About this file
This is an environmental certification package for the Ranch Road Sidewalk project from US 19 to Ponderosa Avenue, involving the Florida Department of Transportation (FDOT) District 7 and Pasco County. The project proposes sidewalk improvements including new ADA-compliant 5-foot sidewalk construction along the north side of Ranch Road, detectable warnings, utility adjustments, signing and pavement marking, clearing and grubbing, and minor drainage improvements. All improvements are situated entirely within FDOT right-of-way. The project has been classified as a Type 1 Categorical Exclusion under 23 CFR 771.117(c) as determined on August 7, 2025, and November 6, 2025, meaning it does not require additional federal environmental documentation. The project manager is William Poon, P.E., with the Financial Project ID 449033-1-58-01 and Proposal/Contract ID X11127.10.
The environmental certification package confirms that no potential for contamination was identified in the project area, the project does not have railroad involvement within its construction limits and is considered "Railroad CLEAR," and no environmental permits are required for construction. The package includes certification memoranda addressing contamination impacts, right-of-way status, rail clearance, permit clearance, and utility coordination. An NPDES permit will not be required by the contractor prior to construction. The project has been evaluated and approved by the Florida Department of Transportation District Environmental Permit Office as of August 15, 2025, with all required clearances documented and signed by appropriate county and district officials.
