About this file
This document includes an amendment to a solicitation and responses to requests for information. The amendment provides responses to questions from bidders regarding project details for a campus demolition and paving project at the Jefferson Barracks Division of the St. Louis VA Medical Center. The responses clarify that the project site is tax exempt, indicate the basis of design specification is not limiting for proposed fence manufacturers, and state alternative pipe materials will be considered if documentation is provided meeting specification requirements. The solicitation seeks bids from certified Service-Disabled Veteran-Owned Small Businesses for demolition of two buildings, site work including excavation and utility relocation, installation of fencing, roads, parking areas and landscaping with a period of performance of 530 days from notice to proceed. The estimated value is between $10-20 million, with bids due around May 29, 2020.

REQUESTS FOR INFORMATION AND RESPONSES:
Q3. I am trying to figure out if the Jefferson Barracks St. Louis Demolition and Paving project is tax exempt. Please clarify.
A3. The exemption granted to the VAMC at 1 Jefferson Barracks Dr. in St. Louis, MO dated 07/11/2002 remains in effect. Upon award of this solicitation, the Contracting Officer will provide the awardee a completed Project Exemption Certificate, Form DOR 5060. Any additional coordination required with the Missouri DOR is the responsibility of the Contractor.
Q4. The plans call for Ameristar as the fence manufacturer however in the written specs there is not a manufacturer called out under Section 32. Is the Government open to alternative manufacturers such as Centurion Steel Ornamental Fence? I have included a reference list of other projects Centurion Steel Fence was used on and it includes several other VA facilities.
A4. Sufficient information has not been included with the RFI to identify and describe the Centurion Steel Ornamental Fence product proposed by the RFI. The Ameristar Product is simply the basis of design which is provided for information and is not intended to limit consideration of other potentially acceptable products. Products by other manufacturers may be submitted for evaluation during the construction phase and approval will be determined based on the Contractor’s submittal confirming that the proposed product meets all salient features required by the product performance specifications included in the solicitation documents.
Q5. In addition to the RCP and PVC pipe included in the specifications for the storm sewer reaches on this project, I am interested in getting polypropylene pipe included by addendum for use on this project. I have included MSD’s letters dated February 15, 2013 and December 18, 2013 regarding MSD’s approval of ADS Sani Tite HP polypropylene pipe and associated sizes for storm and sanitary sewer applications along with some descriptive information regarding the Sani Tite HP pipe.
A5. During the construction phase of the project, approval for use of the subject pipe and associated sizes will be determined based on the Contractor providing written documentation from MSD, specifically for this project, to confirm the acceptability of the proposed use of the subject pipe and associated sizes and provided the Contractor’s submittal confirms the proposed alternative product meets the salient features required by the product performance specifications included in the solicitation documents.
