About this file

This document contains responses to pre-proposal inquiries regarding a solicitation for the Ohio Western Reserve National Cemetery Phase 3 Expansion project. The responses provide clarification on several aspects of the solicitation and specifications, including confirming that no changes have been made to the drawings from the previous solicitation. The responses also address inquiries about stockpiling excess material, quality control and safety plan requirements, order of precedence between solicitation and specifications, project manager and quality control officer qualifications, as-built drawings availability, and several scope questions. The related federal contract opportunity notice indicates this is a tiered evaluation solicitation issued by the Department of Veterans Affairs for the Ohio Western Reserve National Cemetery Phase 3 Development project, with tiered evaluations including SDVOSB, VOSB, small business, and large business concerns.

QUESTION GOVERNMENT RESPONSE

After reviewing the new prints that were issued for this solicitation 36C10F20R0069. They seem to have the same number of pages and same date of the previous Solicitation 36C10F20R0004. Has anything been changed on these prints from the previous solicitation?

No changes have been made to the drawings since the previous solicitation was posted. Note that changes were made to the specification sections 01 00 01, 01 35 26, 01 45 00, 01 45 29, 01 57 19, and 01 74 19.

Can topsoil or excess dirt material be stockpiled in the berm area designated for borrow? Or must all excess material be hauled offsite?

Excess material may not be stockpiled in the berm borrow areas. Any excess material must be hauled offsite. Stockpiling of material during construction must be done in a separate area to be approved by the SRE/CO, away from public view.

Project plans and Specifications call for the exposed faces of precast columbarium units to have a smooth acid etched concrete finish.

All the existing precast columbarium units at OWRNC are stained. Please confirm if the intent is to have precast columbarium units be acid etched for this project which is highly uncommon or if the VA standard color stained precast concrete face will be an acceptable variance.

Per General Note 7, sheet LI-001, the Contractor shall field verify all existing conditions and notify COR/SRE of any discrepancies that affect proposed improvements.

Soils/ Geotech Report

The Terracon Geotech details the correction of eroding banks and slopes of “Tommy Run” creek, but the grading & E&S Plans do not appear to include this work, please advise is this work applicable or out of scope?

Work at Tommy Run Creek was eliminated from the scope of this project during the design phase.

Soils / Geotech

The two stockpiled soil (berms) along Rawiga Road are designated on the plans to be used as needed as fill then graded of uniformly, One berm had a test boring completed, confirming it is suitable, the other has not. Please confirm both stockpiles are tested and confirmed to be used as fill.

Per call outs on C-501 existing berms are to be used as fill as approved by Geotechnical Engineer. Berm stockpiles have not been tested. Berm material is comprised of excess material from original Cemetery construction and should be consistent with soils found throughout the site, however, the material will require testing prior to use as fill in accordance with specification 31 20 00. Quantities of berm materials are as follows. The North berm contains 11,430 CY of fill and 1,400 CY of topsoil. The South berm contains 32,140 CY of fill and 1,710 CY topsoil. Both calculations are raw earthwork and assume 6” topsoil.

Soils / Geotech

Engineer’s soil proctor analysis has determined that the in-place soils are suitable to be used as structural fill, although the native soils exceed the government specs description for Engineered Fill/Structural Fill material passing #200 limited to 12% - please confirm this to be correct and allowable.

The soil is acceptable if it one or any combination of the USCS Classifications stated in specification section 31 20 00.

The on-site soils meet these criteria according to Geotechnical report, minus the weathered shale encountered in boring SB-3 from elevations 37’ to 50’ below surface. Submit all soils test reports for review/approval per the specifications.

In Ground Cremains (IGC) Section 24 & 26

The plans and specifications do not address if there is a requirement to excavate to a certain depth screen, import and replace soils within the IGC burial area.

Section 24 and 26 consist of general fill placement. Placement of fill requirements is defined in the project specifications.
