About this file
This is a Florida Department of Transportation (FDOT) Utility Work Schedule for Frontier Communications, the utility agency/owner (UAO), related to the Ranch Road Sidewalk construction project in Pasco County. The document establishes the terms and timeline for Frontier Communications to relocate and adjust its telecommunications utilities to accommodate FDOT's sidewalk construction project along Ranch Road from US 19 to Ponderosa Avenue. The utility work encompasses six distinct activities: adjusting four handholes away from the sidewalk at stations 107+10, 112+12, 126+8, and 133+17; holding and protecting a Broad Band Fiber Optic Cable (BFOC) during headwall installation between stations 135+90 and 136+20; and holding and protecting BFOC and buried telephone cable during drainage installation between stations 148+00 and 149+20. All utility work is scheduled to occur during FDOT project construction, with a total of 10 consecutive calendar days required for completion. The utility work is contingent upon the placement of sidewalk and installation of headwall and drainage infrastructure.
Frontier Communications' work must comply with the 2017 Utility Accommodation Manual and requires the utility company to obtain a utility permit prior to commencing work. All work is to be conducted during normal business hours (8 a.m. to 5 p.m., Monday through Friday, excluding holidays), with work outside these hours requiring 72 hours' advance notice. Frontier's field representative, Vince Theodosis (727-942-8326), must be notified when work occurs within two feet of Frontier facilities and serves as the primary point of contact during construction. Frontier retains access throughout the project duration to monitor and maintain its facilities to ensure service continuity. The utility work schedule was dated November 2024 and signed by Frontier's Network Engineer, Christopher Scott Hand, on March 18, 2025.

December 14, 2016
Pursuant to Section 337.403 F.S., the UAO and FDOT agree to the UAO’s need for relocation or adjustment to its utilities and FDOT’s need for a schedule for the UAO to effect the relocation or adjustment. This utility work schedule is based on FDOT plans dated in the project information box below. Any deviation by FDOT or its contractor from these plans, may void this utility work schedule. Upon notification by FDOT of a change to these plans, the UAO may negotiate a new utility work schedule. The UAO agrees to notify FDOT and the contractor in writing prior to starting, stopping, resuming, and completing work in accordance with this utility work schedule. The UAO shall obtain a utility permit and comply with requirements of the 2017 Utility Accommodation Manual (UAM) for all work done under this utility work schedule. The UAO is not responsible for events beyond the control of the UAO that could not be reasonably anticipated by the UAO and which could not be avoided by the UAO with exercise of due diligence at the time of the occurrence.
