About this file
This document is a utility relocation agreement between the City of Santa Cruz Water Department and the California Department of Transportation (Caltrans) for the Murray Street Bridge Seismic Retrofit and Barrier Replacement project. The agreement covers the relocation of existing water infrastructure, specifically involving 12-inch and 6-inch waterlines on Murray Street and around the bridge. The total estimated relocation cost is $516,035, with work to be performed concurrently with the bridge construction project. The waterline relocation will include capping off the existing 12-inch waterline, replacing it in the same alignment across the bridge, and relocating 6-inch waterlines on both the west and east approaches to avoid conflicts with bridge and retaining wall construction.
The utility relocation will be funded through the construction phase, with 100% of the liability assigned to the City of Santa Cruz Water Department under an implied secondary easement. The work will be performed by the local agency's highway contractor and integrated into the broader bridge retrofit project. The relocation is planned to occur in two phases, with the first phase involving capping and turning off the existing watermain on Murray Street to avoid construction conflicts. The project documents indicate that the waterline is city-owned and located on a city-owned bridge, requiring no additional easement. The relocation is part of a federally funded infrastructure improvement project that will enhance bridge structural integrity, pedestrian access, and transportation safety.

NARRATIVE DISCUSSION OF THE PROPOSED UTILITY WORK
City of Santa Cruz Water Department
A. Description of existing utility facility and its location.
Existing 12" diameter underground water pipeline facilities that conveys water along Murray Street and 6" diameter underground water pipeline laterals that connect from the 12" waterrnain on Murray Street to provide water to both the west and east harbor just south of the bridge.
B. Discussion of owner's authority for installation of the existing utility facility.
Facility is located within the City's right of way and is confirmed to be in an implied secondary easement.
The 6" laterals that serve the Port property will be relocated to avoid construction and will be relocated near the existing facilities. These facilities will remain on Port property upon project completion.
C. Description and justification of proposed relocation plan.
The existing 12-inch diameter water main on Murray Street will be in direct conflict with the construction of the southern portion of the bridge.
The relocation will involve capping and abandonment of the existing line on Murray Street at the beginning of construction. The 12-inch diameter water main will be replaced in the same location across the bridge. On the west approach, the waterline will be re-routed slightly to avoid conflicts with the SSFM, and proposed storm drain improvements. The 6-inch water pipelines that serve both the west and east harbor will be relocated concurrently with construction.
D. Property rights needed.
The new 12" diameter pipeline, valves, and appurtenances will be located on the bridge structure and will share the City's easement area. The City of Santa Cruz has obtained an easement for public access purposes, public utility purposes, and incidents thereto, for all of the right of way needed on Murray
Street. The 6" water laterals that serve the Port will be relocated on the Port property near the existing water facilities. Temporary Construction easements are purchased to construct the facilities on the
Port's property, but no permanent easements are being purchased for the water facilities that will be replaced to connect with existing facilities on the Port property.
E. Any non-standard aspects of the relocation, documents, etc.
The relocation will occur in two phases to assist with construction. The first phase will consist of capping and turning off the existing watennain in place on Murray Street, to avoid conflicts. The
City's contractor will replace the waterline concurrently with the bridge work. The main watermain on Murray Street is not needed during construction.

From: Conklin, Justina Sent: Tuesday, November 9, 2021 12:20 PM To: Conklin, Justina Subject: RE: Relocation Letter, City of Santa Cruz
Good morning Justina, The waterline is not actually in Franchise.
It is a City-owned and operated water main located on a City-owned and operated bridge.
No easement is necessary.
Thanks so much for your help with the waterline package!
Please call to discuss any implications.

Sorry for the delayed response Mark.
Turns out we are not 100% sure what how to convey our water main rights and are seeking guidance from the City’s Attorney.
Please bear with us…

Heidi and Doug, Back in April, during our discussions with you on the Murray Street Bridge waterline relocation, I requested information regarding franchise or easement information for that line across the bridge (see highlight below). I cannot find any correspondence after that email addressing this matter. TRC is about to submit the waterline utility agreement to
Caltrans and need this as soon as possible to prevent delays in approval and the project. Please provide this information or let me know if there is someone else I need to be contacting to get this information.

Hi Heidi, Thanks for following up. We will be working closely with Doug on the relocation design of the waterline and specs for construction. We will be including the waterline design in the City’s PS&E. The one piece of information that we will need that was not requested is whether or not the existing waterline is in Franchise or do you have a private easement across the bridge. If you could just e‐mail that information for me for the files, that would be great.

Hi Mark
I just wanted to check in to see if you’d like to chat about this project. I have not followed up on the materials sent back in February (not sure I need to) but didn’t want any of the administrative details to get lost.
Feel free to email or call as needed.
Thanks.
Heidi-
