About this file

The file is a comprehensive set of documents related to the Murray Street Bridge Seismic Retrofit project involving the City of Santa Cruz and the Santa Cruz County Sanitation District. The project centers on relocating an existing 30- to 36-inch sanitary sewer force main (SSFM) that currently runs through the harbor and conflicts with bridge construction foundations. The relocation will involve a multi-phase approach including installing temporary bypasses, constructing a new 36-inch permanent sewer force main along the north side of the bridge, and ultimately abandoning the existing pipeline. The total estimated relocation cost is $5,591,857, with construction anticipated to occur between November 2023 and September 2025.

The project will be federally funded, with 100% of the utility relocation costs to be covered by the project due to the Sanitation District's superior rights to the existing easement. The utility agreement specifies that the work will be performed by the local agency's highway contractor, with construction support services estimated at $386,004. This includes oversight from the Santa Cruz County Sanitation District, Water Works Engineers, and Control Point Engineers, who will provide project management, weekly meeting participation, site visits, submittal reviews, and testing support throughout the construction phases. The project involves complex utility relocations, including electrical, water, gas, and communication lines, with careful coordination required to minimize public impacts and maintain existing services.

$ 181 None* *If none, state why below

The existing sewer line is to be abandoned in place under harbor. The existing pipeline cannot be salvaged and used in the future location on the bridge. The existing pipeline in the harbor is 3 0" in diameter and connects to a 3 6" pipe on both sides of the bridge on Murray Street. The 36 "force main necks dawn to 30" in an inverted siphon in the harbor. The siphoning effect allows for increased velocities to keep solids from settling in the low point of the line. The relocated pipeline will be constructed across the bridge and will not operate under a siphon condition and therefore will not need to be constricted A proposed 3 6" sewer force main will be constructed to connect to the existing 36" sewer force main on each side of the bridge. Therefore, the existing 30" pipeline has zero salvage value for the project and zero depreciation based on the Street and Highway Code 705 which states that "A credit allowance for age shall not be applied to publicly owned sewers.

NARRATIVE DISCUSSION OF THE PROPOSED UTILITY WORK

Santa Cruz County Sanitation District

A. Description of existing utility facility and its location.

Existing 30” and 36” diameter underground sewer forced main pipeline facilities that convey wastewater from the Don Porath (aka East Cliff) Pump Station to the City of Santa Cruz Wastewater Treatment Facility (SCWTF). 30” diameter sewer forced main (East Cliff Transmission Main) crosses underneath the harbor south of the bridge and is the only means of transporting wastewater collected within the District to the

SCWTF.

B. Discussion of owner’s authority for installation of the existing utility facility.

Facility is located in owner’s private easement that was established in 1976. They have prior superior rights to be located in their existing easement.

C. Description and justification of proposed relocation plan.

The existing 30- to 36- inch sanitary sewer forced main (SSFM) currently extends below the harbor and will be in conflict with the bridge construction – pile driving in close vicinity of the SSFM poses a risk of damaging the pipe. Per Caltrans and industry norm, the relocation of a utility with superior rights necessitates the cost of this relocation be paid by the project.

The relocation will involve abandonment of the existing line under the bay and construction of a new replacement line hung from the bridge structure. This is being done to minimize impacts to the bay per restrictions by regulatory authorities having jurisdiction over the waters.

A multi-phase relocation plan will be implemented in order to maintain use of the SSFM facilities throughout the construction of the Murray Street Bridge Project. Proposed relocation plan is as follows:

Phase 1:

1. Install 30” bypass on north side of existing bridge.

2. Jack and bore under Murray Street east of the bridge to connect the bypass to the existing SSFM.

3. Install west and south connection manifolds at the connection between bypass and existing SSFM.

4. Install 30” pipe under Murray Street west of the bridge for Phase 2 bypass and additional facilities on the east side of the bridge for connection to Phase 2 bypass.

5. Abandon/remove existing SSFM.

Phase 2:

6. Install 30” bypass on south side of existing bridge and connect to Phase 2 facilities established in

Phase 1.

7. Remove Phase 1 bypass.

Permanent:

8. Install 36” permanent pipe including truss, pipe supports, etc. on bridge.

9. Install remaining permanent pipe underground and connect to existing SSFM facilities.

10. Turn valves into correct position.

11. Remove Phase 2 bypass.

D. Property rights needed.

The new 30” temporary bypass and 36” diameter sewer force main, valves, and appurtenances will be located on the bridge structure and roadway approaches and will share the City’s easement area. The City of Santa Cruz has obtained an easement for public access purposes, public utility purposes, and incidents thereto, for all of the right of way needed on Murray Street.

E. Any non-standard aspects of the relocation, documents, etc.

The relocation will occur in three phases to assist with construction. Without three phases of construction, the Contractor would have difficulties working around the sewer force main and would result in higher bridge construction costs.

F. Design Costs and Construction Support Costs for Sewer Force Main Facility In order to keep the project moving forward, the City of Santa Cruz (City) entered into a MOU with the Santa Cruz County Sanitation District (District) to develop the design plans of the sewer force main which would be included in the PS&E that the City of Santa Cruz was administering. The District hired a sub-consultant (Water Works) to develop feasibility reports and the full PS&E which is included in the City’s Final Contract Documents. In communication with Caltrans, it was decided that payment for the sub-consultant and the District’s time for the preliminary engineering and final PS&E would be included in the right of way phase of the project and funding was allocated to the City for this effort. No additional design funds are being requested in this utility package for preparation of the final PS&E of the sewer force main. However, both the District and the District’s sub-consultant will be needed during construction for construction support of the sewer force main construction. Both parties will be needed to review submittals, request for information, inspection of facility, and project management including meeting coordination with City’s staff and the design team. The amount of $386,004, as shown in Section 9 of the Report of Investigation is the estimated amount for both the District’s and the District’s sub-consultant construction support design services during construction.

The OWNER shall submit a final bill to the LOCAL AGENCY within 180 days after the completion of the work described in Section I above. If the LOCAL AGENCY has not received a final bill within 180 days after notification of completion of OWNER's work described in Section I of this Agreement, and LOCAL AGENCY has delivered to OWNER fully executed Director's Deeds, Consents to Common Use or Joint Use Agreements as required for OWNER's facilities; LOCAL AGENCY will provide written notification to OWNER of its intent to close its file within 30 days. OWNER hereby acknowledges, to the extent allowed by law that all remaining costs will be deemed to have been abandoned.

The final billing shall be in the form of an itemized statement of the total costs charged to the project, less the credits provided for in this Agreement, and less any amounts covered by progress billings.

However, the LOCAL AGENCY shall not pay final bills, which exceed the estimated cost of this Agreement without documentation of the reason for the increase of said cost from the OWNER and approval of documentation by LOCAL AGENCY. SUBJECT: SANTA CRUZ HARBOR TRANSMISSION MAIN REHABILITATION

Dear Mr. Dettle:

The purpose of this letter is to transmit the Santa Cruz County Sanitation District (District) Liability Determination letter in accordance with Chapter 13 of the Caltrans Local Assistance Procedures Manual.

On July 19, 2013, we received notification from TRC on your behalf, identifying the conflict between the existing sewer facility and the Murray Street Seismic Retrofit I Bridge Widening Project. In this letter, TRC conveyed that the project would impact the District's East Cliff Transmission Main Facility. At the time it was unclear to the District that this letter needed a formal response in the form of a Liability

Determination in order to include relocation of our transmission line with the Federal Funding Process. At present, the District acknowledges the necessity of submitting our formal opinion ofliability to begin the Federal Funding Process for the relocation portion of the project.

The District has reviewed the conflicts generated by the proposed project to our East Cliff Transmission Main facility and believes that the relocation is a completely eligible cost under Caltrans procedures and should be entirely covered by the project.

The District would like to reaffirm our willingness to work with the City to see the project to fruition. Following Caltrans' final determination of funding, the District looks forward to further discussion of financial contributions to the project. We look forward to a follow-up discussion on next steps.

SUBJECT: LIABILITY LETTER FOR THE EAST CLIFF TRANSMISSION MAIN

RELOCATION ON MURRAY STREET BRIDGE SEISMIC RETROFIT

PROJECT- SANTA CRUZ COUNTY SANITATION DISTRICT

Dear Mr. Dettle:

We are in receipt of the City's Utility "A" Letter dated July 19, 2013, regarding the Murray Street Bridge Seismic Retrofit Project ("Project"). Chapter 13 of the Caltrans Local Assistance Procedures Manual (LAPM) "Utility Relocations" requires the Project to comply with the Caltrans Right of Way Manual for projects off the State Highway System that are financed with Federal Funds. To ensure the County follows the procedures correctly, this letter states our liability based on recorded documents and request a focus meeting to discuss the necessary agreements, timing of approvals of said agreements, and overall schedule for the project.

The Santa Cruz County Sanitation District (SCCSD) has reviewed the conflicts generated by the proposed project to our East Cliff Transmission Main facility and believes that the relocation is a completely eligible cost under Caltrans procedures and should be entirely covered by the project.

Due to the impacts caused by the proposed project, the SCCSD will need to relocate portions of our 30" and 36" pipeline under the Santa Cruz Small Craft Harbor, from restrained joint to restrained joint, which is approximately 712 feet in length. A large portion of the facility is located within a Utility Easement that was recorded on January 30, 1976, and is filed in Book 2581 at Page 68 at the Santa Cruz County Recorder's Office. This establishes SCCSD as having prior rights. Per these documents, and in accordance with Code of Federal Regulation 645.107(a) and Section 1304 of the Caltrans Right-of-Way Manual this relocation cost shall be solely borne by the Project.
