Experience on Similar Projects – Please confirm whether or not it is acceptable to utilize key subcontractor experience to meet the similar project experience requirement.
It is acceptable to utilize key subcontractor experience to meet the similar project experience requirement.
Will the workers quarters at the visitor's center, Hale Pohaku, be available for the contractor's crew and subcontractors during the duration of the project, for the purpose of overnight sleeping?
Yes, the dormitories at Halepohaku (HP) are available for contractor personnel. The dormitories are operated by the University of Hawaii
Maunakea Shared Services (UH MKSS). The nightly cost is $ 196.57 per person, including meals (no tax). Contractors would make payment arrangements with MKSS. HP is a UH facility subject to State of Hawaii requirements for Covid-19 vaccination or testing. To confirm details, please contact Stewart Hunter, MKSS manager [shunter@ifa.hawaii.edu].
3 Does the Smithsonian observatory on the summit have overnight sleeping quarters? No, there are no sleeping quarters at the SMA on Maunakea.
Can you inform us of the days that the access road is graded? For the purpose of delivery trucks such as concrete, steel, UPS, our suppliers are inquiring when, what days, the unpaved road will be the flattest and safest to drive on?
MKSS grades the Maunakea access road twice a week, either Monday and
Thursday or Tuesday and Friday. MKSS is willing to coordinate the grading schedule when large deliveries are anticipated.
Will the small skytrac / lift which is located in the observatory, be accessible to use for the contractor, by licensed operators?
The SMA forklift may be used by qualified contractor staff under SMA supervision. Contractor must carry insurance coverage.
6 Will the crane attached to the structure be accessible to use for the contractor?
The SMA gantry crane may be used by qualified contractor staff under SMA supervision. Contractor must carry insurance coverage.
7 Is there 220 power available in the observatory?
At the SMA, electrical power is available as: 120 VAC single phase, 208 VAC three phase, or 480 VAC three phase. Circuit capacity (amperage) must be verified.
8 Can we do a 2nd walk through to the summit for the benefit of two of our subcontractors.
A Final Site Visit is scheduled for Friday, February 18, 2022 at 12 PM HST at
Maunakea Visitor Station. Subcontractors are encouraged to visit.
Bidders must confirm their participation in the site visit with COTR Simon
Radford, (808) 333-4871, simon.radford@cfa.harvard.edu.
The RFP requires the contractor to submit the pricing per the bid schedule included with the solicitation documents. This breaks down the bid into the CSI Divisions. The form includes a requirement for quantity and unit of measure. My questions is, if the requirement is to provide a breakdown for each of the divisions. As an example, Division 26 Electrical, are quantities and unit cost required for conduit, cable, equipment etc. or can all items be included as one unit of cost?
Provide Lump Sums for each CSI line item. Do not provide "quantity and unit of measure".
Per Specifications 260519 Pat 3.02.G "VFC Output Circuits: Type XHHW-2 in metal conduit with braided shield." Please provide specs on this cable and where cables are required or if this cable is not applicable to this project.
The referenced cable is not applicable to the project.
10 CONCRETE MIXING
A. Ready-Mixed Concrete: Measure, batch, mix, and deliver concrete according to ASTM C
94, and ASTM C 1116 and furnish batch ticket information. Batch ticket information shall include design mix reference, water that can be added at the jobsite, and admixtures. For transit mixing, complete not less than 70 revolutions of the drum at the manufacturer’s rated mixing speed. Discharge concrete into its final position within 90 minutes after introduction of batch water to the cement. If a retarder admixture is used, the discharge time limit of 90 minutes may be increased by the time specified for retardation by the admixture manufacturer or the concrete supplier. Mix concrete a minimum of one minute at mixing speed immediately prior to discharge.
The Concrete Mixing requirement can be adjusted if required. All reasonable approaches to address the long travel time will be considered during the submittal process.
We would not meet the specification-requiring placement of concrete 90 minutes from the time of introduction of water. Do to the Nearest Ready-Mix Plant is About a 2 hour travel time to the project. Hence, we propose the use of Delvo Stabilizer that stops cement hydration by forming a protective barrier around cementitious particles for the period of time it takes to travel to the site. Technical information will be provided upon request. One way to describe the process is as if the cement did not come in contact with water until reaching the job site. With the correct dose, the
Delvo Stabilizer would have worn off upon arrival at the job site and the concrete would proceed to hydrate normally as if the concrete were just batched on site.
Regarding the contract time for completion, listed as 180 calendar days, to begin within (10) calendar days after the notice to proceed:
Because of the uncertainties and extended lead times for materials in the current environment, will the Notice to Proceed date be set in mutual agreement with the selected contractor’s schedule, or will the Notice to Proceed date be solely at the discretion of the contracting agency?
The NTP will be issued by Smithsonian but the project schedule will be by mutual agreement and if necessary the contract period could be extended to address supply chain issues.
Regarding the contract use of premises, please confirm the listed normal work hours of
Monday through Friday except Smithsonian holidays, 9:00am to 4:00pm (7 hours). Work outside of these hours by special arrangement and possible added cost to the contractor.
Additional information about work hours at Maunakea.
Maunakea, interior: 9:00 to 4:30 pm HST. This is determined by the arrival and departure of the SMA technical staff, by nightly observations, which end around 9-10 am HST, and by preparation for observations, which begins about 4 pm HST. Hot work requires a 60 min fire watch after completion.
Maunakea, exterior: Nominally the same as for interior work. But if SMA staff supervision is not necessary, the contractor could start earlier, 30 min after sunrise and end later, 30 min before sunset. There would be no access to toilets in the building. Times would need to be would need to be confirmed with the UH CMS.
We are completing our proposal and page 121 of 129, Section L12, Paragraph 2 states:
“Proposals are to be submitted in pdf form (1 pdf for Technical, 1 pdf for Cost) to

If any pricing information is on the Technical proposal, then you will be disqualified.”
Can you please clarify whether the Government is requiring a Cost Proposal or a Price
Proposal.
Provide a Base Cost Proposal as referenced in Section B.3.1. See attached Bid
Schedule. In addition, refer to RFI Question #9.
