About this file

This is a Question & Answer document from the Washington State Department of Enterprise Services (DES) for solicitation #29223 for Flooring and Installation Services. The solicitation covers the purchase and installation of carpet, carpet tile, luxury vinyl plank/tile, and rubber flooring, including minor site repairs and routine work needed for installation. Due to vendor requests, the bid deadline has been extended by 15 days from the original date of 2/27/2025, with answers to questions provided by 2/18/2025.

The solicitation is divided into six regions across Washington State to encourage competition and create opportunities for small businesses. The evaluation includes both cost and non-cost factors, with 250 possible points for each of the two categories (Category 1 and Category 2). The contract includes set-asides for certified veteran-owned and Washington small businesses who meet specific size or revenue standards. Environmental attributes are required for products, though having more environmental certifications does not result in a higher score. Pricing is based on MSRP discount percentages, which can vary by manufacturer, and installed prices must include both labor and materials while adhering to prevailing wage requirements. Vendors must submit quarterly and annual sales reports.

Question
Response
Did this change the solicitation?
1.
Would it be possible to extend the bid deadline to 3/14/2025? We feel the current deadline of 2/27/2025 is challenging to meet given the extensive requirements of this RFP. With the deadline for answers set for 2/18/2025, there are only seven business days remaining before the bid is due. This leaves limited time to address any revisions or amendments that may arise as a result of clarifications.
DES has acknowledged the validity of this concern and will extend the solicitation deadline by an additional 15 days. Please refer to page 6 of the Competitive Solicitation document for the revised deadline table.
Yes
2.
We would like to see an example of your formula using price and points. We would like some clarification on how the point system is broken down. How many points does 2nd place get? How many points does 3rd place get? How many points does 4th place get?
An example of the scoring formula, including price and points breakdown, has been provided during the pre-bid meeting. Additionally, a copy of the pre-bid slides, which contains this information, has been uploaded to WEBS for your reference.
No
3.
We believe the scoring should be based on accumulative score of all 6 regions of Washington State together, for each contract category. Our concern is that some regions may not be bid due to geography location within the state, so what happens if a region does not get bid?

This solicitation aims to encourage competition and create opportunities for small businesses within each region. By dividing the awards across six regions, DES can foster a more inclusive and competitive environment. This approach enables more localized service bidders to participate, which can result in better service quality and responsiveness to regional needs.

Please note that bidders are not restricted from bidding on multiple regions. If your firm can provide services to more than one region, ensure your firm submits bids for each region your firm can serve.

No

4.
Why are women owned and minority owned excluded from the reserved award?
Only certified veteran-owned and/or Washington small businesses who meet the size or gross revenue standard (as defined in RCW 39.26.010(22)(a)) can be awarded under this strategy. This is permitted under the Constitution because small and veteran-owned businesses are race and gender-neutral categories.
No
5.
Step A Non-Cost Factors -possible 250 points stated but in Exhibit B REQ ID 1-10 the total amount of points adds up to 270 not 250. Can you clarify how many points are possible?
There are 250 possible points for Category 1 and 250 possible points for Category 2. These categories are scored separately. Question 9 applies only to Category 1, while Question 10 applies only to Category 2.
No
6.
Why is the TARR Rating of 2.8 given for all carpet tech spec categories such Moderate/Heavy/Severe use? Where are the MOD ratios maximums for each category?

Can you explain the reasoning for the Tech Spec Detail Criteria for carpet? Why has MOD ratio been eliminated and why is no nylon required in certain categories.

When the solicitation was initially posted as an RFI, feedback from the vendor community indicated that the TARR ratings and MOD ratios were too restrictive.

After careful consideration and discussions with our customers, prior to posting we decided to honor this request and adjusted the TARR rating requirement accordingly.

Consequently, some MOD ratio requirements have been eliminated, and nylon is no longer required in certain line items.

No

7.
Why is nylon type 6,6 in certain categories?
This was a request from our customers.

The attributes in Exhibit C, Category 1 Columns Y-AJ and columns AK-AM are separated into different sections because each section requires at least one 'yes.' Although attributes are required, they are organized by groups to ensure that at least one requirement from each group is met.

Statewide Contract - 12.3 Annual Contract Sales Report – Can this report be eliminated? As we submit a quarterly report.
The quarterly report serves as a general sales summary, while the annual report provides detailed sales information that helps us identify which products customers are using, any gaps in products they may want or need, and assists in future rebids of the solicitation. Therefore, we will continue to require the annual report.
No
13.
Is Exhibit C – Environmental Attributes scored better with more “yes”’s?
No, having more 'yes' answers does not result in a higher cost factors score. However, if the bidder is certified in multiple categories, DES is interested in that information and would appreciate all line items being filled out completely.
No
14.
The Carpet and Rug Institute approves a TARR rating of Moderate 2.5 TARR rating for offices and sleeping rooms. What is the min 2.8 based on?

Multiple questions were raised in the pre-bid meeting in regard to clarification on market basket and additional items on the catalog including:

A. Define the market basket please B. In the market basket, do we enter only 1 product per line item? What if we have more than one product that fits the category, do we add lines?

C. You are only looking for one product per sub category in the market basket?

D. So the market basket is limited then?

E. Is the installed price just labor or labor and material?

F. So everything on the additional product page will apply the same MSRP discount per category?

G. For scoring are you taking combined cost of all products or just the lowest cost item overall?

H. Is DES only looking for the best priced flooring that meets the required specs or a large variety or selection of products for stakeholders?

I. In this case, you would win with a single item at the lowest price and not multiple selections. Is the that the intention of this contract?

J. This leads to limited selection for the State entities, which have many different aesthetic needs A. The market basket is used to score bidders on an even playing field by comparing the prices of specific items. Each bidder is required to enter one product per line item in the market basket, which will then be used to determine the lowest price for scoring purposes. This method ensures fairness in the evaluation process.

B. Please provide one product per line item. The market basket will only be a snapshot of what is offered.

C. Yes, only one product per line item for the market basket.

D. The market basket is limited to specific items for scoring, and it does not represent the full range of products that will be available on the contract. The market basket is a representation of the MSRP catalog. For a broader selection, bidders can utilize the additional products tab in the bid price document to list all the products they offer if they become the successful bidder.

E. The installed price is labor and material. Please keep in mind prevailing wage requirements when completing installed price items.

F. The Additional Products List has a column that you can provide for MSRP discounts for different manufacturers. The pricing for the contract is based on an MSRP discount percentage, which applies (and can vary based on manufacturer) to all items listed in the additional products tab.

G. The price, with appropriate PCB and recycled material discounts, will be added for all line items for a total price for materials, and a total price for installed price. Information about scoring can be found on page 11 of the Competitive Solicitation Document.

H. Additional information, and potential updating of the Exhibit C – Bid Price, will be provided in subsequent Q&A document.

I. Additional information, and potential updating of the Exhibit C – Bid Price, will be provided in subsequent Q&A document J. Additional information, and potential updating of the Exhibit C – Bid Price, will be provided in subsequent Q&A document No

16.
For Exhibit C - Cat. 2. Under environmental Attributes where it asks Product Does not require use of floor polish, strippers, or sealants (Yes or No). Does yes mean that statement is correct or yes it does need floor polish?
If your product does not require the use of floor polish, strippers, or sealants, you should select 'Yes' to indicate that the statement is correct
No
17.
If we intend to use our own employees to perform work and do not submit an Exhibit E at bid time, what do we do if we end up needing a subcontractor later.
If you plan to use your own employees for the work and do not need a subcontractor at the time of submission, you do not need to submit an Exhibit E. However, if you later decide to use a subcontractor, you should contact the procurement coordinator as soon as that decision is made.
