REQUESTS FOR INFORMATION AND RESPONSES:
Q6. In section 01 00 00 of the specs regarding the Contractor furnished vehicle for the RE’s use, there is no provision in the spec/contract if the Government employees damage the vehicle. What is the adjudication process? Who is going to pay to repair the vehicle, if through neglect or accident, Government employees cause damage to or destroys the vehicle? If this happens, is the Contractor required to purchase another vehicle? How many times will this have to be done? In addition, the spec requires a loaner to be provided, so basically the spec is requiring 2 vehicles on site at all times for the REs to use. Please comment on this as this seems incredibly burdensome on the Contractor because it seems to be so open ended.
A6. The requirement is for one (1) vehicle which the Contractor is required to maintain for Government use during the contract. The successful offeror shall be required to photographically document the condition of the vehicle when initially turning it over to the Government for its use. Further, the successful offeror shall coordinate with the SRE to schedule routine periodic maintenance so that it does not adversely impact the Government’s use of the vehicle, and shall photographically document the condition of the vehicle at each pick up for maintenance. In the unlikely event that Government personnel damage the vehicle, the vehicle shall be turned in to the Contractor for repair and shall be unavailable to the Government while repairs are being made. In the event of such an unforeseen condition, the Contractor may request adjustment to the provisions of the contract for any impact associated with damage attributed to the Government. Copies of photographs taken by the Contractor in accordance with this requirement shall be provided to the SRE not later than one (1) workday from the day the photographs are taken by the Contractor and such photographs shall serve as the basis for settlement of any adjustment claim made by the Contractor.
