About this file

This is Amendment 0002 to Invitation for Bids (IFB) 36C10F26B0001, issued by the Department of Veterans Affairs Office of Construction and Facilities Management on June 29, 2026. The amendment extends the bid submission deadline from June 30, 2026 at 2:00 PM ET to July 9, 2026 at 2:00 PM ET. Bids must be submitted exclusively via email; any bids submitted through alternative methods will be deemed non-responsive and ineligible for award. A virtual public bid opening will occur on July 9, 2026, with bids remaining unopened in a secured electronic folder until 2:15 PM EST, at which point they will be publicly opened and read aloud. Access to the Microsoft Teams conference line begins at 2:00 PM EST.

The amendment provides VA responses to 29 pre-bid Requests for Information (RFI) addressing construction methodology and project requirements. Key clarifications include: original bid work and CLIN 1 work must be performed sequentially due to traffic control restrictions; curb installation may be hand-formed or machine-laid with compliance to finish tolerances; no utility conflicts exist within project limits; asphalt pavement must follow the specified section (Sheet CS501, Detail 1); the contractor is responsible for protecting and repairing the existing irrigation system; no concrete coring is required; a traffic control plan requires VA approval prior to work commencement; all disturbed areas must be fully restored at no additional cost; no new site furnishings are part of the scope; the QC Manager must be independent from project management and full-time on-site; standard work hours are 0700-1600 with second-shift or weekend work prohibited unless extenuating circumstances apply; and primary site access should be from Harry Wurzbach via an alternate access point to minimize impact on cemetery operations.

c) Provide VA responses (in Blue) to Pre-Bid RFI questions, as follows:

1. How many sections are we able to work on at once?

VA Response: The original bid work and CLIN 1 work must be performed sequentially. Either may begin first; however, they cannot be executed at the same time due to traffic control restrictions.

2. Please clarify all sequencing requirements, construction staging constraints, and any limitations that must be incorporated into the Contractor's means and methods.

VA Response: The original bid work and CLIN 1 work must be completed in sequence. Either may start first, but they cannot be performed concurrently due to traffic control restrictions. All construction staging must remain within the designated construction limits.

3. Confirm whether the proposed curb is required to be machine-laid or if hand-formed curb construction will be acceptable.

VA Response: Curb and gutter may be installed either by hand placement or by slip‑forming. If hand‑forming is used, the Contractor must ensure compliance with all required finish tolerances.

4. Provide all available utility information and confirm the location of existing underground and above-ground utilities within the project limits. Additionally, identify any known utility conflicts that may impact construction activities.

VA Response: There are no known utility conflicts within the project limits. No utility information is available showing the locations of existing underground or above‑ground utilities in the project area.

5. Confirm whether the specified asphalt pavement section may be revised to a full-depth 5 inch surface course in lieu of the specified 3-inch base course and 2-inch surface course.

VA Response: The Contractor shall follow the plans and specifications and install the asphalt pavement as detailed. Refer to Sheet CS501, Detail 1, for the required asphalt pavement section.

6. Please provide information regarding existing irrigation systems within the project limits and\\ clarify the Contractor's responsibilities for protection, removal, relocation, repair, and restoration of any irrigation components impacted by construction.

VA Response: The existing irrigation system runs along the backside of the existing curb and gutter. The Contractor is responsible for protecting the system and repairing any damage caused by construction activities. Irrigation lines may be capped to prevent watering within the project limits.

7. Please identify all locations requiring concrete coring and provide the anticipated quantity, size, depth, and purpose of each required penetration.

VA Response: No concrete coring is required.

8. Please provide the project-specific traffic control requirements, including approved traffic control plans, lane closure restrictions, work-hour limitations, detour requirements, and any special access or operational constraints that must be maintained during construction.

VA Response: The Contractor shall submit a traffic control plan prior to the start of work, including proposed closures, signage, and related details. The VA will review the plan for approval.

9. Please define the required limits of restoration beyond the proposed curb line, including grading, landscaping, irrigation, pavement tie-ins, and any other surface restoration requirements.

VA Response: Any area disturbed or damaged by the Contractor including grading, landscaping, irrigation, pavement tie‑ins, or other surface features, must be fully restored at no additional cost to the Government.

10. Please confirm whether survey control points and benchmarks will be provided by the Owner. If so, please identify their locations and any requirements for maintaining or protecting these controls throughout construction.

VA Response: All available survey data is included within the plans. No additional survey information will be provided.

11. Please confirm whether flaggers will be required on a daily basis during construction activities along SA Boulevard. If required, please provide the anticipated number of flaggers, hours of operation, and any specific traffic control requirements.

VA Response: Flagger requirements will be determined based on the Contractor’s submitted and approved traffic control plan.

12. Please identify all approved Ingress and Egress points available for construction traffic and heavy haul vehicles. Additionally, please confirm whether there are any alternate access routes, load restrictions, or operational limitations that may affect material deliveries and equipment movement throughout the project.

VA Response: Primary access to the project site should be from Harry Wurzbach via the alternate access point. Use of the main entrance should be minimized to avoid impacts to cemetery activities. Access from Rittman Road must account for height restrictions at the overhead bridge along San Antonio Blvd.

13. Spec section 32 33 00 is provided and refers to Flower Watering Stations but there is no reference of any work dealing with Flower Watering Stations shown on the plans. Please clarify.

VA Response: No Flower Watering Stations are required unless the Contractor damages existing ones, which must be fully restored at no additional cost to the Government.

VA Response: No pavement markings are required.

15. The Statement of Work states that under Bid Item II (Bid Option 1), demolition of curb/gutter and pavement is involved but the plans show to protect the existing curb and gutter and not to demolish it. Please clarify.

VA Response: For Bid Option 1, the existing curb and gutter shall remain in place.

16. Spec section 09 06 00 Schedule for Finishes is provided and refers to Section Markers, Signage Posts, Flower Watering Station Posts, Benches, Trash Receptacles, Flower Water Station Spigot, Tree Grates, and Bollards. There ae no reference to these site furnishings on the plans. Are these site furnishings part of the project? If so, please provide details on the plan sheets.

VA Response: Section markers, signage posts, Flower Watering Station posts, benches, trash receptacles, Flower Watering Station spigots, tree grates, and bollards are not required to be replaced unless damaged by the Contractor, which must be fully restored at no additional cost to the Government.

17. Spec section 04 72 00 Cast Stone Masonry is provided but there is no reference of Cast Stone Masonry features shown on the plans. Please clarify if this is part of the Scope of Work.

VA Response: No cast stone masonry work is required unless existing cast stone elements are damaged by the Contractor.

18. Please clarify if a superintendent can be a dual hat to cover the requirements of SSHO?

Spec Section 01 35 26 1.9 C.

VA Response: Yes, the qualified Contractor’s Superintendent may also serve as the SSHO for this project.

19. Please clarify if a superintendent can be a dual hat to cover the requirements of QA/QC?

Spec Section 01 45 00 1.4.

VA Response: No, the QC Manager must report to an officer of the firm and cannot be subordinate to the Project Superintendent or Project Manager. These roles must remain functionally independent.

20. If no to the question above, will the QA/QC need to be full time for this project? Spec\ Section 01 45 00 1.5.1.1.

VA Response: A full‑time QC Manager must be present on-site whenever work is being performed by the prime or subcontractors. The QC Manager’s sole responsibility is to implement and manage the project’s Quality Control program.

21. Please confirm if tax should be included in our proposal?

VA Response: Refer to FAR 52.229‑3, Federal, State, and Local Taxes (Deviation) (SEP 2025), for tax requirements applicable to this project.

VA Response: No separate staging area is available for stockpiling fill material.

23. Please confirm if an onsite arborist is required for any tree removal or tree protection?

VA Response: An on-site arborist is not required.

24. Please advise if the site contains any contaminated soil that needs to be removed.

VA Response: The VA has no records indicating the presence of contaminated soil within the project limits.

25. If the underground site package requires removal of contaminated soils. Will the site contractor be required to have operators trained and certified in all various levels of contamination handling?

VA Response: If contaminated soil is encountered, all applicable federal and local laws and regulations must be followed.

26. Confirm there are no new site furnishings for this project.

VA Response: No new site furnishings are included in the project scope.

27. Confirm if tree root removal to 2’ beyond the curb is required as this will impact sod conditions and may adversely affect the trees.

VA Response: If tree roots prevent completion of the required work, they must be removed with coordination and approval from VA.

28. Advise if chain link fence as seen in Tree Protection detail is required. This project does not require excavation at tree bases nor requires equipment to be driven on the grass areas that could cause damage to the trees.

VA Response: Tree protection fencing is not required.
