed SDVOSB/VOSB subcontractor must be certified by the Small Business Administration (SBA) database (https://veterans.certify.sba.gov) and must meet federal small business size standards for the NAICS code assigned to this solicitation at time of both proposal submission and time of award in order to receive some consideration under this Factor. Note that the Government requires the Offeror to honor the evaluation factor commitment to the SDVOSB/VOSB concern throughout the life of the contract. The Offeror shall agree, if awarded a contract, to use the SDVOSB or VOSBs proposed as subcontractor or to substitute one (1) or more SDVOSBs or VOSBs for subcontract work of the same or similar value.
FACTOR 3: Price
