About this file

This document is a pre-bid conference presentation for a Veterans Affairs (VA) lease procurement for a new Outpatient Clinic (OPC) in Baltimore, Maryland. The solicitation (RLP #36C10F25R0036) seeks a fully-serviced lease for a maximum of 135,148 ABOA square feet, with 800 on-site parking spaces, located within a specified geographic area in Baltimore. The VA is offering two lease term alternatives: a 15-year firm term and a 20-year firm term, with proposals due by August 8, 2025.

The clinic will provide primary care, mental health, specialty care, and ancillary services, and must meet specific design, security, accessibility, and sustainability standards. Offerors must submit comprehensive technical and price proposals, including detailed documentation such as a Phase I Environmental Site Assessment, Cultural Resources Study, zoning compliance letters, and financial resources plans. The procurement will use a best-value trade-off source selection process, evaluating proposals based on factors including location, technical quality, delivery schedule, offeror qualifications, operations and maintenance plan, and socio-economic status.
