About this file

This document is a Request for Proposals (RFP) issued by the Oregon Department of Transportation (ODOT) for Weigh-In-Motion (WIM) equipment, including controllers, sensors, cameras, and other components. The RFP outlines the requirements for mainline and ramp WIM systems capable of collecting and communicating data such as vehicle weight, length, speed, axle count and spacing, over-height vehicle indication, license plate capture, and tire safety screening. The proposed WIM systems must integrate with ODOT's central data collection system and be able to interface with existing Green Light transponder systems. Proposers must provide details on compatible sensors and cameras that meet the specified technical requirements. The RFP also covers requirements for on-site support, calibration, testing, and training.

The RFP does not specify quantities or an award date, but indicates that ODOT will have the option to supply materials if it is in their best interest. Proposers must submit information on their communication methods and protocols for integrating with ODOT's systems. Pricing is required for on-site support and training services. The contract term and any renewal options are not provided.

RFP 34366 – Weigh-In-Motion Equipment Att H

ATTACHMENT H – MANDATORY TECHNICAL SPECIFICATIONS

These Specifications describe the requirements for Weigh-In-Motion equipment including controllers, sensors, cameras, Green Light communication, and weigh station components. The devices must integrate into a complete system and perform all functions described within these Specifications. Installation and maintenance of these materials, as well as existing Weigh-In-Motion equipment, will be completed by authorized ODOT personnel.

The list of parts and equipment included in the Price Agreement is not intended to be all-inclusive. Rather, it highlights the most commonly used items. There may be additional items necessary to the overall operation of the system that are not included in the Mandatory Technical Specifications.

All Goods used shall be new, unused, and produced from manufacturers’ current production components. ODOT will have the option to supply materials to be used on a project if it is in the best interest of ODOT.

In addition to materials, the Contractor shall provide on-site support for the configuration of the systems for new installations and for repair/maintenance support pricing on Price Proposal Form. Calibration and testing of all supplied sensors will also be required as part of on-site support. On-site support will be requested by the Agency with a minimum 2 week lead time. Contractor shall provide current calibration and testing documentation that explains how to configure, calibrate, verify measurement, and maintain WIM systems and components for any sites or systems contracted for services.

The Contractor shall also provide training pricing on the Price Proposal Form. Contractor shall provide documentation on how to configure, calibrate, verify measurement, and maintain all WIM systems and components provided as part of training.

The Contractor shall provide telephone support during standard business days (Monday through Friday) and standard operating hours (8:00am to 4:00pm PST).

Note: These specifications are subject to change based upon the final specifications negotiated with the awarded Contractor, any desired/optional items awarded will be inserted prior to award.

SECTION 1: Requirements of the WIM System

1.1 Mainline and Ramp WIM System: The Mainline and Ramp Weigh-In-Motion Systems must be capable of collecting, storing, and communicating to the Agency’s central collection system the following data from physically connected or network connected sensors and cameras simultaneously. The mainline WIM system shall be capable of collecting data from vehicles travelling at freeway speeds up to 65 MPH.

· Vehicle weight

· Vehicle length or classification

· Vehicle speed

· Axle count

· Axle spacing

· Axle weight

· Over-height vehicle indication

· Commercial vehicle license plate camera image

· Commercial vehicle license plate optical character recognition text

· Commercial vehicle side camera image

· Tire safety screening

· Vehicle transponder identification via 915 MHz signal (Mainline WIM System only)

The Mainline WIM System shall be capable of transmitting in the 915 MHz unlicensed spread spectrum band. The WIM system shall be capable of sending a radio signal to commercial vehicle Green Light transponders to “bypass weigh station” or “report to weigh station” based on the measurements taken by the system and thresholds set by ODOT. The signal output shall be capable of interfacing with Green Light transponders from the following manufacturers:

· Kapsch

· PrePass

· NORPASS

· BESTPASS

The Mainline and Ramp WIM systems must also meet the following specifications:

Operating Temperature Range-20°F to 120°F
Minimum Lanes Measured2
FCC compliant for 915 MHz

The Ramp WIM System shall be capable of activating beacons that direct traffic to report to the scale house or to return to the highway bypassing the weigh station.

Proposers shall provide manufacturer’s name, model numbers, catalog sheets, operational descriptions, warranties, installation kit components, and other descriptive literature of all devices required to collect, store, and communicate the data listed above that the proposer is able to supply to the Agency if awarded. Proposals shall include major components such as controllers, converters, modems, 915 MHz antennas for transmitting and receiving, etc. to prove that these data types are able to be collected and communicated by the proposed WIM system. System architecture diagrams shall be provided to describe how the components integrate together to provide a complete system.

Sensors and cameras required to provide the required data types for the systems will be evaluated in Section 2 Requirements of the WIM Sensors and Cameras and Attachment I Equipment Desired Specifications and do not need to be submitted for this section.

1.2 WIM System Communication: The weigh-in-motion system must be capable of communicating via Ethernet to Agency owned custom data collection systems. Proposers shall submit one of the following:

Option 1: A statement saying they are currently capable, or can be capable within 6 months of Award, to provide data from the WIM system via a raw socket XML data stream. Agency specific XML protocol may be available upon request.

OR

Option 2: Proposers shall provide the communication method and protocol of their WIM system including camera images. The communication method may be a different protocol to communicate with the roadside device or a new central collection system that can be supplied by the Proposer. The Proposed solution will be evaluated by ODOT to determine if integration to Agency collection systems is feasible and cost effective. Additional questions from Agency may be required to fully understand communication method.

SECTION 2: Requirements of the WIM Sensors and Cameras The Proposer shall provide a list of all sensor and camera equipment able to be provided upon Award that are compatible with the proposed Mainline WIM and Ramp WIM Systems.
