About this file

This is a Request for Proposal (RFP) issued by Schertz-Cibolo-Universal City Independent School District (SCUCISD) for district-wide fire system inspection services covering fire alarms, sprinklers, fire extinguishers, and related components. The District serves approximately 15,475 students across 73 square miles in northeast Bexar County and southwest Guadalupe County, Texas. SCUCISD is seeking proposals to inspect 28 fire alarm systems across multiple campuses, approximately 1,301 fire extinguishers distributed across 19 facilities, and fire sprinkler systems in 19 facilities. All inspections must comply with applicable NFPA standards (NFPA 72 for fire alarms and NFPA 25 for sprinkler systems). The proposal submission deadline is January 22, 2026, at 2:00 PM via the Euna Bonfire bidding platform. Non-mandatory site visits may be scheduled by January 14, 2026, by contacting Terry Rappmund. The contract period is March 1, 2026, through February 28, 2027, with up to four one-year renewal options at the District's discretion. No pre-proposal meeting or proposal guarantee is required.

Vendors must demonstrate a minimum of five years of experience providing fire system inspections and submit copies of all applicable licenses and certifications, with preference given to those with ten years of experience. The District expects all inspection and repair work to be completed outside regular school hours, during summer months, weekends, or holidays. Pricing should include all travel time and mileage, with no separate billing allowed. For fire extinguisher services, vendors must pre-arrange replacement with the District and provide recharging services including incidental parts such as pins, o-rings, and powder. The District reserves the right to award to one or multiple vendors based on best value rather than price alone and will not be bound to accept the lowest proposal. Contractors must maintain workers' compensation coverage (statutory with $100,000 employer's liability), general liability of $1,000,000 per occurrence for bodily injury and $2,000,000 for property damage, and automobile liability of $100,000 per occurrence. The SCUCISD must be named as an additional insured on general liability policies. All costs for contractor preparation, presentations, demonstrations, and interviews are borne by the vendor. The District reserves the right to modify or terminate the contract at any time with or without cause.

Where Vendors may be required to perform a presentation, give demonstrations, provide samples and/or technical literature, or participate in any interview process as related to this solicitation, all costs shall be borne by the Vendor.

i. Any Proposals submitted in response to this Request for Proposal will become irrevocable upon the closing time and remain open for acceptance for ninety (90) days from the closing date whether or not another RFP has been accepted.

j. SCUCISD is part of a multi-member purchasing alliance. Please see General Terms and Conditions – Central Texas Purchasing Alliance (CTPA) Adoption Clause for additional information.

k. SUBMISSION OF A PROPOSAL shall be construed to mean that the Vendor agrees to carry out all the conditions set forth in this document. By submitting a Response, you are presumed to concur with all terms, conditions, and specifications of this RFP. Any exception must be clearly defined and referenced in the proper paragraph in this Solicitation. Objections we consider excessive or affecting vital terms may reduce or eliminate your prospects for the award.

4. COMPLETENESS: The proposal shall be completed in all respects as indicated. A Proposal may be rejected if it is conditional or incomplete, or if it contains irregularities of any kind.

5. FALSE/MISLEADING STATEMENTS: A proposal that contains false or misleading statements, or which provides references that do not support an attribute or capability of the proposed system or service may be rejected. 6. PROPOSAL SIGNATURE: The Proposal must be signed by an individual who is authorized to bind the responding firm contractually. The signature should indicate the title or position that the individual holds in the firm. Firms who sign their contracts with the name of the firm must provide the name of the corporate officer for signature validation by the District. An unsigned Proposal shall be rejected.

Thus, the result will not be determined by price alone but by the applicable criteria as listed under EVALUATION CRITERIA.
