About this file
This is a Cost Proposal template for Marketing and Advertising Services issued by the State of Tennessee. The RFP encompasses a comprehensive scope of marketing services including account management, strategic planning and research, creative services, digital services, media planning, and production across a five-year contract term. Proposers must submit detailed hourly rate cards for core team positions across six functional categories, media buy pricing, and public relations services. The cost proposal must remain valid for at least 120 days following the proposal opening date and any subsequent contract award.
The cost proposal evaluation structure consists of three primary components: Core Team Rate Card (weighted at 6 points maximum), Media Buys (weighted at 13 points maximum), and Public Relations (weighted at 1 point maximum). Core team rates are submitted as hourly charges across five years for positions ranging from Director-level to entry-level roles within Account Management, Strategic Planning & Research, Creative, Digital Services, Media, and Production departments. Media Buys are evaluated as a percentage markup against an annual estimated investment of $12,000,000, with proposers providing year-by-year percentages. Public Relations services include monthly retainers, reporting tools, travel expenses, and media engagement activities, all evaluated as annual costs multiplied by the contract year. All monetary amounts must be submitted in U.S. currency limited to two decimal places, and proposers must certify that costs include all applicable taxes, fees, overhead, and direct and indirect expenses. The state retains no obligation to request minimum purchase quantities or any work at all during the contract period.
