G. Sequencing: To insure compliant executions for performance of the work, Contractor shall furnish the Resident Engineer with a detailed sequencing plan and schedule of sequencing dates on which the Contractor intends to accomplish work in each specific area of the project site or portion thereof. In addition, Contractor shall notify the Resident
Engineer not less than fifteen (15) work days in advance of the proposed date of starting work in each specific area of project site or portion thereof. Arrange such sequence dates to ensure accomplishment of this work in successive sequences mutually agreeable to Medical Center
Director, Resident Engineer and Contractor. Any delay caused by
Contractor’s failure to schedule performance of any work in advance with the Resident Engineer shall not be cause for the Contractor to claim additional compensation or additional time for performance of the work.
1. After notification of contract award and not later than seven (7) days prior to Notice to Proceed and start of work, Contractor shall submit a sequencing plan to the Resident Engineer for the entire work of the project. Such sequencing plan shall define sequencing for each area of work and transitioning of work from one area to the follow-on area so as to result in continued performance of work for the duration of the project. Delays resulting from the Contractor’s failure to transition work from one area to the next to maintain continuity in the performance of the work shall not entitle the
Contractor to submit a claim for additional time or additional cost to complete the entire project within the contract time. Subject to
Resident Engineer and Medical Center approval and Contractor’s strict adherence to constraints associated with performance of the work, it is possible for the Contractor to be allowed to perform work in more than one project area (North, West and Campus perimeter areas) at a
01 00 00-13 time in order to facilitate completion of all work in a timely manner. Such sequencing plan shall be updated on a periodic basis as determined by the Resident Engineer to reflect areas where work is being performed and work delayed or work ahead of schedule for each area. The Contractor’s sequencing plan is separate and independent from the Contractor’s construction schedule but shall be demonstrated by the Contractor’s construction schedule to complete all work within the contract performance period.
2. General sequencing of work of the project and constraints associated are indicated in the contract documents. Neither the Government nor
Architect-Engineer is responsible for the orderly progression required to achieve execution of the work within the contract performance period. Contractor shall utilize the information provided as a basis for establishing the orderly progression of the work to complete the project within the contract time and/or to complete portions of the project within designated time frames. Subject to approval by the Resident Engineer and subject to compliance with constraints indicated, Contractor may alter the general sequencing indicated in the contract drawings in part or in whole to facilitate more orderly and timely completion of the work, minimize disruptions to ongoing Medical Center operations or as to otherwise provide benefit to the Government for the execution and completion of the work of the project. Alternative sequencing of the work by the
Contractor shall not result in extending the contract performance period unless approved in writing by the Contracting Officer.
Contractor’s sequencing plan shall be the basis for the Contractor’s detailed construction schedule.
3. For each area of work and for the overall project, Contractor’s sequencing plan shall be coordinated with Contractor’s construction schedule, need for submittal approvals, material orders and deliveries, and other activities that are critical to the timing for the completion of the project within the contract time.
4. Completion Priority: Completion of certain portions of the project are time sensitive and Contractor shall sequence the work of the project accordingly including performance of temporary or new
01 00 00-14 construction during hours other than normal work hours, when Medical
Center operations are least disrupted. Such portions of the project, in no specific order of priority, include:
a. Work in and around existing Buildings.
b. Work in and around vehicular and pedestrian access to existing
Buildings.
c. Work in and around parking serving existing Buildings.
d. Utility or infrastructure disruptions and/or connections/disconnections to existing Buildings.
e. Start up and completion of Campus Demolition & Paving – North.
5. Completion of the entire work for this contract award is time sensitive while being dependent in part on completion of on-going work. The sequencing diagrams in the contract drawings indicate the
Governments expected duration for completion of work in each area once work in each area is started and work flow can be maintained to complete the work in the area. It is the Government’s intent and expectation, subject to Contractor’s conformance with constraints defined, that the Contractor schedule construction resources and sequence work to allow the work to flow from one area to the next for the entire duration of the project and without delay or interruption.
H. Adjacent buildings, Medical Center campus and areas of adjacent properties will be occupied to conduct operations during performance of work.
1. Contractor shall take all measures and provide all means and material necessary for protecting existing buildings, areas and property adjacent to areas of construction, including but not limited to against noise, dust and debris, so that buildings and areas to be used in the Medical Centers operations or on adjacent property will not be hindered. Contractor shall permit and provide protected access routes (vehicular and pedestrian) to Medical Center personnel and patients at all times through or around construction areas which serve as routes of access for Medical Center operations. Coordinate work in areas occupied or utilized by Medical Center personnel so that Medical Center operations will continue without interruption during the construction period. Protected access routes shall be
01 00 00-15 temporary concrete paved construction provided by the Contractor and approved by the Resident Engineer and shall be removed by the
Contractor prior to acceptance of the project by the Government.
I. Construction Fence: Before construction operations begin, Contractor shall provide a chain link construction fence, 2.1m (seven feet) minimum height, around the construction boundary areas indicated on the contract drawings and as otherwise directed by Resident Engineer for construction operations. Provide gates as required for access with necessary hardware, including hasps and padlocks and keep gates locked during times when construction operations are not being performed. Fasten fence fabric to terminal posts with tension bands and to line posts and top and bottom rails with tie wires spaced at maximum 375mm (15 inches).
Bottom of fences shall extend to 25mm (one inch) above grade. Contractor shall maintain fence throughout the duration of the project to ensure its serviceability to achieve its intended purpose for providing safety and security within and around the project boundary limits. Remove the fence, relocate or leave in place as directed by Resident Engineer.
1. Subject to the approval of the Resident Engineer, Contractor will be allowed to use movable fencing when required to facilitate relocation during performance of the work to accommodate Medical Center operations.
J. Utilities Services: Maintain uninterrupted existing utility services for
Medical Center at all times. Provide temporary facilities, labor, materials, equipment, connections, and utilities to assure uninterrupted services. Where necessary to cut existing utilities including, but not limited to, water, steam, gases, sewer or air pipes, or conduits, wires, cables, etc. of utility services, fire protection systems, or communications systems (including telephone), they shall be cut and capped at suitable places where shown; or, in absence of such indication, where directed by Resident Engineer. All such actions shall be coordinated with the Resident Engineer, Utility Company involved and
Medical Center for approval prior to performance of the work. When required, utility services interruptions shall be performed during other than Contractor’s normal working hours to facilitate maintaining Medical
Center operations.
