About this file

This is an appendix document containing nondiscrimination and civil rights compliance requirements for a contract issued by the Florida Department of Transportation (FDOT) and Pasco County for the Ranch Road Sidewalk project extending from US 19 to Ponderosa Avenue. The project involves construction of an ADA-compliant 5-foot sidewalk, curb ramps, driveways, and incidental work to establish a safe pedestrian accessway along Ranch Road. The document establishes the contractor's obligations regarding compliance with federal nondiscrimination regulations and incorporates by reference Title 49, Code of Federal Regulations, Part 21, which governs federally-assisted transportation programs.

The appendix requires the contractor to comply with nondiscrimination provisions prohibiting discrimination based on race, color, national origin, sex, age, disability, religion, or family status in all aspects of contract performance, including subcontractor selection and material procurement. The contractor must ensure all subcontractors and suppliers are notified of these obligations and must provide information and reports as required by FDOT, Federal Highway Administration, Federal Transit Administration, Federal Aviation Administration, and Federal Motor Carrier Safety Administration. Noncompliance may result in sanctions including payment withholding, contract cancellation, termination, or suspension. The contractor must incorporate these nondiscrimination provisions into all subcontracts and procurements and must comply with applicable federal civil rights statutes including Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, the Americans with Disabilities Act, the Age Discrimination Act of 1975, and Executive Orders addressing environmental justice and limited English proficiency access.
