There was mention of a type of Sealed Bid process for the price proposal, which Smithsonian Institution in Washington (SI) would review, while highlighting that a past performance factor would also be reviewed by STRI Panama. Please specify whether this solicitation will request a sealed bid response (based on best price only) or if a technical/management evaluation will be made in tandem. If selection is dependent on factors beyond price alone, please specify the additional evaluation factors, the selection criteria, and whether/how each factor will be weighted overall.

REQUIREMENTS

General requirements, paragraph 4.3 and 4.4

Division 01 – General requirements Section 4 (Schedule of Unit Prices) Paragraph 4.3 and 4.4 refer to “unit prices shall include all direct and indirect costs, overhead, taxes, insurance and profit”. Line items on the bid schedule provided has the overhead and profit in a separate line item as well as the performance bond. There seems to be a contradiction if line items, for future reference, must have the overhead and Profit included as per paragraph 4.3 and there is a separate line item for overhead and profit and another line item for performance bond.

We also want clarification on paragraph 4.4 where it states that “unit prices shall be binding upon the Contractor for the duration of the Project”. What unit prices are we referring to?

Schedule of values was updated by removing overhead and profit and performance bond lines. Extras will be evaluated as indicated in the contract.

REQUIREMENTS

31.3

Expand definition of shop drawings and scope. Indicate if the plan is not properly developed, it will be up to the contractor to finish developing the design through a "shop drawing."

Shop drawings are detailed plans that translate design intent. They provide the information necessary to manufacture, assemble and install all the components; Ensuring that the final product aligns with the designer’s vision, meets all relevant specifications and coordinate all the related trades as well as adjust as necessary to the existing conditions and any unforthseen condition.

The primary purpose of shop drawings is to translate design intent into actionable more precise information. They serve as a communication & coordination tool, facilitating a clear understanding of the intricate details and specifications outlined in the architectural and engineering plans. Shop drawings help ensure that the final product meets safety standards, design criteria, and client expectations.

As requested in the project specifications, the contractor is responsable to porvide shop drawings for all trades.

The responsibility of the contractor is to provide shop drawings based on the design intention reflected on the construction documents, coordinating them with other trades, like other systems to be reflected on ceilings. If during the execution any modification is requested it will be reviewed and negotiated through a PCN.

51 DIV 21 FIRE SUPRESSION

211313

1.7

The specification in point 1.7 B requests that manufacturers' data and system calculations, water supply data and a complete set of work drawings must be submitted. Since the design has already been completed and will be installed according to the plans, do we need to submit hydraulic calculations and information on the water supply? The information on the hydraulic calculations is not found with the documentation sent for the preparation of the offer and the information on the water supply is indicated on plan F101.

Please indicate on the drawings the passes that require fire seals and their resistance.

The contractor shall estimate it, considering that all pipes that pass through a wall will have fire resistance seals acording to detail DT01 located on sheet A0001.

54 DIV 21 FIRE SUPRESSION 3.4C

Specification 212313 in point 3.4 C indicates that pipes in unfinished areas should only have one coat of anti-corrosion paint and that pipes in other areas should have 2 coats of paint similar to adjacent surfaces, in the drawing of the sprinkler system doesn’t show color, finish, or any other paint specification or requirements o if it is a special type of paint. No paint color is indicated, if any type of special paint or color is required, please indicate it on the sprinkler systems drawings so that it can be taken into account.

Anticorrosive paint color Red , refer to paint specs for additional indormacion.

55 DIV 21 FIRE SUPRESSION DWG F101

In the notes on the fire system on drawing F001 it is indicated that air vents must be installed, as indicated in NFPA 13 ED 2016, 7.1.5 and 8.16.6. Reviewing the plan we see that in the floor plan F101 is not indicated, but in F601 in the one-line diagram an air relief valve is indicated. This is the only air relief valve that needs to be installed, if it is necessary to install another one please indicate.

Yes, as indicated on sheet F601. However, if the Contractor's proposal or model requires drain lines, it must be extended to the Shop Sink and redundancy must be considered.

57 DIV 21 FIRE SUPRESSION DWG F501, DWG F101

The drawing F501 show the detail of the sidewall and upright sprinkler with a protective cage, but when reviewing the floor plan where the symbology is located (F101), there is no indication of sprinklers guards. Indicate if there are any areas where sprinklers should have sprinkler guards to take this into account in the budget.

Consider Guards for sprinklers located on spaces without ceiling between axis 7 to 10. Electric Room & OIT Room also.

58 DIV 21 FIRE SUPRESSION DWG F501

The drawing F501 show a detail of a cabinet with an angle valve for firefighters in which only the cabinet and the valve are shown. Please clarify whether or not it is necessary to place a hose rack, hoses, or fire extinguisher in these cabinets.

Contractor’s interpretation is: The contractor responsibility is to bring to the government representatives attention to discrepancies in the drawings prior to BID. Due to the fact the government is providing material and work that has already been performed at the site. As well as shop drawings that were not approved from the previous contractor. The only responsibility is to install and construct the project as per the documentation received. The contractor cannot be responsible for any design flaws.

In regards to the note H at Sheet F001, related to Fire sprinkler system:

The contractor is responsible for preparing shop drawings to identify conflicts and in that case, if a conflict is found, solutions will be evaluated and, if a PCN is required, it will be negotiated.
